ROLL CALL Present: Commissioners Cistulli, Francard, Harvey, Jacobs, Mink, Sine, Taylor Absent: None Staff Present: City Planner John R. Yost; City Engineer Ralph E. Kirkup; City Attorney, Jerome F. Coleman MINUTES The minutes of the November 26, 1979 meeting were approved as mailed. AGENDA - Approved upon motion of C. Cistulli Chm. Jacobs welcomed those members of the Ad Hoc Committee to Recommend a Housing Element who were present in the audience, including the chairman and former Planning Commissioner, Everett Kindig and Councilwoman Gloria Barton. ITEMS FOR ACTION 1. DRAFT HOUSING ELEMENT OF THE GENERAL PLAN (ND-GP7 POSTED NOVEMBER 30, 1979) AND RESOLUTION NO. 6-79 CP Yost briefly discussed this State mandated element of the General Plan, the general contents of the draft, and the procedure necessary for adoption by City Council. Staff urged approval of P. C. Resolution No. 6-79 approving the Draft Housing Element and recommending it to City Council for adoption. Chm. Jacobs opened the public hearing. Howard Linton, president of the Senior Citizens of Burlingame, stressed the need for adequate housing for the elderly and including "at affordable prices" in the draft. The following members of the Ad Hoc Committee to Recommend a Housing Element spoke: Dorothy Cusick, 1716 Ralston Avenue; Claudia Hanson, 1414 Paloma Avenue; Delores Huajardo, 1400 Columbus Avenue. They did not feel the draft represented the work of the citizens committee, particularly in relation to specific goals, and noted the committee wished to stress retaining the R-1 and R-2 character of Burlingame. Marti Knight, 23 Dwight Road, another member of the Committee, felt the draft did reflect the major concerns of the Committee. She had questions about the references to decline in employment and to target areas for rehabilitation. Mrs. William Hughes, 105 Howard Avenue and Mrs. Elray Bilsey questioned the reference to one specific nationality. Nannette Giomi, 1600 Forest View Avenue felt the draft should be more specific with regard to maintaining present zoning. Further public comment: November 29, 1979 letter from Mrs. A. A. Erickson, 221 Arundel Road. There were no additional audience comments and the public hearing was closed. Robert Ironside of Ironside and Associates, consultant who prepared the Housing Element, was present and discussed the draft with Commission. Page 2 Burlingame Planning Commission Minutes December 10, 1979 Some concerns of Commissioners: that it had been necessary to use 1970 census figures for much of the data; a.question regarding average rents quoted in the text; and the use of general statements rather than specifics in a general plan element. Discussion included: special purpose housing; accessible housing; affordable housing; reference to persons who speak a primary language other than English; the present zoning regulations and building codes which would appear to mitigate the concerns about lack of specifics in the draft; goal statements; and implementation statements. During discussion Commission suggested several amendments to the draft, these to be incorporated in an exhibit to be attached to the resolution. C. Sine moved for approval of Resolution No. 6-79 Recommending Housing Element, with Exhibit A attached. Second C. Cistulli and approved 7-0 on roll call vote. Recess 8:55 P.M. Reconvene 9:15 P.M. 2. CONDOMINIUM PERMIT TO CONSTRUCT A 12 UNIT CONDOMINIUM AT 1056 EL CAMINO REAL, ZONED R-3, BY LELAND ASHBY & ASSOCIATES FOR JOSEPH W. BRONZINI CP Yost reviewed the November 12, 1979 public hearing on this application, concerns expressed at that time and details of this amended application. Reference staff report dated 12/4/79; Project Assessment revised 12/4/79; November 29, 1979 letter from Richard Reisman of Leland Ashby & Associates; November 5, 1979 memo from the Director of Public Works; September 26, 1979 memo from the Traffic Engineer; 9/13/79 drawing by Louis Arata, Civil Engineer, "Study for Possible Driveway Change"; October 29, 1979 letter from Louis A. Arata; drawing indicating Existing Unrecorded Utilities Easements by Louis Arata; September 13, 1979 memo from the Chief Fire Inspector; December 3, 1979 memo from the Park Director; and minutes of the November 12, 1979 P.C. meeting. Staff recommended approval of this amended applica- tion with three conditions as listed in the staff report. Richard Reisman, architect representing the applicant, was present. Chm. Jacobs opened the public hearing. There were no comments and the hearing was closed. Discussion included: landscaping and irrigation plans; staff review of a single driveway versus a split driveway; protection of the existing trees. C. Mink moved for approval of this condominium permit subject to the following conditions: (1) that the final working drawings for this project be consistent with the amended preliminary plans filed with this application, date stamped November 28, 1979; (2) that the project comply with the recommendations of the Director of Public Works, as set forth in his November 5, 1979 memo; and (3) that the seven conditions of the Park Director's December 3, 1979 memo be met satisfactorily by the applicant, with the final landscaping and irrigation plans to be approved by the Park Director prior to the issuance of a Building Permit. Second C. Harvey and approved 7-0 on roll call vote. Appeal procedures were advised. 3. TENTATIVE SUBDIVISION MAP FOR 12 CONDOMINIUM UNITS AT 1056 EL CAMINO REAL CE Kirkup referred to his November 5, 1979 memo, noting a parcel map is required to combine the two lots and that the tentative subdivision map is satisfactory as submitted. Chm. Jacobs opened the public hearing. There were no comments and the hearing was closed. C. Sine moved to approve the tentative subdivision map in accordance with the recommendations of the City Engineer. Second C. Cistulli and approved 7-0 on roll call vote. Appeal procedures were advised. SIGN EXCEPTION FOR ONE 9' HIGH GROUND SIGN WITH 26 SF OF COPY PER FACE; PROPERTY AT 800 AIRPORT BOULEVARD, ZONED C-4, BY VERNE BURGESS OF AD -ART CORP. FOR STANLEY LO OF FOUR SEAS CENTER (CONTINUED FROM 11/12/79) CP Yost reviewed this item and the public hearings held October 10 and November 12, 1979. He also discussed the new plans which were received for Sign C, the ground sign. Reference staff report dated 12/4/79; Site Plan showing the new location of this sign received November 26, 1979; November 26, 1979 letter from Kenneth Fortenbery, Project Manager for Four Seas Center; November 12, 1979 Planning Commission minutes; October 1, 1979 letter from Stanley Lo of Four Seas Center; and Sign Exception application filed 10/1/79. Staff had no objection to approval if Commission could find that the legal requirements for an exception were satisfied. Verne Burgess of Ad -Art Corp. was present to represent the applicant. He discussed the new plans for the ground sign and the need for a 9' sign for visibility to motorists on Airport Boulevard. Chm. Jacobs opened the public hearing. There were no comments and the public hearing was closed. One Commissioner felt a 9' ground sign was not a low profile sign. There was some discussion about code requirements for a ground sign; the two wall signs previously approved for the restaurant which have used up the square footage allowed by code; the need for identification of the Four Seas Center; and legal justification for approving a sign exception. C. Mink suggested this item be considered as an amendment to the signage program for the Four Seas Center and the La Baie Restaurant at that location, and found the necessity for the exception was determined at the time the two wall signs for the restaurant were approved. In light of previous Commission actions, C. Mink moved this sign exception application be approved. Second C. Cistulli and approved 6-1 on roll call vote, C. Sine dissenting. Appeal procedures were advised. 5. RESOLUTION NO. 7-79 ESTABLISHING LANDSCAPING AND OPEN SPACE STANDARDS FOR RESIDENTIAL CONDOMINIUM PROJECTS CP Yost briefly discussed this resolution which would supersede P.C. Resolution 4-79. The single change is a sentence added to Section 2.(c) General Open Space which states roof top areas shall not qualify as general open space. There was some discussion about the provision for temporary parking of service vehicles between the front property line and the face of the building. C. Sine then moved for adoption of Resolution No. 7-79 Resolution Establishing Open Space Standards for Residential Condominiums. Second C. Cistulli and approved 7-0 on roll call vote. ITEMS FOR STUDY 6. SPECIAL PERMIT TO CONSTRUCT A 10,800 SF OFFICE BUILDING IN THE C-4 DISTRICT AT 411 AIRPORT BOULEVARD, BY JOSEPH KENT OF RAISER ARCHITECTURAL GROUP FOR THE COMMUNICATIONS WORKERS OF AMERICA CP Yost advised that the application was complete and that larger drawings of the project would be available for the public hearing. Item set for hearing January 14, 1980. OTHER BUSINESS 7. COMMISSION REQUEST TO STUDY A POSSIBLE LIMITATION OF AREAS WHERE RESIDENTIAL CONDOMINIUM CONSTRUCTION AND CONVERSIONS MAY BE APPROVED CP Yost discussed drawings indicating the R-3, R-4, C-1 and C-2 areas of the city where apartments and condominiums can be constructed under present code. He asked for Page 4 Burlingame Planning Commission Minutes December 10, 1979 Commission comment on which of these areas should be designated for condominium development. Responding to the Chair's question, C. Sine expressed his feeling it would be appropriate, at this time, for the city to set aside certain areas for future apartment rental stock. Commission discussed the matter at length, noting market trends, condominiums versus apartments, possible locations in various areas of the city, the need to try to maintain some level of apartment availability, the possible result if a rent control ordinance should be passed in the future, the ratio of single family to rental units in Burlingame. There was Commission consensus to table this discussion, with interest in hearing comments of the public and the City Council when considering the Housing Element. 8. BAYFRONT DIRECTIONAL SIGNS: NOVEMBER 28, 1979 LETTER FROM DAVID H. KEYSTON Letter circulated to Commission with its packet, detailing a survey of all restaurants and hotels in the bayside area to determine their interest in the directory sign program. For Commission information, David Keyston, Anza Shareholders' Liquidating Trust discussed the chronology of this proposed program, City Council discussions thus far and his survey of the hotels and restaurants in the bayside area. CITY PLANNER REPORT 9. EASTON ADDITION "EASEMENTS": NOVEMBER 29, 1979 MEMO FROM THE CITY ATTORNEY Memo circulated to Commission for information. 10. City Planner reported City Council upheld Planning Commission finding that the proposed identification signs for the Anza Corporate Center at 433 and 533 Airport Boulevard were roof signs and therefore prohibited. The sign variance for Kee Joon's existing sign at 433 Airport Boulevard was extended for another five years. ADJOURNMENT The meeting adjourned at. 10:40 P.M. Respectfully submitted, Charles W.
