CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Jacobs on Monday, February 8, 1982 at 7:35 P.M.
ROLL CALL
Present: Commissioners Cistulli, Garcia, Graham, Harvey, Jacobs, Leahy, Mink;
Learning Member Giomi

MINUTES - The minutes of the January 25, 1982 meeting were unanimously approved
and adopted.
AGENDA - Order of the agenda unanimously approved.
ITEMS FOR ACTION
1. SPECIAL PERMIT TO ALLOW A DELI IN THE M-1 DISTRICT AT 840 STANTON ROAD, BY
BOTRUS ZAAROUR
CP Monroe reviewed this application for a 1,300 SF coffee shop in the M-1 District.
Reference staff report dated 1/29/82; Project Application & CEQA Assessment received
1/5/82; site drawings for Ferial's Deli; aerial photograph; January 12, 1982 memo
from the Chief Building Inspector; January 18, 1982 memo from the City Engineer;
January 11, 1982 memo from the Fire Marshal; January 5, 1982 letter from the applicant;
January 6, 1982 memo from the Zoning Aide giving further information about the operation;
and data sheet of Coffee Shops in the M-1 District, January 1982. CP discussed details
of the proposed operation, staff comments, applicant's comments in his letter and
existing coffee shops in the area. If approved, staff recommended two conditions as
listed in the staff report.
The applicant was present. Chm. Jacobs opened the public hearing. There were no
comments and the hearing was closed. For the record, Secy. Harvey noted a petition
in favor received February 5, 1982 containing 45 signatures, all in the immediate
area.
C. Graham moved to approved this special permit with the following conditions: (1) that
the applicant comply with the conditions of the Fire Marshal's memo dated January 11,
1982; and (2) that this permit be subject to review in one year. Second C. Cistulli;
motion approved unanimously on roll call vote. Appeal procedures were advised.
2. SPECIAL PERMIT TO ALLOW AN INDUSTRIAL/MEDICAL CLINIC IN THE M-1 DISTRICT AT
1657 ROLLINS ROAD, BY DR. AND MRS. DAVID ARROWSMITH
CP Monroe reviewed this application for a medical clinic oriented to serving employees
in the area. Reference staff report dated 2/2/82; Project Application & CEQA Assessment

received 1/6/82; aerial photograph; site drawing and drawings indicating parking,
existing floor plan and proposed improvements with a description of proposed improve-
ments; 1/18/82 memo from the City Engineer; January 12, 1982 memo from the Chief
Building Inspector; 1/11/82 memo from the Fire Marshal; January 5, 1982 letter from
the applicant; January 5, 1982 letter from William H. Sterling, National Can Corporation
enclosing a parking diagram; and letter in support from the property owner, Hiram
Walker & Sons, Inc. CP discussed details of the proposed operation, staff comments,
applicant's review of the proposal, letters from National Can and Hiram Walker and
code requirements. If approved, staff recommended three conditions as listed in the
staff report.
The applicants were present. Dr. Arrowsmith exphasized that the clinic would be
exclusively for industrial medicine. It was determined from the Fire Marshal that
staff's requirement for reducing the existing dividers to a maximum of 5'-9" was a
building code requirement; a taller diver would be termed a wall and require one
hour fire wall protection in the hallway. Chm. Jacobs opened the public hearing.
There were no comments and the hearing was closed.
C. Mink found this use consistent with the zone because of the number of people employed
in the area. He then moved for approval of this special permit with the following
conditions: (1) that the requirements in the Chief Building Inspector's memo of
January 12, 1982 and Fire Marshal's memo of January 11, 1982 be met; (2) that the
operation of the business be consistent with the provisions of the January 5, 1982
letter submitted by the applicant; and (3) that the permit be reviewed in one year.
Second C. Graham; motion approved unanimously on roll call vote. Appeal procedures
were advised.
3. REVIEW OF JANUARY 26, 1981 SPECIAL PERMIT FOR THE MALCOLM CENTRE COFFEE SHOP AT
866 MALCOLM ROAD
CP Monroe discussed this permit review of a coffee shop in the M-1 District. Reference
staff report from the Zoning Aide dated 1/29/82; January 26, 1981 Planning Commission
minutes; January 20, 1982 and January 9, 1981 memos from the Chief Building Inspector;
January 21, 1982 and January 8, 1981 memos from the Fire Inspectors; memo regarding
outdoor patio seating from the Zoning Aide; Malcolm Centre Building Floor Plan
received December 17, 1980; and site drawing of the coffee shop received December 17,
1980. CP noted conditions of the 1981 approval; staff comments, particularly the
requirement of the Chief Building Inspector that the wood wall enclosing the patio
area be detached from the roof and reduced to a maximum 6'-0" height. She also noted
that no complaints have been received about this operation. Staff recommended the
special permit be extended for a three month period at which time a site inspection
be made to confirm the Building Inspector's requirement had been met.
Dale H. Schnell, architect for this project, was present. He discussed the requirement
of the Chief Building Inspector regarding the wall around the patio area; it was his
contention this could be called a fence and that it would not create a hazard. He
was advised that he could present an appeal of the CBI's decision to the Commission
at a subsequent meeting, but that this matter would not be considered this evening.
Chm. Jacobs opened the public hearing. There were no comments and the hearing was
closed.
C. Graham moved to approve an extension of this special permit fora three month period,
at which time another site inspection shall be made to confirm that the patio wall has
been reduced to a 6'-0" maximum height. Mr. Schnell was advised to contact the CBI if
he wished to appeal the building inspector's decision. Second C. Harvey; motion
approved unanimously on roll call vote. Appeal procedures were advised.

4. RECOMMENDATION OF EIR-56P FOR A 44 UNIT APARTMENT AT 1800 EL CAMINO REAL
TO THE CITY COUNCIL; BY DEL DAVIS ASSOCIATES, INC. FOR CLAYMORE INVESTMENT CO.
Reference Planning Commission Resolution No. 1-82 recommending EIR-56P with Exhibit A
(Significant Effects, Mitigations and Findings) attached and Final Environmental
Impact Report Documents, February 1982. CP Monroe advised tonight's meeting was for
the purpose of reviewing the consultant's responses contained in the addendum to the
EIR and, if found complete, to forward the EIR to City Council for certification.
Jackson Menze of Del Davis Associates was present and circulated further response to
comments of C. Mink at the January 25 meeting. These addressed single event noise
impacts to the top floor occupants of the proposed development as well as further
discussion of potential growth inducement. A change was requested on page 11:
"Millbrae" Avenue should read "Murchison" Avenue. Responding to C. Mink, CP stated
her belief this is now a complete report.
C. Mink moved for approval and adoption of Planning Commission Resolution No. 1-82
recommending EIR-56P to City Council for certification. Second C. Harvey; Resolution
1-82 approved unanimously on roll call vote. Staff will transmit to Council.
5. REVIEW OF DRAFT EIR-54P FOR THE PROPOSED MARRIOTT HOTEL FACILITY AT 1800 BAYSHORE
HIGHWAY; BY DE LEUW, CATHER & COMPANY FOR MARRIOTT CORPORATION
CP Monroe reviewed this item, noting that the review period for the EIR ends February 11.
She also discussed procedures for hearing and recommending the EIR to the City Council.
Reference Draft Environmental Impact Report, December 1982; staff report dated 2/2/82;
written responses from the following: David B. Williams, L. B. Williams Co., Inc.,
840 Hinckley Road, Burlingame; Memorandum from Ted T. Fukushima, Senior Planner,
State Lands Commission, Sacramento; Memo from Ralph E. Kirkup, Director of Public
Works, City of Burlingame; letter from Linda M. Pirola, Permit Analyst, BCDC, San
Francisco; February 2, 1982 letter from Robert F. Schoeppner, San Mateo County
Mosquito Abatement District, Burlingame; and January 13, 1982 letter from Marriott
Corporation defining the project in concept. CP then introduced Paul Holley of
De Leuw, Cather & Company.
Mr. Holley discussed the project site and noted the EIR addresses the original proposal
and three possible alternatives which could also be considered for this area. He noted
tables indicating project parameters, number of permits required for each alternative,
height, density, comparison of city revenue and expenditures for each alternative as
well as traffic impacts and FAA and Airline Pilots Association criteria.
Chm. Jacobs opened the public hearing. The following members of the audience spoke.
David Keyston, Anza Shareholders' Liquidating Trust: include improvements in the
traffic calculations; request study of the relative profitability of a hotel in this
location versus alternate locations east of Highway 101; look at worst case assumption
for the Broadway interchange traffic. Robert Rogers, City Attorney, South San Francisco
(representing the City Council of South San Francisco): address the impact on flights
through the San Bruno gap; request analysis reflecting performance standards with loss
of one engine. Wood Lockhart, Airline Pilots Association: EIR does not address the
reasons for ALPA's concern about height of the project; he discussed aircraft flight
paths and possible increase in flights over the City of Burlingame. Ardith Erickson,
221 Arundel Road, Burlingame: concern about view obstruction, traffic; include
discussion regarding the effect of the project on the Millbrae overpass.

Nannette Giomi, 1600 Forest View Avenue, Burlingame: consider traffic impact of
Plaza Hotel in Millbrae; identify improvements which the traffic calculations include;
include time frame of sewage treatment improvements with phases of the hotel.
Jay White, San Carlos: discussed the noise impact of aircraft overflights. There
were no further audience comments and the public hearing was closed.
Commission comments follow. Chm. Jacobs: enlarge discussion on possibility of more
flights over the city; address traffic impact at Bayshore Highway and Millbrae Avenue
interchange. C. Harvey: address time line on completion of sewer system and
allocation of costs between developer and city; clarify elevation of the structure
in terms of mean sea level; include more detail on traffic and roadway impacts of
construction trucks; include sanitary land fill requirements and developer responsibility.
C. Mink: need for editing in the report; the FAR should be addressed with respect to
the original proposal and the three alternatives; view blockage should be fully
considered for each alternative; subregional traffic impacts should be addressed;
relationship of standard versus compact parking spaces should be addressed; would
like to see more parallel language in the text for all of the alternatives of the
project; include some reference to the effect of response time for fire engines during
peak hour traffic; calculations for sewage disposal should be presented in understandable
terms; air traffic analysis should be updated; site coverage for landscaping should be
provided on a comparative basis as well as lot coverage, setbacks and percentage of
shoreline visual access; compact car assumption should be outlined; request further
clarification of energy comments; wastewater generation should be presented for each
alternative; clarify height (height should be measured from mean sea level for original
proposal and each alternative); noise impact of increased overflights; include a
statement addressing single incident noise levels when aircraft fly over the project.
C. Graham: suggested most of the traffic from the hotel might be on the east side of
the freeway going directly to the airport; is there a calculation for this traffic?
C. Leahy: address timing of the sewage treatment facilities.
The consultant will prepare written responses to all comments received; these will be
brought to Commission at a subsequent meeting.

7. TENTATIVE AND FINAL PARCEL MAP AND TENTATIVE SUBDIVISION MAP FOR THE ABOVE
Both of these items were set for public hearing February 22, 1982.
CITY PLANNER REPORT
8. Review of City Council actions:
- Adopted Ordinance 1214, Establishing Burlingame Avenue Commercial Area
and Regulations Therefor, on February 1, 1982.
- Approved procedures for general plan amendments and amended Anza area
processing guidelines.
- Directed staff to look at modifications to the code regarding building
permit procedures.

8a. SPA RELOCATION - 612/616 ANSEL AVENUE CONDOMINIUMS
Reference February 4, 1982 memo from the City Engineer. CP Monroe discussed a request
by the developer of these condominiums to relocate a spa shown on the original plans
at ground level to the roof. CE's memo referenced Planning Commission Resolution
5-80, Exhibit A and evaluation by Commission of effects on the surrounding area in
its review of condominium permit applications. Commission determination was requested
as to whether this matter should be brought to them for review.
Commission indicated this was an amendment to the Condominium Permit and on this basis
requested a hearing on the matter.
9. DISCUSSION OF GENERAL PLAN AMENDMENT
CP reviewed her staff memo dated 2/3/82 with attached general plan map indicating
the areas which could be affected by a change in designation to mixed commercial/
residential district. She discussed these general areas and noted applicable
references in the adopted general plan. City Planner and Zoning Aide have completed
an existing land use survey of the two areas which will be reviewed at the next
meeting.
9a. CP distributed memo discussing the Association of Bay Area Governments (ABAG)
housing allocation. She discussed briefly and requested Commission consider
this memo for further discussion at the next meeting.
10. 1982 Planing Commissioners Institute, San Diego, February 24-26, 1982.
Commissioners Leahy and Garcia will attend.
11. New Year's Resolutions.
These resolutions requested by the future City Manager were transmitted for
Commission information and discussion.
