HomeMy WebLinkAboutMin - PC - 1983.01.19CITY OF BURLINGAME PLANNING COMMISSION SPECIAL STUDY SESSION JANUARY 19, 1983 Chairman Mink opened the meeting at 7:32 P.M. All Commission members were present; Commissioner -elect Taylor was also present. 1. SPECIAL PERMIT FOR HEIGHT FOR A 360 ROOM GRANADA ROYALE HOMETEL HOTEL AT 150 ANZA BOULEVARD CP Monroe briefly introduced the project, then turned the floor over to Paul Salisbury, architect for the project. Also present, representing the proposed hotel, was Bob Blunk, architect. Mr. Salisbury outlined the history of the project and the various revisions to it as a result of city, BCDC and State Lands Commission requirements and/or concerns. He also discussed the relationship of the project's size and siting to adjacent structures and discussed specific site constraints which force the structure to violate some design guidelines. The project density is far less than projected by the Specific Area Plan. He presented models and a horizontal of the site from the Bay which showed .the height and bulk relationship to adjacent structures. Commission discussion included: size of the hotel rooms as compared to the average room, proposed finish for the dome, color of the building, the pros and cons of the fishing pier, the detached restaurant, parking, pretreatment of sewage, use of the atrium space, maximum height constraint per the Airport Board is 150', sequence and timing of hearings among responsible agencies (City and State). Commission wants to have owner's consent to the project prior to scheduling for a public hearing. Commissioners asked for the following additional information: load bearing capacity of the public access pathway; letter of consent from property owner prior to scheduling for public hearing; table showing parking required by land use; include the view of the site from the Bay presented at the study session with the other plans; include discussion of Title 24 energy efficiency standards; comparison of the heights of other buildings on the Bayfront to the project; discuss screening of the loading dock. Chm. Mink acknowledged several members of the audience who commented on the project: Joseph Kent commented on the method of calculating apparent width which has been related to street frontage on earlier projects, the need for a Special Permit for not meeting minimum setback requirements, parking requirements for specialty restaurants in the Bayfront/Anza area, past actions which called for a 48' wide street rather than 38' as proposed and the adequacy of the street and Airport Boulevard intersection; John Raiser commented on view blockage due to siting of the structure; Heather Sterner expressed her concern about the appearance of the building. 2. DISCUSSION OF FINDINGS, WHY WE NEED THEM AND HOW TO MAKE THEM The Planning Commissioners and Commissioner -elect Taylor discussed the different legal requirements for making motions on special permits, variances and sign and fence exceptions. Several examples of past actions were reviewed in detail. C. Leahy made the point that for variances the findings should be justified by the physical aspects of the property and its existing development, e.g., the structure is not consistent in size or shape with others in the area, the lot is unusual in size or shape, etc. Meeting adjourned at 10:05 P.M.
