ROLL CALL A roll call recorded all members present. MINUTES The minutes of the meetings of March 25 and April 8, 1968, previously sub- - ritted to memb6�rs, were approved and adopted. TENTATIVE MAP MILLS ESTATE NO. 27 (continued) ip �+ Commissioner�Pierce. accordance''ilith ,th® A revised tentative map of Mills Estate No. 27 e proposing a total of nine (9) lots prepared by the firm of Daniel, Mann, Johnson, and Menden- hall, Redwood City, for Mr. Harry Smookler and others, was reviewed at the study meeting and scheduled for formal consideration at this time. A letter dated April 22, 1968, from Mr. Stan Schupp, Project Manager, requested permission, on behalf of the developer to submit and have processed concurrently all material relating to the subdivision, including the Tentative Map, Record Map and Improvement Plans. The communication suggested the following for Commission approval: May 8, 1968: Review subdivision plans with interested home owners, May 13, : Attend Planning Commission study session. May 27, Submit documents to Planning Commission for formal considera- tion. .tune 3, : Assuming approval by Planning Commission, submit documents to City Council for approval.. Jhe communication mentioned that considerable time and. effort was expended by the city and the developer during the past three years in processing prior mapsfor the property, and it is hoped that the Commission will approve: the suggested method for expediting the current map. Tha City Planner reported that, legally, the Commission may consider ten- tative and record maps concurrently; in fact, this was done when the Mills Estate was being subdivided,. On a motion introduced by Commissioner Pierce, seconded by Commissioner Mink and unanimously carried, the Tentative Map of Mills Estate No. 27 was referred to the regular meeting of May 27, 1968. HEARINGS Pursuant to public: notice, hearings were conducted as follows 1. VARIANCE FOR GASOLINE SERVICE SIATION, BAYSHORE HIGHWAY continued). A letter dated April Sp b968 was read from the law offices of Tarver and Doherty, Burlingame, signed by Robert A. Tarver, requesting a continuance to the next regular weeting on the: application of Central alley Read Estate Corporation for variances for a gasoline service station and 4:den- ti fyi.rg sign, and the propo-nents be permitted to appear before the Cola - mission at the study meeting on IMay 13, Th; City Planner reported that following the last regular meeting }ia, with the City Eagirn.cer, had a. lengthy meeting with the applicants with the result that the plans .gad to be redrawn to correct engineering details. He a-tated that the appli_ca—a s were reminded that the question of the pro- -2- posed use of the property has.not been discussed_And<.the-Commission has the. ight and the authority to pursue this at the proper time 'Following a discussion initiated by Commissioner Brauner concerning code requirements applicable to gasoline service station locations, a motion introduced by Commissioner Mink, seconded by Commissioner Pierce and unanimously carried, continued the public hearing to the regular meeting on May 27, 1968. 2. SPECIAL PERMIT HOTEL. BAYSHORE HIGHWAY (continued). A letter dated April 12, 1968, was read from Ronald K. Davis, A.I,A4, San Diego, project architect for the hotel proposed to be constructed by the Seven Inns of America on Bayshore Highway, requesting a continuance of the public hearing scheduled for this date to the next regular meetingo A motion introduced by Commissioner Pierce, seconded by Commissioner Brauner and unanimously carried, continued the hearing to the meeting of May 270 1968. 3. SPECIAL PERMIT FOR PARKING AREA, CALIFORNIA DRIVE (continued), An application for special permit filed by Congdon, Del Secco and Ross Investment Company, Burlingame, proposed to establish an off-street parking loi in a portion of the lands of San Francisco Water Department on the easterly line of California Drive, commencing at Millbrae -Burlingame city Jimit and extending southerly approximately 600 feet. Zone: Unclassified. A letter dated April Ss 1968, signed by Clayton Del Secco advised that the land has been leased from San Francisco Water Department for the purposes of supplementing off-street parking for office buildings owned and operated by the applicants, and that it is intended to prepare a strip twenty-one feet wide by 600 feet for parallel parking according to City of Burlingame typ G cal parking layout A site map and parking plan were filed. Mr. Morris CA Ross represented the applicant,advising,, in response to the Chair, that a revocable lease has been arranged and it is intended to grade to eliminate lour spots and apply a seal coat since the area will supply nun '�eary parking and probably not carry heavy traffic. He stated that existing parking facilities for their office buildings (1800 block El Camino Real) are used to capacity. In response to the Chair, the City Planner stated that the trees and shrubs will create a screen between the traffic on California Drive and the actual parking, that seal coating should be acceptable, and that the drive- ways w"I be required to be constructed to city specifications. The City Planner reported receiving a telephone call from a representative of the San Francisco Water Department indicating that there may be some gF_�estions as to venether a lease can be arranged with the applicants as the -San Francisco office is of the opinion that the City of Burlingame owned the lease on ail of the property; however, the City Clerk indicates that the ci_ty's i.nt.erest extends only to Grave Avenue. The City Planner recommended that if the use is approved it be conditioned on the applicants submitting proof of thoir right to the property. -3- During a period of Commission,commento it was pointed out that where; the �vehi cles will be parked is approximately four (4) feet below street � evel, that site distance is:extremely;4imited because of the.;trees and shrubbery and that during commute hours there is a heavy concentration of pedestrian and vehicular traffic. Commissioner Pierce suggested that the matter of, access and possibly some form of traffic control should be explored before a decision is made, There were comments that the Park Commission will0interested if trees or shrubbery are to be disturbed. Mr,, Ross stated that there are places where the growth is sparse and the driveways were planned accordingly. Following some further discussion, a motion was introduced by Commissioner gra.uner to continue the hearing to Monday, May 13, I968; notion seconded by Commissioner Pierce and unanimously carried. The City Planner stated that arrangements will be made to inspect the site with the City Engineer and the Park Superintendent, Mr. Ross agreed to have a copy of the lease available at the fleeting. ACKNOWLEDGMENTS chairman Cistulli acknowledged the arrival of Mayor Johnson and Councilman Diederichsen. HEARINGS (coat.) 4, SPECIAL PERMIT OFFICE BUILDIN ROLLINS ROAD. A public hearing on the application of Hammett & Ediscn, Burlingame. for a :special permit to construct an office building in the industrial area was postponed to later in the meeting upon determination by the Chair that the proponents were not represented. Livesay, Belmont, requested approval of a special use permit for 2 trucking operation at 1409 Rollins Road, Zane: M-11 A statement accompanying the application advised that the site is northerly of the fire station and was formerly occupied by th4e telephone company; there is an existing one-story building and a cyclone fence encloses the property, A site plan was filed. Pe det z Company o J415 Rollins Road, indicating no objection to the use providing that the chain link fence on Rollins Road frontage is replaced with a masonry fence to screen the storage and Fizintaa n the attractive architectural appearance of the area,, A communication dated April 160 1968, was read from Hammel-t & Edison, -4- Consulting Engineers, owner of Lot b, Edwards Industrial Park, directly across Rollins Road from the subject property,.-' roperty,- referring to their appli- ationon file for a special use permit to construct'an office building �..t the front of their property, representing a substantial investment in construction and landscaping. The writers expressed their interest in "maintaining the present reputa- tion of Rollins -Road as a high grade industrial park" suggested that trucking headquarters are not as attractive as office or light industrial buildings can be and, preferably, should be confined to the areas in which they are now concentrated; as an alternative, the letter requested that any permit for a strictly trucking enterprise in the new portions of Rollins Road require construction of a permanent masonry walla eight feet in height, to screen the truck storage from the street, Mr. Livesay was present and, in reply to Chairman Cistulli, advised that he is renting the property from Wilsey -Bennett Company and selected the site because there was space to park the equipment off the street. In reply to Commission inquiry. the City Planner confirmed that when the telephone company occupied the property their trucks were stored there. Commenting that an unadorned cycione fence is not particu,j arly attrac- tive, the City Planner suggested, since Mr. Livesay is occupying the promises as a tenant and it may place an undue burden upon him to install a masonry wall, that the Commission consider a planting screen at the fence as an alternative. I Mr. Livesay indicated willingness to comply, stating there is suf- ficient space for landscaping, Commissioner Kindig reported that he visited the location and was some- what disturbed at the prospect of trucking operations moving north on Rollins Road into the newisr industrial district. There were no comments from the audience in response to the Chair's inquiry, A motion introduced by Commissioner. Brauner approving the use permit to the applicant stipulated that shrubs -o at least four (4) feet in height shall be planted and maintained outside of the Bence on the entire Rollins Road frontage. VARIA14CE T.O EXTEND GASOLINE SERVICE STATION 'rO R-4 PROPERT % kn application, for variance filed by Orion Oil vompany of California, - 425 Firs` Street, San Francisco, proposed extending an existing M-1 Toned service station at 1147 Bayshore Boulevard to include 44 feet of an adjacent property on Bayshere Boulevard zoned R-4 and currently used for commercial purposes. oS© The appiica.nt's communication dated April 4, 1968, signed by Norman H. filler, Real Estate Representative, stated that an agreeexrt has be®a negotiated to acquire the additional frontage,€r and that Approval of the variance will provide the land to completely rebuild and increase the areas of landscaping and off-street parking. A set of plans was filed. Upon recognition by the Chair, Mr. Miller advised that the station was built in 1954 and modernized in 1962; the plan now is to clear the site, replace the underground tanks and construct a rustic type of service station. The City Planner reported that the Union Oil Company proposal will take a portion of the site presently occupied by an cold building housing an automobile repair shop and that the agreement between the Burlingame Share Land Company and the city provided for demolition of this building. He stated that ,approval of the variance will require a resubdivision map delineating the boundaries of the service station site. In further comment, the City Planner stated that the drawings have been examined, the layout is good and Mr. Miller has agreed to additional landscaping at the southerly end to divide the property from the adjacent property. Referring to the applicant's drawings, the City Planner pointed out that they propose to construct a new sidewalk in alignment with that already ,they on. the Burlingame Shore Land Company frontage. Commissioners reviewed the drawings at some length with Mr, Miller. There were no comments from the audience in response to the Chair,, A .notion was introduced by Commissioner Pierce approving the variance as requested cor.01i.tioned upon the addition of landscaping, at the southerly property line (as agreed to by Mr. Miller), des��gn of the street improve - meats to be submitted to the City Engineer for-ap;��'ova l p:ri or to con- struction, and the building to have a peaked roof with curved Monterey tile. The City Planner, in response to the Chair, reported that he inspected the site and there would appear to be no problems since the space under the screen tower is wasted,with little visibility from most of the surrounding area, There were no co*meats from the audience in response to the Chair. COMMUNICATIONS lm COMMISSIONERS NAMED TO CITY DAPROVEMENT COMMITTEE. A communication darted April 17, 1968 from the City Manager advised that the City Council, at the last regular meeting, named all members of the Planning Commission official members of the City Improvement Committee. In response to the Chair, the City Planner reported the action was taken when the City Council decided the Planning Commission should be aware of physical improvement projects, in progress and proposed, and the first meeting will be scheduled for the purpose of reviewing a -ad discussir_g playas for remodeling the Recreation Center with the project artinitecto Mayor Johnson, its response to the Chair, stated that Council has been of the opinion for some time that there would be advantages in having the Commission and the citizens' group working together where physical changes are involved. 20 CALIFORNIA .HIGHWAY RESOLUTION A communication from the City Manager dated April 22, 1968, transmitting from the City Council for the Commission's consideration a "Resolution of the California Highway Comihission Pertaining to Parks" and an accompanying letter dated April 2, I368, signed by Roberti T. P•iartin, Assistant Secret«ry, was acknowledged NEW BUSINESS to ELECTION OF OFFICERS. Chairman Cisti lli expressed appreciation to members of the Commission and to staff for their cooperation and support searing the past year,, Nominations for offices were declared open. 8- CHAIRMAN commissioner Charles W. Mink was nominated by Commissioner Kindig, aeconded by Commissioner Braunera There were no further nominations and on a unanimous vote Commissioner Mini: was elected Chairman for the term of one year, VICE-CHAIRMAN Commissioner Thomas Co Taylor was nominated by Commissioner Brauner, seconded by Commissioner Pierce. There were no further nominations and on a unanimous vote Commissioner Taylor was elected Vice -Chairman for the term of one year. SECRETARY Commissioner Everett K.
