The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 3:00 p.m., Chairman Sine pre-
siding.
ROLL CALL
All members were present.
1. Revised Preliminary Plans --Apartment Building, 1501 Ralston Avenue.
Mr. David A. Nicolaides was present to discuss changes that were made,
at the Commission's request,in drawings for a proposed apartment building
at the southwest corner of E1 Camino Real and Ralston Avenue.
Mr. Nicolaides referred to two of the issues that were raised at the
meeting of December 28, namely, open parking at the front of the lot
and a neighbor's concern about headlight glare and noise in the area of
the garage, and pointed out that the amended drawings propose a solid
wall at the front and along the west side of the building, designed to
screen the parking and the driveway.
Mr. Nicolaides reported further that it has been determined that the
redwood tree, which was the subject of some discussion at the prior
meeting, is on the property that he owns.
In response to Commission inquiry, Mr. Nicolaides confirmed that there
will be a total of 28 units in the building and 38 parking spaces, one
more than required.
As a point of information, the City Engineer reported that, according
to his computations, based on the one R-3 lot,plus the two R-1 lots
rezoned to R-3A as proposes: in the general plan, the number of dwelling
units would be limited to 13.
The matter was referred to the meeting of January 25 for a public
hearing continued from the meeting of December 28.
2. Multi -family dwelling, 117 Bloomfield Road.
Mr. George Parsons, one of the principals in an application for variance
for multi -family use of R-1 property at the location noted above, and
:fir. Donald Nahrwold, real estate sales, reported that the architect is
revising the plans to reduce the number of units in the building from
five to four, as requested by the Commission, and that the material will
be prepared for the meeting of January 25.
Suggesting that there may be a number of persons at the meeting who
will be interested in the plans, the Chair requested that there be at
least six copies available.
3. Special Permit - Standard Oil Company of California
Expansion of Service Station, Burlingame Avenue and E1 Camino Real.
Mr. E.L. Stewart represented Standard Oil Company in the matter of an
application for special permit to rebuild and expand its facility at
the above -noted location.
A communication accompanying the application stated that the company
is in the process of acquiring additional property at the location,
thereby increasing site area to 13,508 square feet with 144 feet of
frontage on both El Camino Real and Burlingame Avenue, and that it is
proposed to completely demolish existing facilities and install a
new modern unit --the building to be of steel construction with slump -
stone veneer and slu.mpstone residential -type wall in the rear, gable
style roof with rock covering, substantial landscaping and one sign of
minimum size and height.
The communication also stated that, for reasons of traffic safety, it
is proposed to relocate the Burlingame Avenue driveway away from the
corner and to widen the access on E1 Camino Real.
In response to the Chair, 74r. Stewart confirmed that Standard Oil
Company is aware of and intends to participate in the Chamber of Com-
merce movement for beautification of Burlingame .'Avenue.
Referring to the applicant's drawings, the City Planner pointed out
that the property lines extend across the sidewalk into the street,
which would appear to indicate that street improvements were made
but the land never formally released for the purpose. He stated that
Standard Oil Company has been made aware of the situation and that the
matter of dedication will be accomplished between cooperation of their
legal department and the city attorney.
In response to Commissioner Taylor, the City Engineer and City Planner
agreed that'a resubdivision map erasing interior parcel lines would
be appropriate, the City Engineer suggesting that Mr. Stewart contact
his office for details.
The application was scheduled for public hearing at the regular meeting
on January 25, 1971.

4. Special Permit - Automobile repair and/or storage, 1213 Rollins Road.
Mr. Dale Whitt filed an application for special permit to use an
existing building at the above -noted location, adjacent to the D&M Arco
service station that he operates at 1000 Broadway, for purposes of
vehicle repairs and storage.
The City Planner reported that the zoning is M-1 and that the proposed
operation, retail in nature, requires the Commission's approval to a
use permit. Fie referred to two similar repair shops that have been
permitted in the immediate vicinity of the subject site.
Mr. Whitt reported that the building has been inspected by the city
fire inspector, who has outlined fire safety requirements, and that he
is in receipt of written authorization from Wells Fargo Bank, the
owner's representative,to make alterations and changes as necessary
to comply with the city's requirements.
The application was scheduled for public hearing at the regular meeting
on January 25.
5. Special Permit - Private swirl and athletic club, Rollins Road.
!11r. Jack Bellevue, 410 South E1 Camino Real, 'Millbrae, filed an appli-
cation for special permit to establish a "swim and acrobatic club" in
Millsdale Industrial Park--1700 block of Rollins Road, between
David Road and Burlingame/'Iillbrae city limits line.
A communication from the applicant stated that it is proposed to offer
swim and acrobatic lessons (maximum of four children per class in swim
lessons, per teacher) and, possibly, swimming and exercise facilities
for businessmen and that the heaviest use would occur on weekends when
there is little or no activity in the area.
The Commission was informed that the site is unimproved, that the pro-
posal is to build a two-story building ---family activities to be con-
fined to ground floor level, men's exercise rooAbgvghat the property
comprises three lots,or approximately 41,000 square feet in area and
that, in the absence of a parking criteria, 37 on -site spaces are pro-
posed for approximately 10,000 square feet of used space.
The City Planner stated that there was some question as to proper locale
for such a facility, from a planning standpoint and that it was his sug-
gestion, because suitable commercial land is unavailable, that the
applicants consider the industrial area where there -is sufficient land
away from the center of the city. He inferred to the ice-skating rink
that has operated for a number of years in the older industrial district
near Broadway.
In response to Commissioner Kindig's comment that suitable landscaping
be maintained along Rollins Road frontage to screen the parking, the
City Planner reported that there has been discussion with the applicants
concerning their expanding the planted area to include the city -owned
strip 4-1/2 feet in width back of the sidewalk.

The applicants were informed of the requirement for a resubdivision map
deleting interior lot lines; the City Engineer stated that he would
expect to see a grading plan at such time that building plans are filed.
The matter was scheduled for public hearing at the meeting on January 25.
6. Regional Planning Commission Dinner.
Commissioners were reminded that January 21 is the deadline for reserva-
tions for the R.P.C. dinner on Wednesday, January 27.
7. Density Factor R-3A.
Commenting on the variation in density pattern between the general plan
and the zoning code in the area of "garden apartment" developments,
the City Planner stated that the standard for such developments appears
to be one unit for each 1500 square feet of land and that the R-3A
regulations were written to conforms, whereas the general plan density
factor applied to R-3A provides for one unit for each 1700 square feet.
He pointed out that it was intended that the general plan would provide
guidelines rather than specific recommendations. He stated that either
the general plan numbers can be changed or the zoning code amended if
the Commission believes the two should be in agreement.
8. Lyon & Hoag Subdivision.
In response to Chairman Sine, the City Planner indicated that the land
use study of Lyon & Hoag Subdivision, preliminary to consideration of
reclassification to R-3A, will be commenced shortly.
In response to Commissioner Kindig's comment that the question of replace-
ment of water services must be considered in connection with reclassifi-
cation, the City Planner and City Engineer reported that the problem
is being studied and that,hopefully, an equitable solution can be found.
