CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Jacobs on Monday, July 9, 1979 at 7:36 P.M.
ROLL CALL
Present: Commissioners Cistulli, Francard, Jacobs, Mink, Sine, Taylor
Absent: Commissioner Harvey
Staff Present: John R. Yost, City Planner; Ralph E. Kirkup, City Engineer;
Jerome F. Coleman, City Attorney
Commission congratulated John Yost upon his appointment as City Planner.
MINUTES
The minutes of June 25, 1979 were approved as mailed with the following addition to
Item #4, page 4, third paragraph: "A further suggestion was made that a wire screen
be placed across the top of a set of 6' high fences to enclose the area of the dog
run".
AGENDA - Order of the agenda was approved. C. Sine introduced his grandson, Tom,
who was present in the audience this evening.
APPLICATIONS FOR ACTION
1. SPECIAL PERMIT TO CONSTRUCT AN OFFICE PROJECT IN THE BURLINGAME AVENUE OFF-STREET
PARKING DISTRICT AT 360 PRIMROSE ROAD, BY DAVID JOHN RIVERA WITH MARK A. COFFEY OF
ANNCO PROPERTIES INC. (CONTINUED FROM 6/25/79)
CP Yost reviewed this item which had been continued to allow time to incorporate the
amended plans and Mr: Rivera's June 25, 1979 letter into the staff report. Reference
staff report for the 7/9/79 meeting; memo from the Director of Public Works received
July 6, 1979; Project Assessment revised 7/6/79; David John Rivera's June 25, 1979
letter; June 5, 1979 memo from the Asst. CE; June 5, 1979 memo from the Park Director;
and Planning Commission minutes of June 25, 1979. If approved, staff recommended
four conditions: (1) that all construction be generally consistent with the plans
filed with this application and date stamped June 14, 1979; (2) that the final plans
meet the engineering requirements identified in the interoffice memo from the Director
of Public Works date stamped 7/6/79 and the 6/5/79 memo from the Assistant City
Engineer; (3) that prior to the approval of a Building Permit a fee consistent with
Planning Commission Res. No. 3-76 be paid to the City for future additional downtown
off-street parking; such fee is estimated to be $84,500 based on the present design
and is a payment -in -lieu for a deficiency of 25 on-site parking spaces; and (4) that
prior to the approval of a Building Permit a landscaping and irrigation plan be
prepared to the satisfaction of the City.
David John Rivera was present; he agreed to the flood protection requirement as requested
by Engineering, but wished to keep the driveway entrance at 7' rather than 7'-6" as
requested by the DPW. He also discussed the proposed building encroachments and planters.

Chm. Jacobs opened the continued public hearing and requested audience comments.
Seymour Sterling, 1421 Bellevue Avenue and general project manager of Annco Properties,
requested that Commission act on the project as presented. Upon a question by
Mr. Sterling, the CA explained the special fund for accumulating Parking District
payments for eventual development of more public parking. Mr.. Sterling also discussed
the proposed design of the brick planters. Ms. Ramon Martinez, 1234 Donnelly Avenue,
was concerned about parking, and suggested double -decking one or more of the City
lots. There were no further comments and the public hearing was closed.
Several Commissioners voiced approval of the design but there were many concerns:
available downtown parking and traffic congestion; the replacement of the one street
tree to be removed; the high lot coverage; encroachments of the bay windows on the
second floor and mansard roof on the third floor; which might set a precedent; the
fact that Commission had requested revision of the project to reduce the parking
deficiency but no compromise plans had been presented.
C. Mink moved to deny this special permit; second C. Cistulli and motion to deny
approved 6-0 on roll call vote, C. Harvey absent. Appeal procedures were advised.
2. AMENDMENT OF 7/24/78 SPECIAL PERMIT TO ALLOW THE SALE OF WINE AND BEER AT ROYAL
RACQUET CLUB, 1718 ROLLINS ROAD
CP Yost reviewed this new request for an amendment to the 7/24/78 special permit and
the history of a previous request which had been denied by the Commission. Reference
staff report dated 7/5/79; June 25 and June 28, 1979 letters from George R. Corey;
June 18, 1979 memo from the Police Chief (who has indicated no major concerns
regarding such a permit in this area); June 4 and June 21, 1979 letters from the
Department of Alcoholic Beverage Control; and June 26 and July 12, 1978 letters from
George R. Corey. Staff had no objection to this application and recommended two
conditions for approval as listed in the 7/5/79 staff report.
George R. Corey was present, representing the applicant, and explained Royal Racquet
Club's recent communications with the Alcoholic Beverage Control. Chm. Jacobs opened
the public hearing. There were no comments and the hearing was closed. C. Taylor
moved for approval of this amendment with the following conditions: (1) that the
operation of the Royal Racquet Club be generally consistent with the June 26 and
July 12, 1978 letters from George R. Corey filed with the 197EI application; and (2)
that the sale of food and wine be allowed within the hours and terms described
in the June 28, 1979 letter from Mr. Corey. Second C. Mink and approved 6-0 on
roll call vote, C. Harvey absent. Appeal procedures were advised.
APPLICATIONS FOR STUDY
3. DRAFT ENVIRONMENTAL IMPACT REPORT, EIR-52P, FOR THE PROPOSED HOLIDAY INN AT
600 AIRPORT BOULEVARD, PREPARED BY EARTH METRICS INCORPORATED FOR THE CITY OF
BURLINGAME
CP Yost briefly reviewed the proposed project for which this E:IR had been written and
suggested a timetable for hearings on the EIR and the two special permits required.
Joseph Kent, Raiser Architectural Group, was present and discussed the proposed plans,
noting in particular the public amenities planned along the lagoon. CP Yost requested
copies of the most recent project plans for the public hearing, and confirmed the EIR
addresses itself to a specific project. There was a concern expressed by the
Commission about the brevity of the EIR section which addresses visual impact and
mitigating measures. Item set for hearing July 23, 1979.

CP Yost referenced July 5, 1979 letter from Mark A. Coffey requesting the special
permit condition regarding roof height at the rear property line be allowed at 37'
above grade instead of 36'. It was recommended that this request be formally
noticed and a public hearing held. Set for hearing July 23, 1979.

CP Yost reported Council denial at their July 2 meeting of Showki K. Jadallah's
request that he be allowed to exceed the 18' height limit on Lot 1, Mills Canyon
Court. Any new plan would be referred to Commission for review.
