CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Jacobs on Wednesday, September 12, 1979 at 7:35 P.M.
ROLL CALL
Present: Commissioners Cistulli, Francard, Harvey, Jacobs, Mink, Sine
Absent: Commissioner Taylor (excused)
Staff Present: John R. Yost, City Planner; Ralph E. Kirkup, City Engineer
MINUTES
The minutes of the August 27, 1979 meeting were approved with a correction of the
vote on Item #2, page 2, which should read "denied on a 3-4 roll call vote".
AGENDA - Agenda approved with a change: Item #6 to be considered prior to Item #5.
ACTION ITEM
1. SEPTEMBER 5, 1979 LETTER FROM CHARLES G. MAYO, AMERICAR RENTAL SYSTEM, 1530 GILBRETH
ROAD: REQUEST FOR A 30 DAY EXTENSION OF 9/28/77 SPECIAL PERMIT CONDITION THAT A
WASH RACK BE INSTALLED BY SEPTEMBER, 1979
CP Yost reviewed this item, noting the two previous extensions, granted the applicant.
The recent increase in fleet size now makes the wash rack a necessary investment;
staff had no objection subject to this being the last extension. Reference staff
report dated 9/7/79; September 5, 1979 letter from Charles G. Mayo; summary of previous
Commission actions on this application; and Planning Commission minutes of October 11,
1978.
Time limits for completion of the installation were discussed as well as the manner
of reporting back to Commission. C. Cistulli then moved to approve this request for
an extension of the 1977 special permit condition, the extension to be for 90 days
with the requirement that the wash rack be installed and operating at that time;
staff was directed to report on Americar's compliance with this condition at that
time. Second C. Harvey and approved 6-0 on voice vote, C. Taylor absent.
APPLICATIONS FOR STUDY
The following applications were set for public hearing September 24, 1979.
2. CONDOMINIUM PERMIT TO CONSTRUCT A 14 UNIT CONDOMINIUM AT 1056 EL CAMINO REAL
There was a concern expressed about possible encroachment of the entry stairs into
the front setback, and a suggestion was made that a curb along the driveway be provided
to prevent cars from being parked in the front landscaping. Other requests: redesign

of the split entry/exit driveway to'eliminate a possible safety hazard; a report from
the Chief Fire Inspector on the need for two exits from the proposed roof deck; a
parcel map to join the two legal lots which make up the project site be filed; and
a copy of the CC&Rs be submitted for review by the City Attorney.
Chm. Jacobs acknowledged the presence in the audience of Councilwoman Barton and
former Planning Commissioner Everett Kindig.
3. SPECIAL PERMIT TO CONDUCT READING CLASSES ONE EVENING EACH WEEK AT FRANKLIN
PRIMARY SCHOOL, 2385 TROUSDALE DRIVE
4. SPECIAL PERMIT TO INSTALL AND OPERATE A 550 GALLON DIESEL FUEL TANK IN THE
CTA CREDIT UNION PARKING LOT AT 1825 MAGNOLIA AVENUE
4a. USE DETERMINATION, LARYSA PLA14AN CHARM AND MODELING SCHOOL., FOX MALL WEST,
1419 BURLINGAME AVENUE
List of other tenants in the building has been requested from the property owner
before the public hearing.
OTHER BUSINESS
6. HOUSING GOALS AND POLICIES: REVIEW OF 1978 DRAFT REPORT PREPARED BY THE AD HOC
COMMITTEE TO RECOMMEND A HOUSING ELEMENT
CP Yost referred to the 1978 draft housing element prepared by the Ad Hoc Committee
and Commission's October, 1978 review of this draft. He noted State deadlines for
adoption of a Housing Element and requested guidance from Commission before an amended
draft is prepared by staff. Former Commissioner Kindig, Chairman of the Ad Hoc
Committee, took part in the discussion.
Commission discussed in detail Section III. Housing Goals and Policies which included:
Preserve the residential character; Variety and choice of type, location and price;
Quality of Structure, space and service; Special purpose housing; Growth and balanced
land use; Financial assistance to homeowners; Current problems and restraints to
achieving housing goals. Suggestions were made for revisions, omissions and additions.
There was a consensus that some of the ideas were in conflict and that several of the
policies and goals should be more specific. Staff was requested to bring back a
revised Draft Housing Element for Commission review.
5. CITY COUNCIL REQUEST FOR COMMISSION STUDY AND RECOMMENDATION OF CRITERIA FOR
BUILDING HEIGHT AND BULK ALONG BURLINGAME'S SHORELINE
CP Yost discussed code requirements for development in the C-4 District. He noted
the concern, expressed by several speakers at the Council's September 4 public
hearing, that an approval of the Holiday Inn might open the way for future development
of the same or greater height. He illustrated his remarks with aerial photographs
indicating existing and proposed buildings in the shoreline area. Reference staff
report dated 9/5/79 which incorporated several questions for discussion.

Commission discussion included: possible locations for specific height limits; bulk;
view corridors; public access to the shoreline; landmark projects; maximum desirable
number of clusters of tall buildings; preferred character of the shoreline area;
types of land use possible within the agreed specific plan for the Anza area; and
projected traffic generation. Suggestions included: height review lines, with
maximum heights for specific areas; higher buildings to be located closer to the
freeway, away from the Bay; require more landscaping should a developer wish to go
above the review line; and suggested locations for landmark buildings. CP Yost was
requested to report Commission's recommendations to City Council.
