The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m., Chairman Mink pre-
siding.
ROLL CALL
All members were present, except for Commissioner Brauner who was
Ill.
1. VARIANCE - GUEST HOME FOR FIVE ELDERLY PERSONS IN R-1 DISTRICT.
An application for variance filed by Loretta F. Lynch, 850 Acacia Drive,
proposed a guest home for five ambulatory aged females in a first -
residential district --the code permits three paying guests.
Supporting material accompanying the application consisted of:
Map showing location; drawings of lower and upper level floor plans;
tommunication from the law offices of Tarver and Doberty, Burlingame,
attorney for the applicant; reports from Burlingame Fire Department
and San Mateo County Sanitarian on conditions in the.property;
character references in behalf of the applicant from Rehabilitation
and Research Center, Society for Crippled Children and Adults of
San Mateo County, Inc.; County of San Mateo Department of Public
Health and Welfare, Social Service Division.
The City Planner reported that the building is a very large, two-story
wood frame single-family dwelling and that, in the past, prior owners
have attempted on numerous occasions to convert to multi -family use.
Mrs. Lynch and Mr. Tarver reported that there are seven bedrooms and
three baths, that the guests will occupy three bedrooms on the first
floor --two persons to two rooms and a single occupant in the third
room, and that the second floor will be restricted to Mrs. Lynch, her
daughter and an assistant.
Mrs. Esther Quist, San Mateo County Licensing Social Worker, stated
that the bedrooms are exceptionally large and will accommodate the
guests comfortably.
The application was scheduled for public hearing at the regular
meeting on January 26, 1970.
2. CHANGE IN OWNERSHIP RHINETTE NURSERY SCHOOL.
The City Planner referred to a variance granted several years ago to
Mrs. Harriet Giacomini to operate a nursery school at 1117-1119
Rhinette Avenue and advised that a change in ownership is being con-
templated. He stated that he informed Mrs. Giacomini that the
change will require approval of the Planning Commission, because the
variance for the use was granted to her personally.
Mrs. Giacomini stated that she is purchasing the property on a con-
tract of sale and intends to dispose of it as well as the business.
The Commission was informed that Mr. Jack Jones, the prospective pur-
chaser, operates child-care facilities in the cities of San Mateo
and Cupertino.
In referring the matter to the meeting of January 26, 1970, Chairman
Mink requested that the Commission be furnished formal written notifi-
cation of changes proposed and a resume of Mr. Jones's background and
experience.
3. TENTATIVE AND PARCEL MAPS FOR BLUE CHIP STAMPS.
Copies of a tentative map and a parcel map, prepared for Blue Chip
Stamps by Donald D. Greek, Civil Engineer, proposing a resubdivision
of a portion of the lands of Dore on the northeasterly line of
Rollins Road, were reviewed.
The Commission was informed by staff that the proponents have
negotiated a 20 year lease, with two five-year options, and will con-
struct their building on the area designated Parcel 1.
The City Planner reported that the total property is quite large; the
area to be improved by Blue Chip Stamps is vacant but there are
existing commercial buildings immediately adjacent thereto and against
the rear property line; to provide street frontage to these.bui:ldings,
the owner has agreed to grant an easement 20 feet in width along the
southeasterly line of the Blue Chip Stamp parcel to the city for pur-
poses of ingress and egress. The City Planner stated that the docu-
ment has been delivered to the City Attorney and that he, in turn,
will submit to the Council.
The City Engineer, in response to Commission inquiry, reported that
the city will not be held responsible for improving or maintaining
the easement.
The maps were referred to the meeting of January 26, 1970 for formal
consideration.

4. BLUE CHIP STAMP REDEMPTION CENTER, ROLLINS ROAD.
An application for special use permit filed by Blue Chip Stamps,
Los Angeles, proposed a facility for stamp redemption at 1250 Rollins
Road, being a portion of the lands of Dore.
The applicant's letter dated January 5, 1970, signed by A.W. Mangum,
Property Manager, advised that the volume of business in the local
outlet has increased to the extent that crowded and inadequate
quarters forced a decision to relocate; since the company was desirous
of remaining in the City of Burlingame, every effort was made to find
a suitable location in the established commercial areas and, failing
that, the proposed site was selected for construction of a facility
that will provide the advantages of adequate floor area, parking and
accessibility to customers.
A complete set of plans furnished by the applicant were reviewed.
During a discussion of the parking, the City Planner commented that
there will be more than sufficient parking for the building. However,
the total property has never been subdivided; buildings have been
built and occupied and the tenants park at will, since no attempt
has been made to define site boundaries. The City Planner stated that
some method must be found to provide for orderly parking.
The application was scheduled for public hearing at the regular
meeting of January 26, 1970.
5. VARIANCE --APARTMENT BUILDING IN DUPLEX ZONE, CAPUCHINO AVENUE.
An application for variance was filed by Neil J. Vannucci, A.I.B.D.,
South San Francisco, as agent for D. Franco, owner, to allow a six
unit apartment building in an R-2 zone. The property was identified
as 1129 Capuchino Avenue.
The applicant's statement of justification and a set of preliminary
plans were filed.
The City Planner advised that the location is the west side of the
street between Broadway and Carmelita, in the same block where the
Commission has followed a policy of approving the removal of older
single-family residences for replacement with structures of the type
proposed. He reported that the results have been satisfactory; the
buildings are attractive, well -maintained, and meet a need for
housing close to shopping and public transportation.
The City Planner pointed out also that the area is proposed for low -
density, multiple residential in the general plan.
Mr. Vannucci advised that five two -bedroom units are proposed and
one three -bedroom, with parking at one to one according to code.
In response to comment from members of the Commission that the pro-
posed parking may not be adequate in a building with two and three
bedroom units, both Mr. Vannucci and the City Planner stated that the
formula works very well in the smaller buildings, particularly where
there is public transportation, by providing larger and better units
within the range of persons who cannot afford costly rentals.

6. AMENDED APPLICATION FOR REAR YARD VARIANCE.
Mr. Eric G. Mausser was present to discuss a proposed addition to his
residence at 1536 Meadow Lane requiring approval of a variance for
a rear yard less than the 15 feet required by code.
Mr. Mausser reported that an alternative plan has been preparedf
whereby the area of variance will be reduced from 7 to 4 feet.
Following a brief discussion on the original drawing and matters of
procedure, Mr. Mausser submitted the alternate and described changes
that were made to accomplish a rear yard of 11 feet.
The matter was scheduled for public hearing at the regular meeting of
January 26, 1970.
7. SPECIAL.PERMIT - AUTO REPAIR AND PAINTING, MARSTEN ROAD.
An application for special use permit filed by Elgin Auto and Body,
1304 Marsten Road, Mr. John Baeza, Jr., owner, requested approval of
an auto repair and painting shop in an existing concrete block
building at 1302-1304 Marsten Road.
The applicant's communication dated December 30, 1969, reported that
the business is operating at present, and has been for some months,
but that application for a use permit was not made through misunder-
standing.
The City Planner reported that the business license application was
for spray painting of refrigerators, file cabinets and similar fix-
tures and that there was no mention made of automobile painting;
when the situation was discovered, Mr. Baeza was informed of code
requirements.
Mr. Baeza advised that ,he had been sharing the premises with another
tenant and ,just recently,' was able to lease the entire building
for his purposes and now has ample space to perform all of the work
indoors.
The City Planner indicated no objection to the use in the location.
The application was scheduled for public hearing on January 26b1970.
8. WATERFRONT COMMERCIAL DISTRICT.
The City Planner reported that he is preparing material for the Com-
mission's approval preparatory to considering application of Waterfront
Commercial District Regulations and advised that an agenda item forthe
meeting of January 26 will be the scheduling of a hearing to initiate
the actual rezoning.
9. IMPLEMENTATION OF GENERAL PLAN.
Commissioners were furnished copies of a memo from William E. Spangle,

Planning Consultant, and from the City Planner regarding "General
Plan Implementation." The City Planner stated that he hopes to have
a priority list and implementation program for 1970 ready for the
Commission's consideration within the next four to six weeks.
10. DISCLOSURE OF ASSETS - PUBLIC OFFICERS AND EMPLOYEES.
The City Attorney distributed to Commissioners material, including
his comments, concerning a recent amendment to the California Govern-
ment Code providing for certain public officers and employees to
file a statement of financial interests.
11. LOADING DOCKS FOR COMMERCIAL USES.
Commissioner Kindig's comments regarding the lack of loading dock
facilities at Walgreen's plant and the resultant congestion created
by trucks attempting to make deliveries, initiated a brief period
of discussion during which the City Planner reported that the
question of loading docks in commercial districts has never been
raised, nor 1s there provision in the code. He pointed out that to
require such installations in future jobs would probably take years
to accomplish, since the commercial districts remain more or less
static, with few changes; additionally, as a result of the parking
district, most commercial properties either have their own parking,
or convenient parking for delivery trucks.
