ROLL CALL Present: Commissioners Cistulli, Garcia, Graham, Harvey, Jacobs, Leahy, Mink Absent: None Staff Present: City Planner John R. Yost; City Attorney Jerome F. Coleman; City Engineer Frank C. Erbacher MINUTES - The minutes of the April 27, 1981 meeting were unanimously approved and adopted. AGENDA - Order of the agenda unanimously approved. MEETING ITEMS FOR ACTION 1. CONDOMINIUM PERMIT TO CONSTRUCT A 2 UNIT TOWNHOUSE AT 1015 CHULA VISTA AVENUE, BY BARRY G. SMITH, AIA WITH RONALD J. VERNALI OF JANUS BUILDERS At the request of the applicant, this item was continued to the meeting of May 27, 1981. Reference Barry G. Smith's letter of 5/11/81. Staff was requested to check the height of the bathrooms with the Building Department. 2. TENTATIVE PARCEL MAP FOR 2 CONDOMINIUM UNITS AT 1015 CHULA VISTA AVENUE Continued to the meeting of May 27, 1981. MEETING ITEMS FOR STUDY The following items were set for public hearing May 27, 1981. 3. SPECIAL PERMIT TO ALLOW THE CARDEN PRIVATE SCHOOL TO OPERATE A CO-EDUCATIONAL DAY SCHOOL AT ROOSEVELT SCHOOL, 1151 VANCOUVER AVENUE Staff to investigate if this is a year long program. 4. SPECIAL PERMIT TO ALLOW THE PENINSULA EARLY LEARNING CENTER TO OPERATE A PRESCHOOL AND KINDERGARTEN PROGRAM AT ROOSEVELT SCHOOL, 1151 VANCOUVER AVENUE There was some question as to whether items 3 and 4 presented a complete profile of all programs at Roosevelt School. Reference background information sent with Commission's packet, particularly April 5, 1981 letter from Dr. James E. Black, Superintendent, Burlingame School District and data relating to PRIDE, a County program at the school. Commission requests: a report on available parking; a table indicating arrivals, departures and cumulative parking for all uses at the site; clarification of the PRIDE program. Items 3 and 4 were set for hearing May 27, 1981 if a specific and complete outline of all uses at the school is received. Burlingame Planning Commission Minutes Page 2 May 11, 1981 5. TENTATIVE PARCEL MAP TO COMBINE LOT 28 AND A 45' PORTION OF LOT 27, BLOCK 17, BURLINGAME GROVE; PROPERTY AT 1221-1225 CAPUCHINO AVENUE 6. CONDOMINIUM PERMIT TO CONSTRUCT CAMINO GARDENS, A 9 UNIT PROJECT AT 1225 CAPUCHINO AVENUE, BY ROBERT E. ONORATO FOR RICHARD BALTZER, EL CAMINO PROPERTIES LTD. 7. TENTATIVE SUBDIVISION MAP -FOR THE ABOVE 8. CONDOMINIUM PERMIT TO CONSTRUCT BIARRITZ CONDOMINIUMS, A 3 UNIT PROJECT AT 1299 EL CAMINO REAL, BY GEORGE RESCALVO FOR R/G ENVIRONMENTAL DEVELOPMENT Fire Department requirements for exiting from the third floor were discussed. It is expected new plans will be prepared to replace Alternatives I. and 2 distributed for this meeting. The parking problem has been resolved with a three unit project for this site. 9. TENTATIVE SUBDIVISION MAP'FOR THE ABOVE OTHER BUSINESS 10. AMENDMENT OF CURRENT REGULATIONS, BURLINGAME AVENUE OFF-STREET PARKING DISTRICT Reference revised land use data sheets of the Downtown Shopping Area. CP Yost advised staff would rewrite the preliminary assumptions discussed at the last meeting; these assumptions together with responses from nearby cities will be presented at a subsequent meeting. Discussion: what is the most desirable character for the downtown area?; specific land uses for specific downtown zones, i.e., retail sales, services, offices, auto sales and services; concern about parking problems; possible new parking regulations and/or structures; what regulations might apply if an older nonconforming building in the area were demolished; best use for the peripheral streets; preserving the small businesses in the area; need for guidelines for the immediate future and 20 years hence. Requests: an estimate of the reasonable capacity of the downtown streets and of lots in the area with redevelopment potential; information on future plans for the possible Southern Pacific commuter facility on California Drive near Oak Grove. Staff will prepare further information for discussion at the next meeting. 11. REVIEW OF APRIL 23, 1979 SPECIAL PERMIT: COKESBURY (A DIVISION OF UNITED METHODIST PUBLISHING HOUSE), 1635 ADRIAN ROAD Reference staff report dated 5/5/81; April -23, 1979 Planning Commission minutes; and March 26, 1979 letter from Ernest G. Chandler, Jr., Southwestern and Western Regions. CP discussed the application filed in 1979 and the conditions of approval. A staff site A nspection has confirmed Cokesbury is in compliance with the terms and limitations of the 1979 permit; no further action is necessary at this time. Commission concurred. 12. REVIEW OF MAY 12, 1980 SPECIAL PERMIT: DANIEL E. CARBERRY DBA TIDY CAR ASSOCIATES, 1244 ROLLINS ROAD Reference staff report dated 5/5/81; minutes of the May 12, 1980 Planning Commission public hearing; letter received April 9, 1980 from Daniel E. Carberry; and Tidy Car "Guarantee" sheet. CP discussed a previous permit granted at this site, the application filed in 1980, conditions of approval and a recent site inspection. Staff advised the present use is within the terms and limitations of the 1980 permit and no further action appeared necessary. Commission concurred. REVIEW OF 1980 SPECIAL PERMITS FOR USE OF HOOVER SCHOOL, 2220 SUMMIT DRIVE BY: CHINESE BIBLE EVANGEL, INC., HOOVER CHILDREN'S CENTER AND DANCE MOVEMENT Reference staff report for these items with attachments: Planning Commission and City Council minutes for the 1980 public hearings; Project Application & CEQA Assessments; letters and descriptions of activities filed with each application; site drawing and parking layout, Hoover School. CP noted none of the uses at: this school have reached the limits established by the Commission, all but two minor conditions have been complied with, and no complaints have been received from the neighbors. He recommended that final review of all three permits be continued for a further six months. There was some discussion regarding the Hutnick easement and parking in that area by School District personnel as well as signage on Summit Drive. In view of some areas of noncompliance with.the terms of the 1980 permits, C. Mink moved that review of these three permits be continued for six months, staff to recommend any changes in the conditions at that time. Second C. Cistulli; motion approved unanimously on voice vote. CITY PLANNER REPORT CP Yost reported on May 4., 1981 Council hearings: - Adoption of Specific Area Plan - Burlingame Bayfront (Council Resolution No. 31-81). - Appeal of Commission's denial of a parking variance for the property at 1640 Carmelita Avenue was sustained. - Adoption of Ordinance.No. 1206 - Establishing Condominium Conversion Application Procedures and Requirements.
