A regular meeting of the Burlingame Planning Commission was called to order by Chairman
Taylor at 7:30 P.M.
ROLL CALL
The above named members were present; C. Francard absent and excused.
MINUTES
Under Item #11, page 10, the motion was amended to delete the words "Robert Moore of."
The minutes of the March 28, 1977 meeting were then approved as mailed and amended.
MEETING ITEM FOR ACTION
1. REQUEST FOR VACATION OF PUBLIC UTILITY EASEMENTS
This action item was presented to the P.C. by C. A. Coleman because Commission must
approve abandonment of easements. The Christensen property was identified as the
corner lot at Hinckley Road and Bayshore Highway. C. Mink moved the vacation of the
public utility easements; second C. Cistulii, and motion approved by unanimous vote
of all members present.
ADVANCE PLANNING
2. FINAL DRAFT - RECOMMENDED HOUSING GOALS AND POLICIES BY AD.HOC COMMITTEE TO
RECOMMEND A HOUSING ELEMENT
Everett Kindig reported that the recommended housing goals and policies were those
which all Committee members could agree upon. Staff is drafting the Housing Element
which is to be considered at the next Housing Committee meeting May 3. He felt there
was need to sort and rearrange the statements under "Goals." (C. Mink provided a
revised arrangement.) Ruth Jacobs indicated that the R-2 District was debated out
of E-6. She explained that when there had not been Committee agreement a statement
was dropped. Commission believed ideas that were dropped should also be brought up
for consideration at a public hearing. C. P. Swan commented that the Housing Committee
meeting notes might help provide a more complete list of all the policy statements
considered.

3. REPORT ON UNIVERSITY OF CALIFORNIA URBAN DESIGN SEMINAR
C. Jacobs and Asst. C. P. Yost presented information about the U.C. Urban Design Seminar
which they attended April 1. Review systems -in Walnut Creek and Palo Alto were
explained. The Walnut Creek checklist was distributed and discussed. Design review
requires local commitment and to be effective must fit the needs of a particular
community. Chm. Taylor questioned types of cities practicing design review. Answer:
Many cities of various sizes. C. Sine questioned: Does design review delay a project?
A: Yes. C. Mink felt, after reviewing the Walnut Creek checklist, that Burlingame has
already dealt with most of the items. This City did it without guidelines on a case
by case basis. He suggested reasonable guidelines might give more consistence and a
better legal basis to Commission actions. There was Commission agreement that some
priority be given to developing design review guidelines.
4. PLANNING COMMISSION BUDGET FOR 1977-78
C. P. Swan discussed the Planning Commission and Planning Dept. budget for fiscal year
1977-78. He read from the budget memo. Major programs are to be listed and budgets
prepared for each program. This will provide means of allocating costs and evaluating
performance. Specific information has been requested for conferences to be attended,
seminars and.training programs. The largest program is Department service to the
Planning Commission; to notice, handle applications, attend meetings and prepare
minutes and follow-up communications. Other tasks and functions will need separate
program budgets; HCDA, Burlingame Parking Authority, Redevelopment Agency, Sign Code
administration, CEQA administration, noise abatement, General Plan, Code amendments,
preparation of guidelines and standards, and capital improvement programing. It is
anticipated that capital projects will be considered in the fall so thata five year
capital improvement program may be recommended to Council in the spring of 1978.
Chm. Taylor suggested that funds be requested for in-service graining and continuing
education for planning commissioners. C. Mink concurred and emphasized the Commission
has four or five topics of keen interest. When conference agendas deal with these
topics it is the Commission's obligation to learn about these matters. C. P. Swan
asked that Commission officers review the draft budget request: before it is submitted
to the City Manager.
CITY PLANNER REPORT
City Planner reported Council actions on Planning Commission items. Three hearings
are scheduled for April 18: (1) office addition at 200/216 Park Road, (2) reconsideration
of Country Club Day Care and Cultural Center, Inc. and (3) Ordinance No. 1100 -
residential uses in C-3 Districts. A hearing on appeal of the variance for a house
on Loyola Drive was scheduled by Council for May 2. C. P. Swan mentioned the Broadway
Underpass Draft EIR would come to Commission for study in May. There would be another
EIR, rezoning of the Oscar Person lot at the end of San Mateo Avenue, and perhaps the
Draft Housing Element. The new Title 22 Sign Code was distributed to the Planning
Commission. Mr. Swan noted the new signs for the Central Bank:, and removal of the
obsolete roof sign for the former Peninsula National Bank. Copies of the Sign Code
are available for $2.00. Local sign companies will be provided with copies and
sign code administrative procedures for information.

5. DRAFT ENVIRONMENTAL IMPACT REPORT, EIR-40P, FOR PROPOSED 90 FOOT HIGH OFFICE
BUILDING AT 1350 BAYSHORE HIGHWAY (APN 026-113-430), ZONED C-4; PREPARED BY
DEL DAVIS ASSOCIATES, INC. FOR CHARLES KING &ASSOCIATES
C. P. Swan introduced Del Davis who had prepared the Draft Environmental Impact Report
for the Charles King and Associates office center project. He advised Commission the
EIR should be approved by the P.C. and certified by City Council before the Commission
could approve a special permit. A special permit is required because the proposed
building will be more than 50 feet in height. Actually it will be seven stories and
90 feet to the roof exclusive of the penthouse. The alternate approach would be to
concurrently consider an application for special permit and approve it with the
condition that the environmental impact report first be certified by the City Council.
Chuck King displayed a model of the project and Del Davis explained Draft EIR-40P.
Mr. Davis reported that the project would be developed so that the building could be
occupied in stages. He reviewed existing reports, conducted 'interviews and made
special studies. Planning'Consultant Davis stated project compatibility will be a
policy decision. It should be consistent with City objectives. Del Davis reported
the street has ample capacity; all departments felt the project could be accommodated;
and the office building would be a growth inducing project.
C. Mink suggested that signalization on Bayshore Highway be a sub -study. Commission
asked for a staff report from Public Works regarding water pressure, wastewater
collection and the storm drainage system. They also requested that copies of the
Draft EIR be posted and provided to the libraries.
The special permit to exceed 50 feet in height and the variance from parking regulations
for Phase 3 will be deferred. The Draft EIR was scheduled for hearing April 25.
C. Jacobs asked for comments from staff before that hearing.

C. P. Swan explained that National Car Rental would purchase all but a 10 foot strip
of the vacant property. The Edwards office/warehouse building would gain that 10 feet
by resubdivision of Parcels 1 and 2. It would then have a 20 foot wide sideyard. The
special permit to store rental cars and the variance from landscaping requirements
would also be scheduled with the tentative parcel map for hearing April 25.

9. CONDOMINIUM PERMIT FOR OAK GROVE MANOR, A 7 -UNIT TOWNHOUSE PROJECT AT 1225 OAK
GROVE AVENUE (APN 029-131-100), ZONED R-3, BY MR. AND MRS. J. G. LOMBARDI
The condominium permit application for Oak Grove Manor was reviewed by C. P. Swan
and applicant, Joe Lombardi. C. Sine asked if any consideration had been given to
an access elevator. Commission requested a report from the Fire Dept. to assure access
through the side yard and to the second story. Joe Lombardi indicated there would be
break-out panels in the fences, or the gates. It was pointed out by C. P. Swan that
the landscaping plan showed plant materials and supports exceeding six feet in height.
He suggested that a fence exception be considered concurrently. Mr. Lombardi was
advised that this would require a written petition and a $50.00 fee. Commission
scheduled these items for hearing on April 25.
10. VARIANCE FROM CODE SEC. 25.70.030, TO COVER 74% OF THE TOTAL REQUIRED PARKING
SPACES FOR AN 18 -UNIT APARTMENT BUILDING AT 1352-60 EL CAMINO REAL (APN 026-086-
270/280), ZONED R-3, BY MR. AND MRS. ALBERT A.MUROLO
A variance application for an apartment building and carports at the rear will result
in two open parking spaces. Twenty spaces would be covered instead of twenty-two
which would satisfy the regulation that 80% of the total spaces be covered. An earlier
design had been prepared that would have had carports built to the rear property line.
As there are overhead wires and an underground sewer, the City has required that a
five foot public utility easement be established across the rear of the lot. The
variance was scheduled for hearing April 25 along with the tentative parcel map which
had been continued from the March 28 meeting.
11. SPECIAL PERMIT TO USE EXISTING ACCESSORY BUILDING BEHIND 1510 CYPRESS AVENUE
(APN 028-294-070), ZONED R-1, AS SLEEPING QUARTERS FOR TWO SONS; BY NAOMI P. AllARIA
C. P. Swan reported that the application from Mrs. Azzaria was reasonably complete
and could be set for hearing April 25. Mrs. Azzaria and her mother, Mrs. Magee,
operate a residential care facility at 1510 Cypress Avenue and her two sons sleep in
an accessory building at the rear of the lot. This item was scheduled for hearing
April 25.
12. SPECIAL PERMIT TO ALLOW THE AIKIDO SCHOOL TO HOLD SELF DEFENCE CLASSES IN THE R-3
DISTRICT AT 1045 EL CAMINO REAL (APN 026-164-040); BY EDWARD AND ELIZABETH
NAUGHTON (APPLICANTS) WITH FRANCES A. MILLIKEN (PROPERTY OWNER)
Asst. C. P. Yost related the background of prior approvals for uses in this apartment
building. The present tenants.leased the property without benefit of a permit. Mr. and
Mrs. Naughton provided floor plan and a diagram to show where people park or debark
their children who are students. This item was set for hearing April 25.
13. SPECIAL PERMIT TO ALLOW EXPANSION OF CONDITIONAL USE PERMIT FOR RETAIL SALES
IN THE M-1 DISTRICT AT 1669 BAYSHORE HIGHWAY (APN 026-302-550), BY RONALD A.
ROSBERG; CYRUS J. MC MILLAN, REPRESENTATIVE
C. P. Swan read from his March 7 letter to Mr. Rosberg that retail sales of merchandise
and other than used office furniture and equipment is contrary to the terms of his
conditional use permit and further that the business appeared to be using an expanded
floor area. The conditions of approval were read from the Planning Commission meeting
minutes of September 27, 1971 and from City Council minutes of October 18, 1971. A
diagram was provided by Mr. McMillan to show the proposed area that would add 1,183 SF
of floor area for retail sales. C. P. Swan reported that 32 1parking spaces could be
required exclusive of Ajax Rent-A-Car.

The Planning Commission requested that the applicant provide a plot plan drawn to
scale to show all parking spaces. They also asked the applicant to define in writing
what he wants to sell and the amount of spice. C. Jacobs commented there was a great
deal of merchandise other than office equipment. Mr. Rosberg explained that he takes
distressed merchandise, e.g., goods returned by consumer/distributor customers. It
was agreed that the special permit application would be considered an amendment to
the existing special permit and it was scheduled for hearing April 25.
