ROLL CALL Present: Commissioners Cistulli, Graham, Harvey, Jacobs, Mink, Sine, Taylor Absent: None Staff Present: City Planner John R. Yost; City Attorney Jerome F. Coleman; City Engineer Frank C. Erbacher MINUTES - Upon motion of C. Jacobs, second C. Graham the minutes of the February 23, 1981 meeting were approved and adopted. AGENDA. - Upon motion of C. Mink, second C. Harvey order of the agenda approved. APPLICATIONS FOR ACTION 1. SIGN EXCEPTION TO INSTALL AN ILLUMINATED SIGN WITHIN THE EXISTING FRAME ON THE HYATT CINEMA SIGN AT 1302 BAYSHORE HIGHWAY, FOR THE FROG POND HOT TUB AND SAUNA CLUB CP Yost reviewed this revised application to install an illuminated sign with 52 SF per face. Reference staff report dated 3/4/81; drawing indicating existing signs at 1300/ 1308 Bayshore Highway dated 1/29/81; Sign Exception application filed 1/27/81; February 20, 1981 letter from Frank L. Kwok, Chairman, Frog Pond Hot Tub & Sauna Club; photographs; aerial photo; and sign plans received February 20, 1981. CP discussed the application submitted January 27, the revised design, code requirements, existing signs at 1300/1308 Bayshore Highway, and issues involved with signage on this unusual property. Staff did not recommend approval and suggested a review of the advertising needs for all tenants on this property. Discussion: the possibilities of requiring a master sign permit and the property owner's reaction to this suggestion; C-4 District signage regulations; visibility for prospective customers; an objection to the proposed copy; a determination that the existing sign frame was approved prior to adoption of the present sign ordinance. Frank Kwok, Chairman, Frog Pond Hot Tub & Sauna Club represented the applicant, Bruce Quie. He discussed the Frog Pond's need for identification, previous sign applications, and confirmed he would be agreeable to removing the 60 SF wall sign on the building if this application were approved. Chm. Sine opened the public hearing. Secy. Harvey read a letter in opposition, distributed this evening, from Loretta Pandolfi, owner of Stasha Pandolfi's restaurant on this property. There were no audience comments and the hearing was closed. Further discussion: objection to readerboard signage; a desire that the property owner apply for a full signage program; "there should be some kind of equitable signage in fairness to all tenants"; a desire not to penalize the present applicant; suggestion that the copy be restricted to the company name as shown on its letterhead. Taylor moved for approval of this sign exception application with the following conditions: (1) that the existing 60 SF wall sign on the building be removed; and (2) that the copy permitted on the 52 SF panel be limited to fixed copy reading "Frog Pond Hot Tub & Sauna Club". Second C. Graham; motion approved on a 5-2 roll call vote, Cers Mink and Sine dissenting. Appeal procedures were advised. 2. AMENDMENT OF NOVEMBER 24, 1980 SPECIAL PERMIT TO ALLOW EXCURSIONS IN LEARNING TO OPERATE AN INFANT/TODDLER PROGRAM AT ROOSEVELT SCHOOL, 1151 VANCOUVER AVENUE, BY KRISTEN SANTIN CP Yost reviewed this request to amend the special permit granted in November, 1980 and allow operation of an infant/toddler program rather than a training program for handi- capped children. Reference staff report dated 3/4/81; February 11, 1981 letter from Kristen M. Santin, Director, Excursions in Learning; staff report with attachments and Planning Commission minutes for the November 24, 1980 meeting.. CP discussed the conditions of the November, 1980 permit; details of the requested amendment; and staff comments. Staff had no objection to approval with amendment of Condition #2 as listed in the staff report. Kristen Santin, the applicant discussed the proposed program with Commission and stated her belief there is a need in the community for this type of service. Also discussed: State requirements; proposed hours; and transportation of the students. It was noted some applications had been approved for Roosevelt School which were never implemented and that future applications were expected. Chm. Sine opened the public hearing. There were no comments and the public hearing was closed. During further discussion Ms. Santin confirmed that the school facilities met all State handicapped requirements. There was a consensus in favor of the program. C. Jacobs moved for approval of this amendment to the special permit granted November 24, 1980 with Condition #2 to read: that the hours and general character of the proposed Infant/Toddler program be consistent with the February 11, 1981 letter from Kristen M. Santin; and that this program be allowed to operate on a year long basis. Second C. Cistulli; motion approved on a 7-0 roll call vote. Appeal procedures were advised. APPLICATIONS FOR STUDY The following applications were set for public hearing March 23, 1981. 3. AMENDMENT OF SPECIAL PERMIT CONDITIONS; PROPERTY AT 1007-1015 ROLLINS ROAD AND 1008 CAROLAN AVENUE; REQUEST BY MICHAEL R. HARVEY Requests: current number of employees at each location, full time and part time, per shift; plan showing existing conditions at each site. 4. CONDOMINIUM PERMIT TO CONSTRUCT A 6 UNIT PROJECT AT 25 HIGHLAND AVENUE 5. TENTATIVE SUBDIVISION MAP FOR THE ABOVE 6. SPECIAL PERMIT TO OPERATE AN AUTOMOTIVE REPAIR SHOP FOR IMPORTED CARS AT 60 STAR WAY Requests: reports from the Chief Building Inspector and Chief Fire Inspector; staff report on parking. SPECIAL PERMIT TO OPERATE ASNACK BAR IN THE M-1 DISTRICT AT 851 BURLWAY ROAD Request= staff to inquire of this building's management if there have been any complaints about existing parking. 8. ANTHONY SCHOOLS; 1101 JUANITA AVENUE: USE DETERMINATION Requests: report from the Traffic Engineer on ingress/egress; report on parking for the school. 9. SPECIAL PERMIT TO OPERATE A CAR RENTAL AGENCY IN THE M-1 DISTRICT AT 1299 BAYSHORE HIGHWAY Request: a statement from the applicant regarding his intended use of the portion of the site marked "wash area" on the plans. 10. SPECIAL PERMIT TO OPERATE A CAR RENTAL AGENCY IN THE C-4 'DISTRICT AT 1640 BAYSHORE HIGHWAY 11. AMENDMENT OF SEPTEMBER 22, 1980 CONDOMINIUM PERMIT CONDITION FOR THE ARC WAY CONDOMINIUMS, 1500 WILLOW AVENUE Set for hearing March 23, 1981 if revised plans are received by staff in time to allow thorough review. 12. TENTATIVE SUBDIVISION MAP FOR THE ABOVE OTHER BUSINESS 13. AMENDMENT OF CURRENT REGULATIONS, BURLINGAME AVENUE OFF-STREET PARKING DISTRICT CP noted Commission's previous discussion regarding amendments to the zoning regulations in the Burlingame Avenue area. A draft memorandum to Council from the Commission was discussed, and it was confirmed that a six months moratorium on new construction in the Off -Street Parking District be recommended to Council. The status of recently approved projects should the Council adopt a moratorium was discussed. CA Coleman advised policy has been to allow the issuance of a building permit if the project has already been approved in principle by the City. A formal memorandum to City Council was then presented for Commission's signature. PARKING - MARCO POLO WAY C. Cistulli discussed a parking problem on Marco Polo Way; he requested a traffic check and report at the next meeting. CITY PLANNER REPORT 14. ORDINANCE NO. 1198 - ORDINANCE ESTABLISHING RENTAL HOUSIN13 REPLACEMENT STANDARDS AND TENANT PROTECTION MEASURES ON CONDOMINIUM CONVERSIONS CP Yost reported on City Council action at its March 2, 1981 meeting. DAYS IN OF AMERICA, 777 AIRPORT BOULEVARD Page 4 March 9, 1981 Reference February 27, 1981 Bay Conservation and Development Commission Staff Report and Staff Recommendation on the Days Inn motel project, distributed to Commission in its packet. CP Yost reported on the March 5, 1981 BCDC .hearing and BCDC staff recommenda- tion that no further projects be approved in the Anza area until a master plan for maximum feasible public access is prepared and approved. CP also reported on a proposed 44 unit apartment project, 73' high, at the corner of E1 Camino and Trousdale; staff has advised the property owner that an EIR may be required. dn.ini IRNMFNT The meeting adjourned at 9:12 P.M.
