ROLL CALL Present: Commissioners Cistulli, Francard, Harvey, Jacobs, Mink, Sine, Taylor Absent: None Staff Present: City Planner John R. Yost; City Attorney Jerome F. Coleman MINUTES The minutes of the January 28, 1980 meeting were approved with the following correction: on page 2, paragraph 3, change the first sentence to read, "C. Taylor commented that he could not, at this time, support a major change in the policy relating to use in this area". AGENDA - Order of the agenda approved. APPLICATION FOR ACTION 1. TENTATIVE PARCEL MAP TO COMBINE LOTS 17, 18 AND 19, BLOCK 5, EASTON ADDITION NO. 1, PROPERTY AT 1106-1110 EL CAMINO REAL, IN THE R-3 DISTRICT, FOR GIULIANO GIUNTOLI CP Yost reviewed the item, noting the parcel map was a condition of approval for the variances previously granted for this apartment project. Ref. February 8, 1980 memo from the Asst. City Engineer recommending approval. C. Taylor moved to approve the parcel map; second C. Mink and all aye voice vote. APPLICATIONS FOR STUDY 2. CONDOMINIUM PERMIT FOR LORTON PLACE, A SIX UNIT TOWNHOUSE AT 16 LORTON AVENUE, ZONED R-4, BY D. L. WALKER ARCHITECTURAL SERVICES FOR THOMAS J. GLYNN, OWNER Information requested for the public hearing: details of the proposed grade of the concrete slab separating basement parking from the two story townhouses; reports from the Fire and Building Departments. Set for hearing February 25, 1980. 3. TENTATIVE SUBDIVISION MAP FOR ABOVE PROJECT Set for hearing February 25, 1980. 4. SPECIAL PERMIT TO OPERATE A SNACK BAR IN THE M-1 DISTRICT AT 851 BURLWAY ROAD, BY JOHN DOUVEAS OF LA PETITE CAFE Information requested for the public hearing: map showing existing coffee shops in the M-1 District. SPECIAL PERMIT TO OPERATE A COURIER SERVICE IN THE M-1 DISTRICT AT 865 HINCKLEY ROAD, BY DHL COURIER SERVICES Staff advised the application was incomplete and suggested this item be brought back for study February 25, with public hearing the first meeting in March, 1980. Discussion followed regarding DHL's building permit application for installation of a gasoline storage tank. Staff will contact the applicant to obtain additional information. OTHER BUSINESS 6. 3' MAXIMUM HEIGHT FOR ALL FENCES CONSTRUCTED ON EL CAMINO REAL CP Yost discussed the staff report dated 2/7/80 with attached map showing present code requirements; he noted that this report was prepared in response to Commission's concerns regarding hazardous fences on E1 Camino. Staff recommended Alternative 1 which would limit all fences along E1 Camino Real.to 3', whether located in the front or side setback. Discussion included: the definition of a fence and/or hedge; the matter of abatement of illegal fences and hedges; corner lots; the code provision which would allow application to the Planning Commission for a fence exception; a feeling that another hazard on E1 Camino was the parking of automobiles in the front landscaped area. There was Commission consensus that the present code requirements create a hazard and staff was directed to draft a code amendment in accordance with Alternative 1 for Commission review. CITY PLANNER REPORT 7. CAR SALES AT 1815 BAYSHORE HIGHWAY Ref. staff letter of January 28, 1980 to Dollar Rent-A-Car. CP Yost reported Dollar is disposing of some of their fleet vehicles at the above location. Staff had contacted them and a special permit application to allow used car sales was expected within the next week; if received in time, the application could be studied at the February 25, 1980 meeting, with a public hearing March 10. 8. CP Yost reported City Council actions at its February 4, 1980 meeting: Fence Exception, 1049 E1 Camino Real - Council sustained Commission denial. Tentative Parcel Map, 117/119 & 125 Clarendon Road - Council denied the map application. 9. BREAKFAST MEETING/FIELD TRIP TO REVIEW PROJECTS AND DISCUSS 1980 PRIORITIES CP Yost distributed a list of projects approved by Commission over the last few years and noted several matters that might be included in the priorities list.
