Burlingame Planning Commission Minutes August 25, 1980
Chm. Sine opened the public hearing. Michael R. Harvey, the applicant, was present.
He adivsed the existing signs on his property were erected only on a temporary basis,
and that he was not aware the roof sign was illegal. He discussed the configuration
of his property, City Council requirements when approving his use permit for the
facility; his future plans for the business; the sales tax generated by a successful
business of this type; and his need for adequate signage, particularly freeway
exposure. He further advised he would be willing to eliminate all of the illegal
signs on Carolan Avenue.
The applicant, staff and Commission discussed: the existing illegal signs; code
requirements for freeway signs; existing signage on adjacent businesses in this area;
height, size, location and total square footage of this proposal. Some suggestions
were made for reduction, and comparisons made with signage of other auto dealers.
Concerns: the proposed "electric bul.b print-out message center" and its function
(staff advised code regulations for this type of sign); dealing with the present
application at this time, when additional signage may be requested in the near future.
There were no audience comments and the public hearing was closed. During further
discussion CP Yost read the code requirements for approval of a Sign Exception.
C. Harvey found approval would not constitute a grant of special privilege inconsistent
with the limitations of other properties in the vicinity; and that there were special
circumstances applicable to this property (the City Council condition that his service
facility include a sales showroom, which requires adequate advertising).
C. Harvey then moved that Sign Exceptions be granted to Mike Harvey Oldsmobile as
follows: at 1007-1015 Rollins Road - (1) Sign A (a pole sign) shall not exceed 35'
in height, with a maximum sign area of 254 SF for the main panel; (2) Sign C (a wall
sign) shall be approved as presented, with 16 SF; (3) Sign D (the message center with
two faces) shall not exceed 108 SF; (4) Signs A, C and D shall not exceed a combined
signage area of 400 SF; at 1008 Carolan Avenue - (1) Sign B (a pole sign) shall be
approved as presented; and (2) all existing signs shall be removed. Second C. Cistulli;
motion approved 4-1 on roll call vote, C. Taylor dissenting. Appeal procedures were
advised.
Recess 8:50 P.M.; reconvene 9:10 P.M.
APPLICATIONS FOR STUDY
The following items were set for public hearing September 22, 1980.
4. TENTATIVE PARCEL MAP TO COMBINE LOT 1 AND PORTIONS OF LOTS 2 AND 3, BLOCK 5,
BURLINGAME PARK UNIT 4; PROPERTY AT 1500-1519 WILLOW AVENUE; BY TRANSAMERICAN
EINGINEERS & ASSOCIATES, FOR JEAN GOROSTIAGUE, ET AL
5. CONDOMINIUM PERMIT TO CONSTRUCT THE ARC WAY CONDOMINIUMS, AN 18 UNIT PROJECT AT
1500 WILLOW AVENUE, ZONED R-3, BY GEORGE RESCALVO, AIA FOR JEAN GOROSTIAGUE, ET AL
Project has received design changes since its initial submittal over a year ago. Staff
had concern that no general open space has been provided in the new design.
6. TENTATIVE SUBDIVISION MAP FOR THE ABOVE
Subdivision map has been reviewed by Engineering and a checklist mailed to the
applicants.

7. NON-COMPLIANCE WITH CONDITION OF SPECIAL PERMIT APPROVED APRIL 21, 1980 TO
DAVID M. KING, CALL -A -CAR RENTAL COMPANY, 1470 BAYSHORE HIGHWAY
CP Yost discussed site inspections of this property by staff and distributed photographs
taken this afternoon. He reported that the landscaping now appears to be generally
consistent with Park Department standards, but that the curb cut at the northerly
driveway on Bayshore Highway has not yet been corrected. Commission requested that
a follow-up report be presented at the September 22 meeting.
7a. Chm. Sine reported on recent construction at 109 Channing Road; materials and
design do not conform to the original one story house. He requested this matter
be considered further at the next meeting.
CITY PLANNER REPORT
8. ASSEMBLY BILL NO. 978, APPROVED BY THE GOVERNOR JULY 10, 1980
CP Yost, CE Erbacher and Commission discussed this bill covering subdivisions and
the doctrine of merger.
8a. CP reported on the status of the Bayfront Specific Area Plan; copies will be
available for Council and Commission review in September.
ACKNOWLEDGMENT
August 14, 1980 memo from Mayor Martin to City Council; subject - commission meetings
with Council. Staff advised Planning Commission was invited to attend the September 27
meeting with the Traffic, Safety & Parking Commission when downtown parking will be
discussed.
