Mr. Barton, in respon=e to Chairman f-4ink, ioxplained that is, the State of California "extended Care facility" " is a general term applied to a variety -of types of medical care facil.Ities, and that the proposed jacil.ity, speclalizipg in geriatrics, or care of the aged, is basically an extended care hospital. Barton stated that the developers propose 302 beds, 70 to be reserved for sub -acute patients and the remainder for long-term nursing cares that, pa.rkiiig has been computed on a formula of one space for four bads, the identical formula applied in 36 similar facilities in seven statesi operated by Beverly Enterprises. Mr. Barton stated that open visiting hours are maintained, thereby eliminating the influx of traffic occurring when visitors are restricted to certain hours. fie expressed the: opinion that increasing parking to greater that one in fou-v will create super- flous parking and that the land is too valuable to remain unused. Mr. Barton advised that staff will approximate 15U to 160 during a 24 hour period, the maximum being 60 on the day shift from 7t00 a.m., to 3:00 p.m., and that 25 spaces will be allocated for their use as the tendency is to form car pools or use public transportation. In response to Commissioner Brauner°s inquiry concerning parking requirements for such facilities, the City PISLnner stated that he has discussed the matter with ethers engaged in the field of planning and there appear to ba no established' guidelines d¢ federal government statistics, based on established operations, indicate one space for 3-1/2 to 4-1/2 beds depending upon location, but there is no information as to whether the formula is workable. Mr. Barton stated that Beverly Enterprises operates five general hospitals in addition to nursing -care homes and is knowledgable of parking requirements, Commissioner Sine stated that convenient public transportation and public parking lots are available in the City of San Mateo; in this city, in the proposed location, the situation is just the reverse, emphasizing the importance of ample off-street. parking. Commissioner Norberg referred to construction of an apartment building in progress at the sou*thwesterly coTner of El Ca��ino Real end Chapin Avenue where the sidewalk has been :gazed,. The City Engineer agreed, in response to Commissioner Norberv, to investigate the -lio,=sibiii w:i-s of effecting a widening of Chapin Awns_ by relocating the a-a-wb when the sidewalk is reconstructed.
