CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Jacobs on Monday, June 8, 1981 at 7:34 P.M.
ROLL CALL
Present: Commissioners Cistulli, Garcia, Graham, Harvey, Leahy, Mink, Jacobs
Absent: None
Staff Present: City Planner John R. Yost; City Attorney Jerome F. Coleman;
City Engineer Frank C. Erbacher
MINUTES - The minutes of the May 27, 1981 meeting were approved and adopted.
AGENDA - Order of the agenda approved.
MEETING ITEMS FOR ACTION
1. VARIANCE TO ALLOW THE ADDITION OF A THIRD BEDROOM TO THE EXISTING HOUSE AT
401 CONCORD WAY
CP Yost reviewed this application to add a third bedroom with dressing area and bath
to the existing 1500 SF home. Reference staff report dated 6/2/81; Project Application
& CEQA Assessment accepted by staff 5/26/81; aerial photograph; letter from the
applicants dated May 22, 1981; photographs of the site; 5/28/81 memo from the Chief
Fire Inspector; and plans date stamped May 22, 1981. CP discussed code requirements,
the existing site, plans for the addition and possible alternatives. Staff recommended
approval.
Mr. and Mrs. Hoglievina were present and confirmed their written statements of May 22
addressing the four legal requirements for variance approval. One Commissioner advised
that a site inspection had confirmed the addition would not intrude on the neighbors'
privacy. Chm. Jacobs opened the public hearing. There were no audience comments and
the hearing was closed. Secy. Harvey noted for the record letters from the following
neighbors in support of this application: Thore F. and Hertha P. Bengtson, 315 Concord
Way; Kenneth C. and Priscilla S. Burchill, 317 Lexington Way; Herman and Marie Wagner,
321 Concord Way; Colleen Borg, 241 Stanley Road; and Christine and Allan Stanbridge,
311 Lexington Way. There were no letters in opposition.
Based on the May 22, 1981 statement submitted by the applicants and attested to this
evening, C. Mink found the four requirements for variance approval had been met. He
then moved for approval of this application. Second C. Cistulli; motion approved
unanimously on roll call vote. Appeal procedures were advised.
3. CONDOMINIUM PERMIT TO CONSTRUCT CAMINO GARDENS, A 9 UNIT PROJECT AT 1225 CAPUCHINO
AVENUE, BY ROBERT E. ONORATO FOR RICHARD BALTZER, EL CAMINO PROPERTIES, LTD.
CP Yost reviewed this application to construct a three story project with nine 2 -bedroom,
2 -bath units. Reference staff report dated 6/5/81; Project Application & CEQA Assessment
accepted by staff 4/30/81; aerial photograph; June 4, 1981 memo from the City Engineer;

April 29, 1981 memo from the Chief Building Inspector; 4/21/81 memo from the Chief
Fire Inspector; 4/16/81 memo from the Park Director; and project plans date stamped
June 5, 1981. CP discussed the architectural plans, compliance with zoning ordinance
requirements, consistency with the condominium guidelines and staff comments. Staff
recommended approval with three conditions as listed in the staff report.
Robert E. Odorato was present representing the property owner and applicant, Richard
Baltzer. Chm. Jacobs opened the public hearing. Secy. Harvey noted letter in support
from Richard N. Hansen, owner of property at 1236-38 Capuchino Avenue. There were no
comments or letters in opposition and the public hearing was closed. CP Yost discussed
this unusually wide lot and confirmed the project plans meet the open space standards
of the condominium guidelines.
Inasmuch as the plans had been reviewed by staff and were found to comply with all
the regulations for condominiums of the City of Burlingame, C. Harvey moved for approval
of this application with the following conditions: (1) that the final working drawings
for this condominium project be consistent with the plans filed with this application;
(2) that the conditions recommended by the June 4, 1981 memo from the City Engineer,
the April 29, 1981 memo from the Chief Building Inspector and the April 21, 1981 memo
from the Chief Fire Inspector be met to the satisfaction of each department; and (3)
that the final landscaping and irrigation plans be approved by the Park Department
prior to the issuance of a building permit. Second C. Graham; motion approved
unanimously on roll call vote. Appeal procedures were advised.
2. TENTATIVE PARCEL MAP TO COMBINE LOT 28 AND A 45' PORTION OF LOT 27, BLOCK 17,
BURLINGAME GROVE; PROPERTY AT 1221-1225 CAPUCHINO AVENUE
4. TENTATIVE SUBDIVISION MAP FOR'9 CONDOMINIUM UNITS AT 1225 CAPUCHINO AVENUE
Reference CE Erbacher's memo of June 4, 1981. CE recommended approval of these maps
subject to two conditions as listed in his memo. Chm. Jacobs opened the public hearing.
There were no comments and the hearing was closed.
C. Mink moved for approval and recommendation to City Council of these two tentative
maps with the following conditions: (1) that the lot combination map grant the City
of Burlingame a five foot public utility easement along the rear of the property; and
(2) that the 1'-8" encroachment of the condominium parking is approved as a part of the
granting of the easement. Second C. Cistulli; motion approved 7-0 on roll call vote.
5. FINAL SUBDIVISION MAP FOR BELLEVUE PLACE, A 7 UNIT CONDOMINIUM PROJECT AT
1244 BELLEVUE AVENUE
CE Erbacher advised this final map was not technically complete. Reference CE's memo
dated June 4, 1981. Item dropped from the agenda.
APPLICATIONS FOR STUDY
6. SPECIAL PERMIT TO APPROVE A 16'-6" HIGH GARAGE, RECENTLY CONSTRUCTED WITHOUT
AUTHORIZED PLANS, AT 2409 HILLSIDE DRIVE
A chronology of this matter will be provided for the public hearing. Set for hearing
June 22, 1981.

7. VARIANCE TO ADD AN 1,100 SF THIRD FLOOR TO THE EXISTING FIVE UNIT APARTMENT
BUILDING AT 836 EL CAMINO REAL
New drawings will be provided for the public hearing incorporating a second legal exit
from the third floor. Request: a search of Building Department files to determine
why the setback on Edgehill Drive does not meet code. Set for hearing June 22, 1981.
8. CONDOMINIUM PERMIT TO CONSTRUCT BURLINGAME HEIGHTS, A 10 UNIT PROJECT AT
1104 BAYSWATER AVENUE
Requested plan changes have not yet been made. Item dropped from the agenda.
9. TENTATIVE PARCEL MAP FOR THE ABOVE
Item dropped from the agenda.
10. CONDOMINIUM CONVERSION PERMIT FOR THE EXISTING 25,330 SF OFFICE/WAREHOUSE AT
1745 ADRIAN ROAD
This is the first industrial condominium conversion application received by the City.
The building will be upgraded to meet current codes and condominium standards. There
was a question on the location of the sewer line. CE advised that its maintenance would
be provided for in the CC&Rs. Set for hearing June 22, 1981.
11. TENTATIVE SUBDIVISION MAP FOR THE ABOVE
Set for hearing June 22, 1981.
12. SPECIAL PERMIT TO OPERATE A CAR RENTAL AGENCY AT 1300 BAYSHORE HIGHWAY
This business is now in operation; they were advised well before they signed a lease
that a permit would be required. Set for hearing June 22, 1981.
OTHER BUSINESS
13. AMENDMENT OF CURRENT REGULATIONS, BURLINGAME AVENUE OFF-STREET PARKING DISTRICT
Reference Attitude Survey and Zone Boundaries map which indicate decisions reached at
the special Planning Commission study meeting held Tuesday, June 2, 1981. A joint
meeting with City Council has been scheduled for Wednesday, June 10.
Some minor changes were suggested and future action discussed. Staff was requested
to gather data from other cities regarding parking as it relates to mixed residential/
commercial use.
14. AMENDMENT OF 1979 SPECIAL PERMIT CONDITIONS FOR ON-SITE EMPLOYEE PARKING, MIKE
HARVEY OLDSMOBILE: REPORT OF THE JOINT SUBCOMMITTEE, TRAFFIC, SAFETY & PARKING
COMMISSION/PLANNING COMMISSION
Reference memo to City Council dated 6/4/81 from Rich Foley, Chairman, TS&P Commission.
The joint subcommittee recommended four alternatives to meet the demands for parking
in the area and the issue of required on-site parking for Mike Harvey Oldsmobile
employees. All four alternatives require a total of 25 spaces.
C. Graham moved to accept the recommendation of the joint subcommittee. Second C. Mink;
motion approved unanimously on voice vote.

District Attorney and James E. Black, School District Superintendent; subject - Use of
surplus school property by County Education Department programs.
CITY PLANNER REPORT
CP advised that a "public forum" may be scheduled for the June 22 meeting to receive
public input prior to preparation of th•e Draft EIR for the proposed Marriott hotel
project. If the project drawings are completed in time, local newspapers and all
interested agencies will be notified; if the drawings are delayed, the public hearing
will be rescheduled for a meeting in July.
