CALL TO ORDER
A regular meeting of the Planning Commission, City of Burlingame was called to order
by Chairman Jacobs on Monday, September 24, 1979 at 7:37 P.M.
ROLL CALL
Present: Commissioners Cistulli, Francard, Harvey, Jacobs, Mink, Sine, Taylor
Absent: None
Staff Present: John R. Yost, City Planner; Ralph E. Kirkup, City Engineer (arrived
at 8:45 P.M.; Jerome F. Coleman, City Attorney (arrived at 9:30 P.M.)
MINUTES
The minutes of the September 12, 1979 meeting were approved as mailed.
AGENDA - Chm. Jacobs announced Items 3 and 4 continued at the request of the Director
of Public Works; Items 8 and 9 continued at the request of the applicants.
ITEMS FOR ACTION
1. VARIANCE TO ADD A GUEST ROOM AND FAMILY ROOM TO A HOUSE WITH AN 18'-3" WIDE
GARAGE; PROPERTY AT 2532 HAYWARD DRIVE, ZONED R-1, BY ROY PARKER
CP Yost reviewed this application to remodel the existing three bedroom house by
adding a guest room, half bath and family room at the second floor level over the
garage. A variance is required because the width of the garage does not meet code
requirements. Reference staff report dated 9/17/79; applicant's affidavit for variance
with attached letter dated August 31, 1979; and plans date stamped August 31, 1979.
Staff recommended approval.
The applicant was present. Chm. Jacobs opened the public hearing. There were no
audience comments and the hearing was closed. Commission found the four requirements
necessary for variance approval had been well documented; that denial would be a
hardship upon the applicant and his growing family; that granting of the variance
would not be injurious to the neighbors; and that the proposed addition would not be
contrary to the General Plan of the City. C. Mink moved for approval of the variance;
second C. Cistulli and approved 7-0 on roll call.vote. Appeal procedures were advised.
Commission then discussed the possibility of establishing a procedure to allow more
flexible handling of additions to older homes with garages of less than minimum
code requirements, the possibility of handling some proposals administratively, and
the use of a consent calendar with such applications. Staff was directed to prepare
a report on these alternatives for Commission study.
2. LARYSA PLAWAN CHARM AND MODELING SCHOOL, 1419 BURLINGAME AVENUE, ZONED C-1: USE
DETERMINATION
CP Yost reviewed this item, noting Code Sec. 25.36.020(22) which would allow the
proposed use if the school is found to be similar in character to those uses

specifically allowed in the C-1 District and that it would not be obnoxious or
detrimental to the neighborhood. Reference staff report dated 9/18/79; Project
Assessment revised 9/18/79; September 7, 1979 letter from the applicant; drawings
and air photo of the site; outline of programs and brochure describing the school;
August 24, 1979 letter from the Department of Education, State of California; letter
in support of the application from Sugar n Spice Productions Ltd., San Mateo; letters
in support from the following businesses who were neighbors of the Modeling School
at its San Mateo location: Farmers Insurance Group, Home Realty & Investment Co.,
Ethan Allen Travel; list of Fox Mall tenants received September 19, 1979; and
September 13, 1979 memo to Director of Public Works from the Traffic/Civil Engineer.
Staff did not believe the school would become a problem at this location and
recommended approval of the use within the hours of operation specified in the applica-
tion and with a maximum enrollment of 6 students during any 8:00 A.M. to 5:00 P.M.
period.
Ms. Larysa Plawan, director of the school, was present and requested approval be given
to hold the two hour daytime classes on Saturday. It was determined she had discontinued
her business in the City of San Mateo. Chm. Jacobs opened the public hearing. There
were no comments and the hearing was closed.
Commission discussed the proposed hours and size of the classes; and available parking
daytimes and evenings. There was little Commission objection, although one
Commissioner expressed a concern about evening parking after the restaurant to be
located in the Fox Mall was in operation. CP Yost reviewed the list of permitted uses
in the C-1 District.
C. Mink found the proposed use, as outlined in the school's program, to be similar to
the following permitted uses: barber shop/beauty parlor, dancing academy; that the
use was consistent with the purposes of the C-1 zone; that the proposed hours of
operation and number of students, either weekdays or Saturdays, were consistent with
the FAR of the area to be leased; and that the use would in no way be obnoxious or
detrimental to the zone. C. Mink then moved that Commission find the proposed Larysa
Plawan Charm and Modeling School to be a use similar in character to those uses
permitted in the C-1 District; and that within the hours of operation, weekdays or
Saturdays, specified in this application and with a maximum enrollment of 6 students
during any 8:00 A.M. to 5:00 P.M. period, the school will not be obnoxious or
detrimental to its neighborhood. Second C. Taylor and approved 6-1 on roll call vote,
C. Sine dissenting. Appeal procedures were advised.
3. CONDOMINIUM PERMIT TO CONSTRUCT A 14 UNIT CONDOMINIUM AT 1056 EL CAMINO REAL,
ZONED R-3, BY LELAND.ASHBY & ASSOCIATES, AIA FOR JOSEPH W. BRONZINI
4. TENTATIVE SUBDIVISION MAP FOR THE ABOVE
At the request of the Director of Public Works, items continued to the meeting of
October 10, 1979. Reference memo to Planning Commission from Ralph E. Kirkup, DPW.
5. SPECIAL PERMIT TO INSTALL AND OPERATE A 550 GALLON DIESEL FUEL TANK IN THE
CALIFORNIA TEACHERS ASSOCIATION CREDIT UNION PARKING LOT AT 1825 MAGNOLIA AVENUE,
ZONED C-3
CP Yost reviewed this application by the CTA Credit Union to install and operate a
diesel fuel tank on their property at 1825 Magnolia Avenue. Reference Code Sec.
25.58.020; staff report dated 9/18/79; Project Assessment revised 9/18/79;

August 17 and September 11, 1979 letters from Hugh Page, Treasurer of CTA Credit
Union; tank location plan; air photo of the site; description of the proposed tank;
and September 13, 1979 memo from the Chief Fire Inspector. Staff recommended
approval with four conditions as listed in the staff report.
Frank Hale of the CTA Credit Union was present, representing the applicant.
Commission discussed: the applicant's reasons for this request; the number of cars
to be involved; the location of the pump. It was determined that the installation
would not be visible to.the neighborhood. Chm. Jacobs opened the public hearing.
There were no audience comments and the hearing was closed.
Commission found the size of the fuel tank was not inconsistent with the zone and
that the applicant had.made every attempt to protect the pump. C. Mink moved for
approval of this special permit with the following conditions: (1) that the permit be
approved to the California Teachers Association Credit Union, and be nontransferable;
(2) that the 550 gallon diesel tank be installed at the location shown on the drawings
filed with this application; (3) that all City and other agency safety and technical
standards be met to the City's satisfaction; and (4) that the operation of the fuel
tank be consistent with the August 17 and September 11, 1979. letters from Hugh Page.
Second C. Francard and approved 7-0 on roll call vote. Appeal procedures were advised.
6. AMENDMENT OF NOVEMBER 28, 1977 SPECIAL PERMIT TO ALLOW THE SALE OF WINE AND
BEER AT THE FROG POND, 1302 BAYSHORE HIGHWAY, ZONED C-4, BY BRUCE R. QUIE
CP Yost reviewed this request for an amendment of 1977 special permit to allow the
sale of wine and beer. Reference staff report dated 9/18/79; September 5, 1979
letter from Bruce R. Quie of the Frog Pond; 1977 Special Permit application,
description of the business and Planning Commission minutes of November 28, 1977.
CP noted recent approvals of this type to several racquetball clubs and advised the
Police Chief had no objection. Staff had no objection to approval with one condition
as listed in the staff report.
Bruce R. Quie, the applicant was present, and explained this service had been requested
by the members of his club. During discussion Commission determined: the club has
been incorporated under the name California Health Corporation rather than Health
America Inc. as previously proposed; that the Frog Pond is operated for members and
guests only; hotels in the area are not members; that there are 3100 members as of
this date, over 90% of them from locations on the San Francisco Peninsula;
Burlingame members presently number approximately 395. The Chm, suggested the hours
be limited.to no later than 12 midnight; Mr. Quie responded with the request that
the sale of wine and beer be allowed Sunday through Wednesday until midnight and
Thursday through Saturday until 2:00 A.M.
Chm. Jacobs opened the public hearing. There were no comments and the hearing was
closed. C. Taylor then moved to approve this amendment of November 28, 1977 special
permit with the condition that the wine and beer license be obtained by and limited
to Bruce R. Quie. Second C. Harvey and approved 5-2 on roll call vote, Cers Cistulli
and Jacobs dissenting. Appeal procedures were advised.
ITEM W7 was heard later at 9:00 P.M. as scheduled.

8. SPECIAL PERMIT TO PAVE AND STORE RENTAL CARS ON A 0.69 ACRE SITE IMMEDIATELY

9. REVIEW OF JUNE 19, 1978 SPECIAL PERMIT TO ALLOW TRANS RENT -A -CAR TO OPERATE A
CAR RENTAL AGENCY IN THE M-1 DISTRICT AT 1755 BAYSHORE HIGHWAY

CITY PLANNER REPORT
11. CP Yost reported City Council sustained the appeal by John Ward, 792 Willborough
Place, of the Planning. Commission denial of his special permit.
Chm. Jacobs suggested the Planning Commission request a joint meeting with the City
Council at some future date to discuss matters of code interpretation. Commission
concurred with this suggestion but consensus was to wait until the first of the
year, at which time a number of other matters, including an adopted Housing Element,
Would be completed.
12. CP Yost reported on the 9/12/79 study meeting item for a special permit to
conduct reading classes at Franklin Primary School, 2385 Trousdale Drive which
was not on the agenda this evening. Reference September 20, 1979 letter from
the City Planner to Ms. Lois Stein, Director, Institute of Reading Development;
and Planning Commission Res. No. 4-78 regarding school site zoning, adopted
June 26, 1978.
Commission discussed the present situation of the schools and code requirements. It
was suggested consideration be given to dropping the non-profit requirement for private
schools in residential areas. Commission requested staff report on alternatives to
the present code limitations and methods of reviewing such applications.

7. SPECIAL PERMIT TO OPERATE A MONTESSORI PRE-SCHOOL FOR CHILDREN 2.9 TO 6 YEARS
OF AGE AT THE EPISCOPAL CHURCH OF THE ASCENSION, 2720 MARIPOSA DRIVE, ZONED R-1,
BY ADRIANA LONZARICH AND JUNE WISECARVER (CONTINUED FROM AUGUST 27, 1979)
CP Yost reviewed this application to allow Morning Glory Montessori Pre -School to use
several classrooms at the Episcopal Church of the Ascension for an early learning
program. A special permit is required because non-profit schools are a conditional
use in the R-1 District. Staff recommended the application be approved subject to
seven conditions as listed in the staff report. Reference staff report dated 9/20/79;

1979; drawing of the site; resumes of the applicants received July 31, 1979;
September 14, 1979 letter from the applicants addressing the concerns of the neighbors;

Fire Inspector; September 20, 1979 memo from the Director of Public Works addressing
the matter of traffic; copies of letters/petitions received in support and those
received in opposition to this application.

The applicants, June Wisecarver and Adriana Lonzarich, were 1present. They told
Commission of their search for a suitable site and their hopes for the proposed
school, noting the need for such schools in the area. They discussed briefly the
concerns of the neighbors (as presented in their September 14, 1979 letter), noted
these concerns were theirs as well, and detailed mitigation measures that would be
taken. Photographs were circulated to illustrate their discussion, and they requested
approval with review in one year. During Commission discussion it was determined
the driveway was wide enough to allow two cars to pass;'and 1that evidence of non-profit
status would be presented with application for a business license. Fees for such a
school were discussed as well as the applicants' hope to draw students from the
City of Burlingame.
Chm. Jacobs opened the public hearing and advised those wishing to speak in favor
would be heard first, then those in opposition. Albert G. Colbourne, Vicar of
the Church of the Ascension, 2720 Ma.riposa Drive spoke in favor. He discussed the
organization of the Episcopal Diocese, the history of the Church of the Ascension,
ancillary activities which take place on the church propertyā€˛ and presented an
architect's site plan dated 10/10/60 showing proposed uses of the site including
"future classrooms". He did not feel noise or traffic would be problems, noted
no change to the property was proposed except for a 5' fence and, speaking for the
Diocese, urged approval. Others in favor were: Barbara Ann Mineke Taddeo, 1440 Drake
Avenue, a long time Burlingame resident, who spoke on behalf of working parents
who would like a safe, stimulating environment for their children in a nearby
neighborhood; Irene Conway of Daly City, having.known the applicants for some time,
testified to their integrity and urged approval on a trial basis. John W. Thomson,
1830 Sequoia Avenue, a member of the Episcopal Church of the Ascension, rose to
speak in favor, reading from his September 4, 1-979 letter to the Commission.
Following a few remarks Mr. Thomson collapsed at the microphone, suffering a heart
attack.
A recess was declared; the public hearing was subsequently continued to the meeting
of October 10, 1979 at 7:30 P.M.
10. REVOCATION OF SPECIAL PERMIT, AZTEC RENT -A -CAR, 808 BURLWAY ROAD
Item continued to the meeting of October 10, 1979.
