ROLL CALL Present: Commissioners Cistulli, Garcia, Graham, Harvey, Jacobs, Leahy, Mink Absent: None Staff Present: City Planner Margaret Monroe; City Attorney Jerome F. Coleman; City Engineer Frank C. Erbacher MINUTES The minutes of the September 28, 1981 meeting were unanimously approved and adopted. AGENDA - Order of the agenda unanimously approved. ITEM FOR ACTION 1. SIGN EXCEPTION TO ERECT SIGNS AT 777 AIRPORT BOULEVARD, ZONED C-4, BY QRS CORPORATION FOR C. B. DAY REALTY OF CALIFORNIA Reference October 7, 1981 letter from George Britt of QRS Corporation requesting this application be extended to the October 26, 1981 meeting. The Chair so directed. STUDY ITEMS 2. CONDOMINIUM PERMIT TO CONSTRUCT A 4 UNIT PROJECT AT 620.PiENINSULA AVENUE Set for hearing October 26, 1981. Revised plans to be forwarded to Commission this week. 3. VARIANCE TO ALLOW STAIRS AT THE FIRST FLOOR LEVEL TO EXTEND 2'-6" INTO THE REQUIRED 5'-0" SIDE YARD AREA AT 620 PENINSULA AVENUE Set for hearing October 26, 1981. 4. TENTATIVE CONDOMINIUM MAP FOR A 4 UNIT PROJECT AT 620 PENINSULA AVENUE Set for hearing October 26, 1981. 5. CONDOMINIUM PERMIT TO CONSTRUCT A 4 UNIT CONDOMINIUM PROJECT AT 1219 PALOMA AVENUE A 5' overhang in the garage plans which does not meet present parking standards was discussed. Requests: staff comments on ventilation in the garage and an opinion regarding the code compliance of garage plans. Set for hearing October 26, 1981. 6. CONSIDERATION OF POSSIBLE CODE CHANGES TO REGULATE SECOND STORY ADDITIONS TO SINGLE FAMILY RESIDENCES CP Monroe reviewed her staff report with proposed zoning ordinance revisions, namely additions to the sections on Definitions and Height Limitations in the R-1 District to provide a daylight plane review line. Discussion: this regulation would apply to new houses as well as additions to existing homes; it would not apply to accessory structures; it is not a prohibition, just a review line for a subjective decision by the Commission. A desire was expressed to amend the General Plan concurrently, providing guidelines for the proposed ordinance revision. Staff was requested to review the open space and other policies of the General Plan and, if needed, draft an amendment to provide guidelines for these zoning code revisions. 8. CLARIFICATION OF GUEST PARKING REQUIREMENTS FOR CONDOMINIUM PROJECTS CP Monroe reviewed her staff report covering guest parking requirements which included a brief survey of other communities' off-street parking and guest parking regulations. Burlingame's parking requirements appear to be on the high side as compared to other cities and staff suggested indicating by policy or in the zoning ordinance how the required parking would be allocated between guest parking and parking assigned to residents. Commission comments and direction were requested. Discussion: San Mateo's regulations versus Burlingame's; granting credits if project is near a bus line or if curbside parking is available; allowance for compact car spaces; curved driveways in front for service/emergency vehicles (this does not affect setbacks, only the design of the front of the building); the problems encountered by projects on E1 Camino Real where there is no curbside parking; percentage or number of guest parking spaces that might be required; placement of security gates. Commission consensus: the Planning Commission was concerned about the availability of on-site parking particularly in areas where alternate off-site parking is not available, e.g., on El Camino or where curbside parking has time limits assigned. On-site parking requirements seem adequate, if not a bit high. Therefore, the issue is allocation of some of the required spaces in condominiums to permanent "guest" status, i.e., they cannot be assigned to specific units. Commissioners indicated that a fixed figure was not as desirable as the ability to exercise some discretion. The guiding premise should be that a project be self-supporting in terms of parking. Thus, in areas where curbside parking was not available, more on-site guest parking would have to be assigned. Regarding secured parking, the real issue is accessibility. It is not desirable to have guests queuing up in the street or blocking traffic in order to gain access or make deliveries. One alternative is a curved driveway designated for loading only, or guest spaces to accommodate these needs should be outside secured parking areas. In summation, the Commission expressed their intention regarding parking: each building should be self-supporting; curbside parking may be considered in determining self-sufficiency if the building, given its location and other factors particular to the project, can be determined to be self-supporting. It was suggested staff use this expression of intention as a guideline in reviewing proposed projects. 9. CLARIFICATION REGARDING THE USE OF NEON SIGNS Reference staff report dated 10/7/81. CP Monroe noted the Sign Code does not address the use of open, visible neon tubing signs, and requested clarification of the City's intention with regard to such signs when the ordinance was adopted. Burlingame Planning Commission Minutes Page 3 October 14, 1981 ;During discussion it was suggested that Comission's intent when drafting the Sign Code was to provide a tasteful sign which did not cover too much space and which conveyed the message, but there was no intention to prohibit open neon tubing. Staff will draft a clarification of the Sign Code. 10. CP Monroe reported briefly on City Council's study session during which the proposed Burlingame Avenue Commercial Area regulations were discussed. ACKNOWLEDGEMENT October 5, 1981 memo from Helen Towber, Zoning Aide advising Executive Rent-A-Car had vacated its offices at 1300 Bayshore Highway as required by the City.
