CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Sine on Wednesday, May 28, 1980 at 7:34 P.M.
ROLL CALL
Present: Commissioners Francard, Harvey, Jacobs, Mink, Sine, Taylor
Absent: Commissioner Cistulli (excused)

MINUTES - C. Jacobs moved for approval of the minutes. Minutes of the May 12, 1980
meeting were approved and adopted.
AGENDA - C. Jacobs moved for approval of the order of the agenda.
APPLICATIONS FOR ACTION
1. SPECIAL PERMIT TO CONDUCT AEROBIC EXERCISE CLASSES AT BURLINGAME INTERMEDIATE
SCHOOL, FRANKLIN SCHOOL AND ROOSEVELT SCHOOL, IN THE R-1 DISTRICT, BY LAURA J.
GILMAN OF DANCE ERGETICS
CP Yost reviewed this application to conduct exercise classes in the gymnasiums and
multi-purpose rooms of several Burlingame Elementary School District properties.
Reference staff report dated 5/22/80; Project Application & CEQA Assessment accepted
by staff 5/19/80; April 24, April 25 and May 15, 1980 letters from Laura J. Gilman;
April 1980 explanation of the Dance Ergetics program; site drawings and aerial photos
of the three schools; May 19, 1980 letter in support of the application from Glenn A.
Stewart, Director, Business Services for the Burlingame School District; May 20, 1980
memo from the Director of Public Works; May 9, 1980 memo from the Chief Fire Inspector;
letters in support of the Dance Ergetics program from the Senior Recreation Supervisor,
City of Walnut Creek, Recreation Director, City of Pleasanton and Executive Director,
Salt Lake City Jewish Community Center. CP noted concerns about operating hours and
coordination with school programs. If these concerns could be resolved, staff had
no objection to approval at Burlingame Intermediate and Franklin Schools with six
conditions as listed in the staff report. There were additional staff concerns about
traffic capacity and available parking at Roosevelt School; several amended conditions
were recommended for discussion.
Commission discussion included: the recommended number of persons per class at
Roosevelt School; possible review of the program by the City Recreation Director;
the hours of the classes; the fact that the School District had not yet held a meeting
to get neighborhood input on Roosevelt School. Laura Gilman, the applicant, was
present. She discussed the proposed program which is designed to serve specific
neighborhoods in a community, and confirmed it is a profit making corporation. Chm.
Sine opened the public hearing. Mary Fleming, 2015 Broadway spoke in favor. There
were no further comments and the hearing was closed. Ms. Gilman agreed to a limitation
of 20 persons per class for Roosevelt School. There was Commission consensus that
each school should be considered in a separate motion.

C. Jacobs moved for approval of a special permit for Burlingame Intermediate School
with the six conditions as listed in the staff report. Second C. Harvey. In a
question on the motion C. Mink discussed the regulations of the education code with
regard to the use of school buildings and suggested Condition #5 be deleted. C. Jacobs
amended her motion, the special permit to be approved with the following conditions:
(1) that the permit be approved to Dance Ergetics and be nontransferable; (2) that
the exercise programs be consistent with the April 24, April 25, and May 15, 1980
letters from Laura Gilman filed with this application; (3) that enrollment in each
class be limited to 50 persons; (4) that the exercise classes be held at times when
public school or recreation programs are not scheduled, and on-site parking is
available; and (5) that the permit be subject to review and possible amendment or
cancellation in six months. C. Harvey amended his second; motion approved 5-1 on
roll call vote, C. Sine dissenting, C. Cistulli absent. Appeal procedures were
advised.
C. Jacobs then moved for approval of a special permit for Franklin School with the
following conditions: (1) that the permit be approved to Dance Ergetics and be non-
transferable; (2) that the exercise programs be consistent with the April 24, April 25,
and May 15, 1980 letters from Laura Gilman filed with this application; (3) that
enrollment in each class be limited to 50 persons; (4)that the exercise classes be
held at times when public school or recreation programs are not scheduled, and on-site
parking is available; and (5) that the permit be subject to review and possible
amendment or cancellation in six months. Second C. Harvey and approved 5-1 on roll
call vote, C. Sine dissenting, C. Cistulli absent. Appeal procedures were advised.
C. Jacobs moved to table the application for Roosevelt School, noting a neighborhood
meeting regarding this school will be held in the near future. Second C. Mink and
approved 6-0 on voice vote.
2. SPECIAL PERMIT TO OPERATE A PUBLIC STORAGE WAREHOUSE IN THE M-1 DISTRICT AT
1761 ADRIAN ROAD, BY DAN L. BROWN OF PUBLIC STORAGE PROPERTIES VI, LTD.
CP Yost reviewed this application to develop 917 self -storage lockers on the property
at 1761 Adrian Road. Reference staff report dated 5/23/80; Project Application & CEQA
Assessment accepted by staff 5/6/80; April 15, 1980 letter from Dan L. Brown; Trip
Generation Study Traffic Count of a similar facility in Castro Valley received
April 16, 1980; May 20, 1980 memo from the Director of Public Works; May 9, 1980 memo
from the Chief Fire Inspector; May 8, 1980 memo from the Chief Building Inspector;
site plans received May 6, 1980; and plan of the Storage Unit Layout received May 21,
1980. Staff believed the proposal would provide a needed service, would generate less
traffic than a typical light industrial use and noted no problems had been observed
with other such businesses in Burlingame. Approval was recommended with four conditions
as listed in the staff report.
Concerns: that an adequate storm drainage system be provided; that the expense of
providing a fire hydrant at the rear of the lot be met by the applicant. Dan L. Brown,
the applicant, was present. He advised his company was aware of the storm drainage
problem, and stated his belief the proposed site is a good location for Plublic
Storage Properties which will fill a need in Burlingame. He also explained the
design of the storage buildings.
Chm. Sine opened the public hearing. There were no comments and the hearing was closed.
CP Yost explained the plans, landscaping and access to the site. There were no
objections to the proposed use at this location.

C. Jacobs moved for approval of this special permit with the following conditions:
(1) that the permit be approved to Public Storage Properties VI, Ltd. and be non-
transferable; (2) that all construction be consistent with the drawings filed with
this application; (3) that the conditions recommended by the Chief Fire Inspector
and Chief Building Inspector be observed; (4) that a landscape and irrigation plan
be approved by the Park Director prior to the issuance of a building permit; (5) that
an adequate storm drainage system be provided; and (6) that the expense of installing
the fire hydrant be met by the applicant. Second C. Harvey and approved 6-0 on roll
call vote, C. Cistulli absent. Appeal procedures were advised.
3. VARIANCE TO CONSTRUCT TWO PUBLIC STORAGE BUILDINGS ADJACENT TO THE EASTERLY
SIDE PROPERTY LINE AT 1761 ADRIAN ROAD, IN THE M-1 DISTRICT, BY DAN L. BROWN
OF PUBLIC STORAGE PROPERTIES VI, LTD.
CP Yost reviewed this application, noting the history and configuration of the property,
present code requirements for sideyards and the request by the applicant to construct
two of the proposed special purpose storage buildings to the side property line.
Staff believed this request was reasonable and recommended approval with two conditions
as listed in the staff report. Reference staff report dated 5/23/80; May 21, 1980
letter from Dan L. Brown; aerial photograph of the site; parcel map approved in
January, 1979; Site Development Layout for Parcel #1; Ordinance No. 1164 establishing
a minimum ten foot sideyard in some M-1 District subdivisions; site plans received
May 6, 1980; and plan of the Storage Unit Layout received May 21, 1980.
Dan L. Brown, the applicant, was present and addressed the four requirements for
variance approval. Chm. Sine opened the public hearing. There were no comments and
the hearing was closed. In view of the applicant's May 21, 1980 letter and testimony
this evening, C. Taylor found that the four requirements of the code had been met;
that denial of the application would create a hardship in connection with the use of
this property; that there were special circumstances relating to the use of the
property because of the location of the adjoining warehouse; that the General Plan
would not be adversely affected, but enhanced by the creation of new landscaping
adjacent to Adrian Road; and that the testimony furnished this evening demonstrated
that the project would not be injurious to its neighbors. During further discussion
it was determined that on-site parking was more than adequate, and that the spur
track in the rear would be removed.
C. Taylor then moved that his findings be adopted and this variance be approved
subject to the following conditions: (1) that all construction be consistent with
the drawings filed with this application; and (2) that a landscape and irrigation
plan be approved by the Park Director prior to the issuance of a building permit.
Second C. Francard and approved 6-0 on roll call vote, C. Cistulli absent. Appeal
procedures were advised.
OTHER BUSINESS
4. CONDOMINIUM SUBDIVISIONS: RECOMMENDED TENANT PROTECTION MEASURES (CONTINUED
FROM MAY 12, 1980)
CP Yost reviewed his staff report dated 5/19/80, noting several programs in other
communities and Commission consensus at its May 12 meeting on those measures which
would be appropriate in Burlingame. Commission review of the proposed wording of
the draft conditions was requested; a resolution recommending the ordinance to
City Council would be prepared for the June 9 meeting.

There was discussion concerning public hearings on these proposed regulations and
the usual procedure in Commission recommendations to Council. A sixth measure was
suggested to require the subdivider make tenants aware of the City's condominium
conversion requirements.
5. STANDARDS FOR PARKING SPACES IN CONFINED AREAS; DRIVEWAY SLOPE CRITERIA:
RECOMMENDED CODE AMENDMENT
Reference staff report dated 5/20/80 and draft ordinance Establishing Minimum
Dimensions for Parking Spaces, Aisles and Driveways. CP Yost requested Commission
consideration of the proposed ordinance.
Aisle widths were discussed with a minor change suggested. C. Jacobs moved for
approval and recommendation to City Council of this draft ordinance, with a change
under Item B.(4) from 30' to 28'. Second C. Mink and approved 5-1 on roll call vote,
C. Harvey dissenting, C. Cistulli absent.
6. TRAILER, VEHICLE, BOAT OR CAMPER STORAGE IN RESIDENTIAL DISTRICTS:
RECOMMENDED CODE AMENDMENT
CP Yost noted present code requirements, complaints received, previous Commission/
Council discussion of this problem and several new features in the proposed ordinance.
Reference staff report dated 5/21/80; draft ordinance Limiting Storage of Trailers,
Vehicles, Boats and Campers in Setbacks and Yards of Residential Zones; copies of
complaints received over the last few years; and City Attorney's June 12, 1979 memo
to City Council. Staff requested review of the draft ordinance for recommendation
to Council.
A concern was expressed about the storage of inoperable vehicles; staff advised this
is prohibited by code. C. Taylor moved for approval of this draft ordinance and
recommendation to City Council for adoption. Second C. Jacobs and all aye voice vote.

7. REGULATIONS FOR HOT TUBS, PORTABLE SPAS AND SIMILAR UNITS: RECOMMENDED
CODE AMENDMENT
Reference draft ordinance Establishing Standards for Swimming Pools, Hot Tubs and
Spas which was circulated to Commission with its packet. CP Yost discussed this
revised draft and requested consideration for recommendation to Council.
Discussion included: location on the property, fences, electrical and plumbing
permits. C. Mink suggested that Sec. 23.01.020 state: ". . . without first obtaining
a building permit and any appropriate electrical, plumbing, mechanical or other
permits . . ." C. Jacobs moved for approval and recommendation to City Council of
this draft ordinance with the change as suggested by C. Mink. Second C. Mink;
all aye voice vote.
8. PROPOSED DESIGNATION OF BANKS AND SAVINGS AND LOANS AS A CONDITIONAL USE IN
THE C-1 DISTRICT (CONTINUED FROM MAY 12, 1980)
CP Yost reviewed this item, noting Commission concerns and staff studies. Reference
staff report dated 5/21/80 with attached draft ordinance Establishing Banks, Savings
and Loans and Small Loan Companies as Conditional Uses in Commercial Zones.
Commission consideration for recommendation to Council was requested.

During discussion staff advised that other permitted uses in the C-1 District
would be studied in the next several months. C. Jacobs moved that the draft
ordinance be approved and recommended to City Council for adoption. Second C. Mink.
Motion approved on voice vote, C. Harvey abstaining (possible conflict of interest).
9. MAY 5, 1980 LETTER FROM DAVID H. KEYSTON REQUESTING AN AMENDMENT TO THE SIGN
CODE TO PERMIT OFF -PREMISE DIRECTIONAL SIGNS IN THE BAYFRONT AREAS: MAY 19, 1980
COUNCIL REQUEST FOR REVIEW AND RECOMMENDATION
Reference May 5, 1980 letter to the City Council from David H. Keyston, Trustee,
Anza Shareholders' Liquidating Trust. CP Yost noted previous actions with regard
to directional signs in the bayfront area and David Keyston's request that the matter
be re-examined.
George Keyston, Anza Shareholders' Liquidating Trust was present and discussed the
reasons for this request, noting the need for directing the public to the restaurants
and hotels in the area. Commission suggestions: that oversized street signs be
studied rather than individual business signs; that the possibility of a pull -off
space for motorists to stop and consult a smaller directory sign be studied; that
the traffic engineer be requested to look at these proposals.
CITY PLANNER REPOR
CP reported City Council adopted "Ordinance Limiting Fences and Hedges on E1 Camino
Real to Three Feet" at its May 19, 1980 meeting.
