CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Mink on Monday, April 26, 1982 at 7:34 P.M.

MINUTES - The minutes of the April 12, 1982 meeting were unanimously approved and
adopted with the following correction. Page 10, fourth paragraph, should
read: . . motion approved on a 4-3 roll call vote, Cers Giomi, Harvey
and Leahy dissenting."

PUBLIC FORUMS
1. PUBLIC FORUM TO DISCUSS THE PROPOSED IMPROVEMENTS TO THE BURLINGAME CITY SEWER
TREATMENT PLANT'S SECONDARY TREATMENT FACILITIES FOR PROCESSING SOLIDS
Reference City Planner's 4/21/82 memo with attached project description. CP Monroe
introduced Jim Waters, project engineer, George S. Nolte and Associates. Mr. Waters
discussed his study of the secondary treatment facilities, gave a brief history of
the treatment plant and detailed his recommendations for improvement of the existing
aeration system. He then introduced Kim Erickson who will be preparing the environmental
assessment and Carol Thompson, EIR project manager for the environmental assessment.
Ms. Erickson advised a Notice of Preparation had been sent to all interested agencies,
summarized the public input process for the Federal grant process, and requested
public input.
Chm. Mink opened the public forum for audience comments. There were none and the
public forum was closed. Commission requests: an indication that the project site
selected by city staff would have the least impact on expansion of Bayside Park;
economic impacts, including alternative costs to the city should Federal funding not
be available; projections for possible future expansion of the treatment plant. The
Chair thanked George S. Nolte personnel for attending this meeting.
2. PUBLIC FORUM ON THE GRANADA ROYALE HOMETELS ENVIRONMENTAL IMPACT REPORT
Reference City Planner's 4/20/82 memo with attached Notice of Preparation of a Draft
Environmental Impact Report giving a description of the project. CP Monroe introduced
Kevin Garrett, Environmental Science Associates who will be preparing the EIR.
Mr. Garrett discussed the project site, surrounding properties and existing structures,
design of the proposed project and BCDC jurisdiction.

Chm. Mink opened the public forum for audience comments. There were none and the
public forum was closed. Commission requests: address view corridors, shadow
effects, lot coverage, height of the structures, public access and connection to
adjacent properties; include a traffic study, traffic count at the Airport Boulevard
intersection, information on the flood line; address parking for the hotel, restaurant
and public access to the shoreline. The Chair thanked Mr. Garrett for his presentation.
ACTION ITEMS
3. REQUEST FOR EXTENSION OF 11/23/81 PERMIT TO ALLOW A TEMPORARY BUILDING AT
777 AIRPORT BOULEVARD FOR DAYS INN MOTEL AND RESTAURANT
CP Monroe reviewed this request for extension of a temporary trailer permit. Reference
staff report dated 4/19/82; April 12, 1982 letter from Charles Cunningham Construction
Corporation requesting the extension; November 23, 1981 Planning Commission minutes;
staff report for the 11/23/81 Planning Commission meeting with site drawing and pertinent
code section. CP discussed the reason for the request and staff comments. Staff
recommended consideration of an extension with five conditions as listed in the staff
report.
C. Graham moved to extend this permit for a temporary building with the following
conditions: (1) that the trailer put in place has met or exceeds all California
requirements for mobile homes and has been inspected and found in compliance by the
Fire Department; (2) that the appropriate permits are obtained from the Building
Department including electrical and sanitation; (3) that the Police Department is
notified when occupancy occurs; (4) that the trailer is located on the Days Inn
construction site within a -fenced area; and (5) that the trailer be removed by
September 1, 1982. Second C. Giomi; motion approved on a 6-0 roll call vote,
C. Cistulli absent. Appeal procedures were advised.
4. CONDOMINIUM PERMIT TO CONSTRUCT AN 18 UNIT PROJECT AT 1500 SHERMAN AVENUE
CP Monroe reviewed this application for an 18 unit, three story project at the corner
of E1 Camino Real and Sherman Avenue. Reference staff report dated 4/19/82; Project
Application & CEQA Assessment received 3/17/82; February 10, 1982 memo from the City
Engineer; March 30, 1982 memo from the Chief Building Inspector; March 18, 1982 memo
from the Fire Marshal; February 1, 1982 memo from the Director of Parks; aerial photo
of the site; and plans date stamped April 2, 1982. CP discussed details of the
application, staff comments, Planning staff concerns regarding guest parking and
the garage ramp. Staff recommended approval with three conditions as listed in the
staff report.
Zev Ben -Simon, the applicant was present. Chm. Mink opened the public hearing. The
following spoke: Bill Baner, 1262 Balboa Avenue (immediately behind the project);
Georgina Barnes, 1232 Balboa Avenue; Ario Gregori, 1258 Balboa Avenue. Comments and
concerns: opposed to granting any variance for a project along E1 Camino Real;
drainage in the area; privacy for adjacent properties; parking congestion. There
were no further comments and the Chair declared the public hearing closed.
Commission discussion: the fact that the applicant had met all code requirements and
condominium guidelines of the city in his present design for this site; CE's require-
ment for relocating the box culvert; storm and sewage drainage capacity; the open
garage ramp and the applicant's desire to cover the top of the ramp to increase
private open space (this would require a variance); guest parking and the possibility

of designating some of the unsecured spaces for this purpose; fire access. The
applicant discussed the proposed drainage improvements and parking plans.
C. Harvey moved for approval of this condominium permit with the following conditions:
(1) that the final working drawings for this project be consistent with the preliminary
plans date stamped April 2, 1982; (2) that the requirements recommended in the City
Engineer's memo of February 10, 1982, Fire Marshal's memo of March 18, 1982 and Park
Director's memo of February 1, 1982 be met; and (3) that the final landscaping and
irrigation plans be approved by the Park Department prior to issuance of a building
permit. Second C. Graham; motion approved on a 6-0 roll call vote, C. Cistulli
absent. Appeal procedures were advised.
5. TENTATIVE AND FINAL PARCEL MAP AND TENTATIVE SUBDIVISION MAP FOR AN 18 UNIT
CONDOMINIUM PROJECT AT 1500 SHERMAN AVENUE
Reference City Engineer's memo of February 17, 1982. CE Erbacher recommended aporoval
with one condition as listed in his memo. C. Harvey moved for approval and recommenda-
tion to City Council of the tentative and final parcel map and tentative subdivision
map with the following condition: (1) that before a parcel map is recorded to combine
these existing lots at least two of the three structures be demolished. Second
C. Graham; motion approved on a 6-0 roll call vote, C. Cistulli absent.
6. CONDOMINIUM PERMIT TO CONSTRUCT AN 18 UNIT CONDOMINIUM AT 1110 BAYSWATER AVENUE
AND A VARIANCE TO ALLOW THE FIRST FLOOR SLAB WHICH IS 18" ABOVE CURB GRADE TO
ENCROACH 1'-0" INTO THE REQUIRED FRONT SETBACK AREA
CP Monroe reviewed this application for an 18 unit, three story project. Reference
staff report dated 4/19/82; Project Application & CEQA Assessment received 3/3/82;
April 6, 1982 memo from the City Engineer; March 8, 1982 memo from the Chief Building
Inspector; March 5, 1982 memo from the Fire Marshal; 3/31/82 memo from the Director
of Parks; aerial photograph of the site; and plans date stamped March 26, 1982 and
as amended April 17, 1982. CP discussed project details, staff comments and Planning
staff concerns. If these concerns can be resolved, staff recommended approval with
three conditions as listed in the staff report.
Robert Onorato, architect representing the applicant, discussed the difficulties
encountered because of the gradual slope of this lot and design of the garage with
ingress/egress on Bayswater. Chm. Mink opened the public hearing. The following
spoke: Richard Sofos, 119 Highland Avenue and Mrs. Anna Kolte, 107 Highland Avenue
(adjacent to the project site). Concerns: increased traffic/parking impact;
fencing; garage access. There were no further comments and the Chair declared the
public hearing closed.
Commission discussion and concerns: on -street parking; possibility of providing
some guest parking on site; guest parking (long term and short term); it was noted
there would be fewer curb cuts after the project is completed, thus alleviating the
on -street parking situation somewhat.
C. Graham found there were exceptional circumstances in the slope of the lot; that
the proposed design was necessary for the preservation of a property right of the
owner; that it would not be detrimental to adjacent property owners; and would not
affect the comprehensive zoning plan of the city. He then moved for approval of the
variance. Second C. Garcia; motion approved on a 6-0 roll call vote, C. Cistulli
absent.

C. Graham then moved for approval of the condominium permit with the following
conditions: (1) that the final working drawings for this project be consistent with
the preliminary plans date stamped March 26, 1982 and as amended April 17, 1982;
(2) that the requirements recommended in the City Engineer's memo of April 6, 1982,
Chief Building Inspector's memo of March 8, 1982 and Fire Marshal's memo of March 5,
1982 be met; and (3) that the final landscaping and irrigation plans be approved by
the Park Department prior to issuance of a building permit. Second C. Harvey; motion
approved 6-0 on roll call vote, C. Cistulli absent. Appeal procedures were advised.
7. TENTATIVE AND FINAL PARCEL MAP AND TENTATIVE SUBDIVISION MAP FOR AN 18 UNIT
CONDOMINIUM PROJECT AT 1110 BAYSWATER AVENUE
Reference City Engineer's memo of April 5, 1982. CE Erbacher recommended approval
with one condition as listed in his memo. C. Graham moved for approval and recommenda-
tion to City Council of this tentative and final parcel map and tentative subdivision
map with the following condition: (1) that before a parcel map is recorded to combine
these existing lots at least two of the three structures be demolished. Second
C. Garcia; all aye voice vote.
8. TENTATIVE AND FINAL PARCEL MAP: RESUBDIVISION OF LOTS 14 AND 16, BLOCK 7,
ANZA AIRPORT PARK AND ADJACENT PARCELS B AND E (477 AIRPORT BOULEVARD)
Reference City Engineer's April 21, 1982 memo with attachments: aerial photograph and
parcel map site plan. CE Erbacher discussed this proposed resubdivision which would
combine lots to form a new Parcel G and a new Parcel H. In essence, this would place
an area 50 feet wide (Parcel H) between any development on Parcel G and the lagoon
and channel. Approval was recommended.
David Keyston, Anza Shareholders' Liquidating Trust, noted that Parcel H was a part
of a land swap being arranged by the State for the "gas station" site adjacent to
Parcels 8 and 9. C. Graham moved for approval and recommendation to City Council
of this tentative and final parcel map, subject to development requirements in the
staff memo dated April 21, 1982. Second C. Garcia; all aye voice vote.
9. REQUEST FOR 12 MONTH TIME EXTENSION, TENTATIVE MAP AND CONDOMINIUM PERMIT FOR
16 OFFICE CONDOMINIUMS AT 345 LORTON AVENUE
CE Erbacher recommended Commission approve this request (reference his memo of April 20,
1982). CA Coleman's April 21, 1982 memo noted the project was approved at a time
when the property received a 15,000 SF parking exemption and could not be approved
under today's code without substantial variances. He recommended that any approval
be subject to the condition that the building permit be filed with the City prior to
May 4, 1982. Further references: April 27, 1981 Planning Commission minutes and
May 5, 1981 letter of action approving the project; April 20, 1982 letter from
Barry G. Smith, AIA, Carrasco & Smith requesting a one year extension; and 4/27/81
staff report.
C. Graham moved that a 12 month extension be approved with the stipulation that the
building permit be filed in acceptable form with the city prior to May 4, 1982.

10. SPECIAL PERMIT TO ALLOW AN AUTO STEREO REPAIR AND INSTALLATION FACILITY AT
833 MAHLER ROAD
The applicants were present. Commission requests: a listing of all uses on the site
and parking requirements for each use; an improved site drawing showing existing
uses and parking. Item to be set again for study when staff is satisfied with the
submittal.
11. CONDOMINIUM PERMIT FOR A 12 UNIT PROJECT AT 518-524 PRIMROSE ROAD

The applicant was present. Item set for hearing May 10, 1982.
13. FIVE VARIANCES TO CONSTRUCT A FIVE UNIT CONDOMINIUM AT 701 FAIRFIELD ROAD
14. CONDOMINIUM PERMIT TO CONSTRUCT A 5 UNIT STRUCTURE AT 701 FAIRFIELD ROAD
15. TENTATIVE CONDOMINIUM MAP FOR THE ABOVE
Helen Som, architect for the project, was present. She discussed justification for
the several variances and the proposed design of the project on this unusual lot.
Commission requests: how many turning maneuvers would be needed by a standard size
car in the substandard backup aisles; a report by the Traffic Department on the
potential traffic impact of the proposed open space play area. Items set for
hearing May 10, 1982.
ITY PLANNER REPORT
CP Monroe reported Council's action at its April 19, 1982 meeting on the proposed
General Plan Amendment: Council denied the proposed land use designation and
assignment of that designation to the two proposed areas. Council requested Commission
study and recommend changes to the Zoning Ordinance which would clarify those districts
which are inclusive. CP suggested several approaches for this study; following some
discussion the matter was continued to the meeting of May 10, 1982.
CP also noted her Planner's Report on Findings for Variances. Subsequent reports
will be forwarded on Fence Exceptions and Sign Exceptions for Commission guidance.
