The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m., Chairman Sine
presiding.

APPLICATIONS
1. VARIANCE TO CONSTRUCT 4-UNIT APARTMENT BUILDING ON LAND ZONED R-2,
LAGUNA AVENUE.
Neil J. Vannucci, 301 So. Spruce, South San Francisco, submitted a
proposal for construction of a 4-unit apartment building on a parcel
located on Laguna Avenue, adjacent to Terrace Creek box culvert between
Sanchez and Majilla Avenues, zoned R-2, Duplex.
A letter from Mr. Vannucci, dated January 27, 1971, stated that the
property measures 7,245 square feet, and that the size of the lot
economically warranted more units than a duplex. While this is a parcel
in single ownership, it is more nearly 1-112 lots resulting from an
easement to the City for a box culvert carrying Terrace Creek.
Also mentioned was the fact that the land coverage would be only
37.4% as opposed to the 40% allowed for an R-1 or R-2 building site.
Some of the deluxe features of the proposed 2-bedroom apartments were
discussed.
Preliminary plans were furnished. Mr. Vannucci mentioned that all
garages would be covered and all had doors.
The application was scheduled for a public hearing at the regular
meeting on February 22.
2. SPECIAL PERMIT FOR MERCHANDISING OF OFFICE SUPPLIES AND PRINTING
AT 827 COWAN ROAD.
Mr. Richard Costa, 661 San Mateo Avenue, San Bruno, submitted an
application for the use of this property as a retail operation
for businesses and industrial firms in the immediate area, selling
office supplies and printing. This parcel is in a light industrial
zone.
A communication from Richard and Harry Costa, partners in the
Custom Office Supply Company, dated January 28, stated it was their
intention to maintain this establishment mainly as a stockroom for
processing telephone orders for charge account customers in the
industrial area. Only about 10% of their business would be strictly
retail. Permission for a sign, meeting all the city requirements and
similar to the Goodway sign presently on the property, was requested.
Mr. Richard Costa assured the commission that the Goodway sign would
be taken down, and that parking presented no problem as there was plenty
of space in the rear of the building. Photographs of the building were
presented.
This request for special permit was also scheduled for hearing at
the meeting on February 22.
3. VARIANCE FROM SIGN ORDINANCE TO PERMIT INSTALLATION OF A FREE-
STANDING SIGN 25 FEET IN HEIGHT ON UNION OIL COMPANY PROPERTY AT
EL CAMINO REAL AND MURCHISON DRIVE.
Norman Miller, Real Estate Representative of the Union Oil Company of
California, 425 First Street, San Francisco, requested a variance from
the city sign ordinance, for property at E1 Camino Real and Murchison
Drive, zoned for commercial.
Mr. Miller's letter, dated January 26, stated that a free-standing
sign was desired 25' in height, presenting as extenuating circumstances
the facts that the service station is on a service road off the main
thoroughfare, which itself is elevated from the service road. Therefore,
the present sign is not sufficiently visible from E1 Camino Real.
A sketch of the proposed sign was furnished. Mr. Miller was not
present at the meeting.
The matter was scheduled for public hearing on February 22, 1971.
4. SPECIAL PERMIT FOR USEAGE OF PART OF PROPERTY FOR OUTSIDE
ACTIVITY AREA, 100 LORTON AVENUE, ZONED R-4
Douglas Fairrington, Pastor of Assembly of God church at 100 Lorton
Avenue, presented an application for special permit to use part of this
property as a fenced play and activity area.
Mr. Fairrington's letter, dated February 5, stated that this area would
be used specifically by the children and youth of the church. Pre-
liminary plans were presented.
Mr. Fairrington explained the area to be fenced, that the surface would be

black -top and that there would be no playground equipment; also that
one driveway would be fenced off but a common driveway would still be in
existence for the tenants of adjoining buildings.
The City Planner stated that there appeared to be no need for either
a use permit or variance, as long as a common driveway existed; that
the applicant should merely take out a building permit for the fence,
making certain that the fence conformed to the Building Code, and
should be no higher than 5' on the outside part of the property and no
more than 6' on the inside.
No hearing will be held on this application.
GENERAL
The City Planner reported that the variance on 117 Bloomfield Road,
duplex in R-1 area, would be brought before the Council, as well as the
matter of "London Lane" in the enlargement of the Standard Oil station at
El Camino Real and Burlingame Avenue.
