The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m., Chairman Sine
presiding.
ROLL CALL

APPLICATIONS
1. APPLICATION FOR SUBDIVISION, LANDS OF DORE, ROLLINS ROAD AND
MARSTEN ROAD
The City Planner gave the background on this subdivision, stating
that for several years he had been attempting to get this land
plotted and surveyed without success, but that now he had been able
to get the Bank of America trust department to cooperate, and the
firm of Wilsey and Ham had made a complete survey. In addition, Bill
Wright, who is chief surveyor for Wilsey and Hamm, discussed how to
make the remainder properties usable. The City Planner stated we
have a tentative map showing the property divided into four parcels,
all of which can be utilized, though certain easements must be created
and recorded.
It was noted that in this subdivision there are no separate property
ownerships and that parcel 4 goes around the corner from the other
parcels but must remain that way. However, it can supply the area
with parking space.
The City Planner stated that the city has a definite interest in this
M-1 property because of the necessity for police and fire protection.
Chairman Sine announced that this subdivision matter would be taken
up at the next public meeting in the Council Chambers August 23.
2. APPLICATION FOR FENCE VARIANCE, JOHN J. EXLINE, 2805 FRONTERA WAY
Mr. Exline was not present, and the City Planner read a letter from
him stating the reasons for his application. According to the com-
munication Mr. Exline's property abuts the Episcopal Church property
on Montecito Way. He has a six foot fence but now has installed
a swimming pool, and feels it would be advisable to put a 2-foot
extension on'the fence in order to keep youngsters from climbing
over the fence to use the swimming pool.
It was decided that this item would be held until later in the
meeting because of Mr. Exline's absence.
3. APPLICATION FOR SIGN VARIANCE, SKYLINE TERRACE APARTMENTS,
3133 and 3155 FRONTERA WAY
The City Planner read a letter from Mrs. Diane Shane of the Skyline
Terrace Apartments requesting that they be allowed to replace two
4' x 8' signs on their property with one identification sign 2'' x 2,':;'t
9'h' to be placed at the putting green at Trousdale and Skyline L�
Boulevard. Mrs. Shane presented a drawing of the proposed sign and
it was passed around. The City Planner requested a reading of the sign
ordinance for apartment buildings, which states "Free -Standing signs
for apartment buildings for the purpose of identification or to
announce the availability of rentals or a combination of both may be
located in the front or side setback areas but no portion of such
sign or of the structure to which it is attached shall extend beyond
the property line. The face of the lettered or printed portions
of the sign shall not exceed six square feet in area and no portion
of the sign or sign structure shall exceed six feet in height above
the level of the sidewalk .
The City Planner then pointed out that actually there are two
variances involved in this sign - one as to location and one as to
size. He asked Mrs. Shane if they could consider settling for a
regular sign, and she said that would not be feasible since it could
not be seen from the Freeway. She was queried about lighting and
said there would be none except possibly a small recessed light.
Chairman Sine stated that this application for sign,variance
would be heard at the next public meeting in the Council Chambers
on August 23, 1971.
4. APPLICATION FOR VARIANCE, NEIL VANNUCCI, 5-UNIT APARTMENTS IN
1100 BLOCK ON CAPUCHINO (LOTS 19 AND 24, EASTON ADDITION)
A letter from the applicant stated that the proposed structures
would conform with all other city ordinances and codes, that the same
type of variance had been granted in the area before and that the
proposed apartments would definitely be an asset to the community.
Plans were passed around to the commission and also a large
colored illustration. There was discussion of the 50'x 115' lots
in this R-2 zone and it was noted that the commission had been
permitting five apartments on this size lot previously.
Mr. Vannucci, who was present, stated that the plans for these
apartments, each on a different lot, were simply reversed in
order to save the trees on one lot. They are all 2-bedroom units
of good size. The upstairs in the rear unit of each consists of
2 bedrooms and a small study. Mr. Vannucci also stated that the
coverage on the lot was below the 50% allowed. It was noted that
there should be no problem with water and sewer mains since this
had been thoroughly investigated on the same size apartment
in another location. Chairman Sine announced that the application
for variance for Lot 24 would be heard at the next public meeting
of the Planning Commission, August 23, 1971.
Lot 19-
With regard to the matter of coverage, the City Planner mentioned
that everything including balconies and stairways which cover part
of the 50% allowed are considered "coverage" except the roof; but
that open stairs, such as those on the front of these apartments
are permitted 4' into the front setback area.
Mr. Vannucci noted that the addresses of the apartments proposed
would be 1116 and 1136 Capuchino, and that one of the existing houses
is in fair condition but that the other is badly delapidated.
Chairman Sine announced that the proposed variance for Lot 19 would
also be heard at the public meeting of August 23 in the Council
Chambers.

The City Planner suggested that Mr. Exline had not yet arrived at
the meeting, but that .the applicant may not have understood the
procedure. The Chairman stated that it would be considered at the
next public meeting of August 23.
NEW BUSINESS:
The City Planner announced that Chairman Sine had several topics
of new business to discuss. The Chairman told the Commission that
the first item was that of parking of cars carrying "For sale"
signs in North Burlingame, that apparently some people have been
using the open area north of Ray Drive, which is State highway land,
as a used car lot. Discussion followed, with the comments being
made that the State Police do not patrol E1 Camino or the properties
around it; that a complaint should go to the State; that the State
tows away cars left on the highway, and possibly they should do this
here. It was resolved that the City Engineer would check out the
situation with the Highway Department.
Garage sales: Discussion involved the fact that garage sale signs
are appearing on the trees along E1 Camino. It was brought out that
garage sales may be held if a permit issued at City Hall, there are
restrictions on the length of time of the sale and on size of the
signs, and it was considered inappropriate that signs be placed on
the trees. Chairman Sine suggested that the Public Works Department
be delegated to watch this.
Rezoning, Newlands Avenue Area: Chairman Sine brought up the
subject of the possible rezoning to R-3A of the Newlands Avenue
area. The City Planner reported that he had prepared a map showing
all of the duplexes and apartment buildings in a triangle area from
E1 Camino to Occidental. The map represents the property usages
according to assessor's reports. He stated that in 1963 he had
made a complete study of this neighborhood, and his recommendations
at that time were to rezone parts of this area to R-3A. He added
that today even more apartments are there, since variances have
been granted. He suggested that this rezoning should be done only
on a certain group of lots at first, to see if it would be
effective, and then properties further from El Camino could be
involved. He brought out the fact that even properties on
Occidental are becoming old, and since many of them are very
large - too large for single families at present - owners will want
to convert them into apartments, and the Planning Commission will
be faced with this problem. The City Planner suggested to the
Commission that Chairman Sine's idea be further developed and that
some sort of definite system be used, such as inviting all property
owners involved to a public meeting to discuss the rezoning. He
noted he would have to have some time to prepare maps and reports
for this project, and that it definitely would be zoned R3A, not
R-3. There was discussion, and the Commission agreed that the
project should be followed through.
