ROLL CALL A roll call recorded the above -named members present. The City Planner reported that Commissioner Norberg expected to be delayed by another appointment. EXTENSION GRANTED NERLI CONSTRUCTION COMPANY. Chairman Cistulli announced that the adjourned meeting was called for the purpose of considering the request of William Nerli, Cenerai Con- tractor, for additional time to exercise a special permit issued approx- imately one year ago for retail sales of prefabricated cedar homes in the Anza Airport Park industrial area. Upon recognition by the Chair, Mr. Nerli stated that it became neces- sary to request an extension because of delays in arranging the lease for -the property; he stated that all of the arrangements a -re now com- ple-t-ed - a five year lease with option has been signed - and that it is expectedthat the business will be operating within a period of a few months. There were no comments from the audience in response to the Chair's %nquiry. On a motion introduced by Commissioner Mink, seconded by Commissioner Pierce, and unanimously carried, an extension of six months, subject to the identical conditions of the ofiginal permit, Was approved. ADJOURNMENT Where being no further business requiring action by the Commission at this time, the meeting was adjourned at 8:05 p.m., followed immediately by the study meeting regularly scheduled for this date. Respectfully submitted, Everett K. Kindig, Secretary STUDY MEETING 1. VARIANCE FOR GASOLINE SERVICE STATION, BAYSHORE HIGHWAY. An application for variance filed by Barry Spivak, Secretary -Treasurer, Central Valley Real Estate Corporation, Sacramento, proposed a gasoline service station on a site on Bayshore Highway which may be closer to an existing service station than permitted by code. A site map and metes and bounds description located the property at the corner of Old Bayshore Highway and Broadway extension, immediately south of the California Trucking Association building. A letter of justification dated February 29, 1968, from the law offices of Tarver and Doherty, Burlingame, was filed in behalf of the applicant, with related plans and photographs. r Mr. Robert Tarver stated that the site is within the prohibited distance for service station locations as defined by code (Sec. 25.74.020), but it is the applicant's position that the reason for the rule does not exist in this instance as the intervening streets are the north and south bound lanes of Bayshore Freeway. Mr. Thomas Bardet, representing Mobil Oil Company, the prospective tenant, discussed the drawings and photographs, advising that the latter were of existing stations in the cities of Santa Rosa and San Carlos, designed for professional/industrial areas, and representative of construction proposed for the property. The City Planner pointed out that the location is the entry, in a sense, to what will eventually be a city park, representing quite a substantial investment; if there is to be a service station there, landscaping and architectural design should be appropriate to the area. The City Planner reported a number of questions raised when the drawings were examined by staff: 1. The property line is some distance behind the street as it now exists and "will probably exist for some time because of the uncertainty as to the future of the area -- notably, the overpass reconstruction; the drawings indicate three concrete driveways and asphaltic concrete side- walk at various locations; the Park Superintendent does not object to the driveways but recommends lawn in place of sidewalks. The drawings show "future" curbs and gutters in the correct locations; curbs and gutters should be installed when the property is improved to conform to existing improvements to the north. 3. The City Engineer will require a detailed drainage design, also, the proposed datum plane for the elevations noted on the drawings. 4. The drawings show an identification sign 27 feet in height; the City Planner suggested that a 20 foot sign in the location indicated would not be visible because of the overpass and that the proposed height seemed reasonable; the sign variance could be considered concurrently with the variance for the use of the property. -2- { Mr Tarver stated that the Central Valley Real Estate Cor oration is the contract purchaser of the property with a lease agreementpwith Mobil Oil Company or its franchisee. The application was scheduled for public hearing at the regular meeting, March 2S, 1968.. 2. SPECIAL'PER14IT FOR HOTEL, BAYSHORE HIGH11AY. An application for special permit filed by Seven Inn of America, San Diego, proposed a 340 unit, 10 story hotel on a 3.91 acre parcel fronting the easterly line of Bayshore Highway, southerly of Burlway Road, The Commission was reminded that an application for a motel on the same property, submitted by the same applicants, was approved little more than a year ago; however, the permit expired and the applicants are now resul- witting for an entirely different type of building. Mr. Ron Davis, project architect, represented the proponents. The City Planner read correspondence exchanged between his office and Mr. Davis concerning probbms in the preliminary sketches. - -- Mr, Davis reported than the revised drawings incorporate the matters referred to in the letters; he stated%that street improvements will be constructed at the property Prone as part of the overall development; that dimensions for parking spaces have been revised to the legal width of 9 feet; that soil tests have been made and the property will be sur- veyed by a local surveyor; and that shops within the building will be limited to barber shop, beauty shop and gift shop. The City Planner advised that the land is owned by Mr. and Mrs. E. Phillips, Millbrae, and that their letter will be forthcoming confirming negotiations in progress with the applicants. Mr. Davis advised that there is a letter on file from the Federal Aviation Administration, San Francisco area Office, indicating no objection to the building height, Mr. Davis advised also that studies are underway on the sign displays. The application was schedul®d for public hearing on March 2S, 1968. 3o VARIANCE TO CONVERT Rml DWELLING TO DUPLEX, 1S12 BARROILHET AVENUE. An application for reclassification from R-1 to R-2 District, filed by Ernest Van Slyke, owner and occupant of the property at 1512 Barroilhet Avenue, was replaced by an application for variance :when Mr. Ralph Button, Building Designer, representing Mr, Van Slyke, advised that the latter had agreed to make the change. The applicant®s letter of justification dated March 11, 1968,.a petition .signed by eleven (11) residents in the immediate area of the property approving the application for variance, and drawings prepared by Mr. Button were filed. 0 3v 0 The Commission was informed, that .the application is to convert ,the ( l existing single -Family dwelling to a duplex by installing"a new inside wall dividing the house, converting a small bedroom to kitchen facilities, and adding a second entrance, Mr. Van Slyke is alone and suffers from a physical condition requiring the presence of another person in the home at night to assist in case of emergency. A letter dated January 26, 1968, from C.D. Thornwali, M.D. certified that Mr. Van Slyke "is suffering from severe cerebral vascuh-r deficiency and for this reason should have someone with him during the night." The City Planner reported that he has had discussions with Mr. Van Slyke, suggesting to him that the structural changes not be made,but he desires to preserve his privacy and, at the same time, afford privacy to whomever may be sharing the home. Mr. Button reported that the property consists of one lot and a portion cf another, is zoned R-1 and abuts the R-3 zoning on El Camino Real. 7l:e application was scheduled for public hearing on March 25, 1968. 4. SPECIAL PERMIT RESTAURANT AND COCKTAIL LOUNGE, BAYSHORE HIGHWAY. An application for a special permit was filed by Anza Pacific Corporation, Burlingame, for a restaurant and cocktail lounge on acreage adjacent to Bayshore Highway, approximately 750 feet southerly of the area occupied by Avis Rent A Caro Mr,, Cyrus McMillan, attorney for the applicants, advised that the pro- posed facility is one of a chain of similar restaurants operated by Charlie Brown's Restaurants, Los Angeles, and that approximately four months ago the Commission approved another application for the corpora- tion in another location which did not materialize. Mr. McMillan stated that the street improvements --curb and gutter-- will.be installed and that off-street parking will exceed code require - men t s . The City Planner reported that plans were not available to staff prior to the meeting, that the layout shows the building to be approximately 10,000 square feet with parking for 147 cars but that the areas to be landscaped are not clearly indicated. The City Planner noted that there is included on the drawing a "proposed -service station site." Afro McMillan stated that the plans are similar for all the restaurants and that the one proposed harm must be comparable to those in Southern California. Chairman Cistulli suggested that the City Planner be furnished a complete set of drawings, including sign detail, for examination prior to the regular meeting. The application was scheduled for public hearing on March 25, 10-68. -4- S. ANZA PACIFIC CORI T-ION GOLF_;DRIVING i A special permit application for a golf driving range on the lands of Anzn Pacific Corporation was submitted, and subsequently withdrawn for, a. period of 60 days, following ,comments from the City Planner to the effect that the application appeared premature since the area involved is wtftr and, presumably, will not be filled nor improvements installed for some months. He informed the Commission further that the City Council expects to discuss with Anza Pacific Corporation the question of a road across a portion of the property, suggested by the landscape architects as a part of the Bayside Park plan. In agreeing to delay, Mr. David Keyston advised that the area between Airport Boulevard and the city°s boat lagoon is considered the most desirable portion of their property, that the driving range is proposed as an interim use -- approximately for 10 years -- compatible with the city park, and a method of reserving the land for future uses higher than industrial. Mr. Keyston stated that they are also considering submitting a proposal for a deluxe mobilehome park as anoftr interim use in the area behind the drive-in theatre. The preliminary plans and the application were referred to the City Planner; the applicants geed that when the matter is resubmitted detailed i` drawings will be available. 6. VARIANCE #OR STORAGE OF DAMAGED VEHICLES, HIGHLAND AVENUE. An application filed by Burlingame Motor Company, 200 California Drive, Burlingame, proposed to use vacant property at 145 Highland Avenue for parking damaged vehicles prior to repair. The applicant's letter of justification and a drawing to show the precise location and existing uses in the immediate vicinity were filed, Mr. Jerrold L. BrombeM President, Burlingame Motor Company, informed the Commiss4on that the lot will be used for temporary storake of vehicles requiring body and paint repair, towed in by the AAA Emergency Road Service operating out of Burlingame Motor Company. He advised there will be no storage: of "totals` wrecks. The Commission was advised that the Highland Avenue frontage is zoned R-4. with the excepti.on'of the property formerly occupied by Spreckels - Russell Company; the subject lot abuts the city parking area to the north and a residence to the south; the opposite side of the street is zoned C- 2 . The City Planner discussed requirements for parking lots, including paving, drainage, landscaping and fencing. He mentioned that the auto- mobile business contributes substantially to the city's economy and that lack of space is a problem common to the industry. The application was scheduled for public hearing at the regular meeting, March 25, 1968. -So 7. SPECIAL PERMIT TO EXTEND ANIMAL CLINIC,MAGNOLIA AVENUE. An application filed by Plaza Veterinary Clinic, W.M. Hand, D,V,M, , 1806 magnolia Avenue, proposed expanding the operation to an adjoining vacant store at 1808 Magnolia Avenue. The applicant's letter and a. site plan were filed. The City Planner recalled that the Commission approved a }permit to G.E. Frey, D.V.M., to operate a clinic in the location under certain conditions (October 26, 1964). Dr. Hand advised the Commission that he acquired the clinic approxi- .mately six months ago and that the plans are to use the adjoining shop for office, operating room and storage -cage area. He: explained that the animals are not kept overnight,'except in emergency, and that the extra space will permit: separating the healthy animals from the sick. The application was scheduled for public hearing on March 25„ 1968. S. AN2A PACIFIC CORPORATION RE. NEW LAID USE CLASSIFICATION. A letter was read from the law offices of Anderson, McMillan f Connolly, Burlingame, in behalf of Anza Pacific Corporation, requesting the Cam- mr,.ssion to consider recommending a new land use classification to pro- vxde for an executive zone, enabling development of property for office buildings. The communication sa�dit is the intent of An za Pacific Corporation, if such legislation were passed, to apply for reclassification to such executive purposes of all of that portion of their property :dying between the City of Burlingame property and Airport Boulevard. Chairman Cistulli recognized Mr. Cyrus J. McMillan who stated that generally this C-3 classification is restricted to professional offices; the area easterly of Sayshore Freeway. has strong appeal to business firms desiring to locate local offices in proximity to the airport. Mr. McMillan stated that his clients would prefer to develop that: portion of their property adjacent to the city°s lagoon in something other than Industrial or warehouse buildings. Mr. David Keyston suggested a classification permitting buildings similar to those existing in the vicinity of the Hyatt House, geared primarily to office use with limited space for storage of materials. Following some discussion, the City Manner agreed to draft material for the Commission's consideration and suggested that Mr. Keysto n submit any ideas that he Right have.
