STUDY MEETING to be transacted, the meeting was immediately by the study meeting regu- 1. HOME FOR AGED 1431 EL CAMINO REAL. An application for special permit filed by Grace H. Duda proposed con- verting two ground floor dwelling units of a two-story four wait apart- ment building at 1431-1433 El Camino Real to a boarding home for five elderly persons. Floor plan drawings of the upper and lower level units accompanied the application. The applicant's communication dated September 12, 1968, stated that the premises have been inspected by representatives of the San Mato County Department of Public Health and Welfare and City of Burlingame Fire and Building Departments. Copies of a fire department inspection report dated March 25, .1968, and a letter dated Sep ember 241, 1.968 from the fire dopaTtmeat to Mrs. Duda,noting corrections which would be required eiere the :Et rat floor of the building to be used as proposed,were read. The Commission was informed that apparently the apartments on 1.1ie upper level will continue as rentals for private occupancy. A a)mmunication dated September 16, 1963, signed by P.C. Orme, `ales Manager Retail,. Union (ail Company of California, San Francisco office, requested permission to install a new bell sign at the service station on the corner of El Camino Real and Murchison Drive to a height of 25 feet 6 inches, in lieu of the maximum, height of :20 feet permitted by code. A communication dated October 9, 1968, from Bell Electrical Signs,Inc., San Mateo, requested permission to install a sign at 310 Lang Road for Lindal Hones, Inc., 6 feet high, 12 feet long, double-faced plastic with interior illumination, to an overall height 30 feet above ground level e 10 feet higher than permitted by code. A plot plan and sign detail were filed, Mr. Dewey Bell was present. He stated that the sign will serve: to identify the location of Lindal Homes sales outlet. Mr. Bell stated that of the three model houses on display the greatest height 3s approximately 23 to 24 feet measured from ground level to the top of the A frames that, if the sign: were to conform to code, the bottom. of the face of the sign would be 14 feet above ground level, that approval of an additional 10 feet in height will make it possible to overcome sight barriers created by the bark of the freeway as it approaches the location, and to raise the sign sufficiently so as not to obstruct the :view of the buildings. The matter was scheduled for public hearing; at the regular meeting of October 28. REVISED PRELIMINARY FLANS - 24 UNIT APARTMENT BUILDING,. Mr. Arthur Dudley and Vitro David Nicolaides were present to discuss a revised proposal for a 24 unit apartment building at the southwesterly corner of E1 Camino Real and Chapin; Avenue. A letter from 'fir. Dudley, agent for William and Gerhard Van Herick and David Nicolaides, was read advising that the plans had bee;a zevised to conform to suggestions made at the ion meeting of August 265 as follows 1. PARCEL MAP - RESUBDIVISION COLUMBUS AVENUE. A Parcel Map prepared by Wilsey and Ham for Peter and Ednamae Campanile, 1341 Columbus Avenue, proposed a resubdivision of Lots 16 and 19 and that portion of a ten foot strip between said lots, Block 60, Easton Addition No. 7. A communication from the City Engineer dated October 11, 1968 xeferred to a prior action by the Commission and the City Council whereby a variance was granted the applicants to remove a garage from Lot 16 to a separate land -locked parcel, berg a portion of Lot la, and stated that approval of the parcel map will delete the existing property line between the two lots resulting in a single lot and removing the neces- sity for a variance pertaining to the garage. The communication mentioned that the matter of an easement grant from the owner to the city for sewer and water utilities in the ten foot strip will require action by the City Council. The map was scheduled for public hearing at the meeting of October 28. 6. COMMENTS REGARDING WATER SERVICE o CHAPIN AND BURLINGAME AVENUES, WESTERLY OF EL CAMINO REAL. The Commission heard Mr. Nikon Elliott, owner of single-family dwellings at 1515 and 1517 Chapin Avenue and 1.118 and 1530 Burlingame avenue, comment on problems of water supply in the general vicin-ity of the property at El Camino Real and Chapin Avenue, discussed earlier by the Commission in connection with an application for variance for apartment construction. Mr. Elliott reported discussing with the City planner the ultimate development of the block westerly rc-ii E1 Camino Real and bounded by Chapin and Burlingame Avenues in a si.agle large development and, at such time, undertaking public improvema•nts to widen the, streets and cor- rect deficiencies in water supply for residential and fire purposes. Mr. Elliott described personal experiences with one of his prroperties on Burlingame Avenue where installation of new water pipes had little effect on the water supply as, apparent'1.y, the main lines are deficient. He stated that approval of the proposed apartment building will seriously affect the water supply to oth,:,r raside)nces in the area, Mr. Elliott was invited to appear at the ;neeting of October 28 lFor the continued hearing on the apartment. building.
