The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m., Chairman Sine pre-
siding.

APPLICATIONS
1. VARIANCE TO CONSTRUCT APARTMENT BUILDING ON LAND PARTIALLY
ZONED R-1, 1501 RALSTON AVENUE.
David A. Nicolaides, 1009 California Drive, submitted a proposal for
construction of a 27 unit apartment building on a parcel located at
the southwest corner of Ralston Avenue and El Camino Real, partly
zoned first -residential and partly third -residential.
A letter from 'sir. Nicolaides dated December 9, 1970, stated that the
property measures approximately 22,943 square feet in area and con-
sists of two complete lots and portions of four other lots combined
as a single parcel on which is located a badly deteriorated single-
family residence.
The letter stated that the R-3 lots, 50 feet in depth on Ralston by
156.42 feet on E1 Camino, lack sufficient land area to support apart-
ment construction, because of setback requirements and that utilizing
the entire property will improve the appearance of El Camino and
benefit neighboring properties by causing the removal of the existing
building and permitting a well -designed modern structure.
Preliminary plans were furnished and a rendering of the proposed
building placed on display.
Mr. Nicolaides advised that the building will be +:three stories in
height over a basement garage, entrance to the building and the
garage area will be off Ralston Avenue.
The City Planner reported that the plans were examined to assure
proper setbacks and off-street parking.
The matter was scheduled for public hearing at the regular meeting
on December 28.
2. SPECIAL PERMIT FOR RETAIL SALES IN ANZA AIRPORT PARK,
312 LANG ROAD.
An application for special permit filed by Marvin G. Nachtsheim,
271 Southwood, Palo Alto, proposed construction of a cedar log
cabin in the industrial district to be used as an office and sales
model.
The applicant's communication stated that the structure will contain
approximately 800 square feet, the exterior finished in aged cedar
having a silver gray patina, that the site will be landscaped,
including a cobblestone walkway.
The Commission was informed by staff that retail sales in the
location will require approval of a use permit and that matters
having to do with the building proper will be decided by the building
inspector.
Mr. Nachtsheim reported that arrangements have been made to lease the
entire lot and that long-range plans contemplate a total of three
display models.
In response to Mr. Nachtsheim's comment that off-street parking was
not considered essential, since there appears to be ample street
parking available, the City Planner cited code requirements, stating
that at least three spaces will be required for the initial building
and probably five additional if there are to be three buildings.
Mr. Nachtsheim was informed further that a paved surface will be
required in the parking area.
The application was scheduled for public hearing on December 28.
3. SPECIAL PERMIT FOR TRUCK AND AUTOMOBILE LEASING, 1409 ROLLINS ROAD.
McCullagh Leasing Inc., and Commercial Credit Industrial Corporation,
San Francisco, submitted an application for special permit to conduct
a new car and truck leasing operation in the industrial district.
The applicant's letter dated November 24, 1970, signed by C.E. Martin,
Area Vice President, Commercial Credit Company, stated that McCullagh
Leasing Inc., is engaged in the business of leasing new cars and
trucks to major business concerns using fleets of cars and/or trucks
up to 50 units and, in some instances, to individual business,--inen
using one or two units.

The communication stated that only minimum servicing will be per-
formed on the vehicles at the proposed location, major replacements or
repairs being the responsibility of the manufacturer or dealer from
whom the vehicles are purchased; storage of vehicles will be short-
term, limited to the time necessary to prepare new units for delivery
and used units for sale--50 to 70 units would be the maximum in
storage at one time.
The City Planner reported that the property was developed originally
by the owner for purposes of the telephone company, that there is
an existing building, paved parking area and a fence in place.
Mr. Martin explained that there is more than ample space to accommo-
date vehicles that will be held in storage and employee parking; for
the most part, people working out of the office will be on the road
and no more than five spaces will be required for actual permanent
employees. Mr. Martin stated that the premises have been cleared of
all equipment and materials belonging to prior tenants, that the
cyclone fence has been relocated to the furthest extremities of the
property and that the interior and exterior of the building will be
painted.
The matter was scheduled for public hearing on December 28.
4. VARIANCE FOR MULTI -FAMILY USE OF R-1 LOT, 117 BLOOMFIELD ROAD.
David Kron and George Parsons, 1005 Drake Avenue, Burlingame, filed
an application for variance to construct a "5 unit garden apartment"
in the first -residential district at 117 Bloomfield Road.
The application form recited improvements existing "6 room single-
family residence."
Material accompanying the application included the applicant's state-
ment of justification, copy of a letter to Mr. Parsons from Department
of Public Health and Welfare, County of San Mateo, reporting con-
ditions observed in a recent inspection of the subject property by
the Burlingame Building, Fire and County Health Departments and sug-
gesting that once the property is vacated, serious consideration
should be given to demolition of all structures on the property.
A preliminary plan of the proposed improvement,prepared by Dellolf &
Associates, San Mateo, was filed.
Mr. Parsons stated that he has owned the property with Mr. Kron for
approximately five dears.
The matter was scheduled for public hearing at the regular meeting
on December 28. Mr. Parsons was requested b have additional copies
of the plans available at that time.
5. VARIANCE FOR ADDITIONAL APARTMENT UNIT, 216 HOWARD AVENUE.
An application for variance filed by Anthony Nanni, 1233 Nadina Street,
San Mateo, proposed "to construct two -bedroom 1-1/2 bath apartment
in lower vacant store area" in an existing building at 216 Howard Avenue.

The applicant's statement dated December 14, 1970, ,explained that
it is intended to restore the building to conform with the general
neighborhood appearance by changing the entry to Channing Road and
removing the cemented section on Howard Avenue to permit landscaping.
The communication stated that there is an existing detached garage
on Channing Road large enough to accommodate three cars and
that the building was purchased by the applicant contingent upon
approval of the variance.
Photographs of the building and a rough sketch of the proposed
alterations were filed.
The City Planner reported that the building was built as a single-
family dwelling, that at some unknown time it was converted to a
store and one apartment unit on the ground floor and two apartments
above, and that in 1954 the Planning Commission and City Council
approved a variance allowing the grocery store to occupy the entire
ground -floor level, thereby eliminating one of the apartment units.
The City Planner stated that the store served the neighborhood
well and was successful for many years but gradually has become more
and more unsuccessful and has been completely vacated for some
time. He advised that the City Manager received a letter from one
of the neighbors requesting that the owner no longer be permitted
to rent for retail store purposes.
The Planner reported that the store was non -conforming and that the
code provides that where such a use ceases to exist for a period
of six months it may not be re-established. Referring to the
existing dwelling units on the upper level, the City Planner expressed
the opinion that it would be difficult to enforce abatement at this
late date.
Mr. Nanni advised that the store area approximates 1200 square feet,
that the lot is 46 x 103 and that there is sufficient open area to
permit a small garden or patio.
The application was scheduled for public hearing on December 28.
