The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m... Chairman Mink pre-
siding.
ROLL CALL
A roll call recorded all members present.
' SIGN APPLICATIONS APPEALED TO CITY COUNCIL.
The City Planner reported that of the various matters considered by
the Commission at the last meeting two were appealed -- the sign for
Anza Pacific Corporation, which will be heard by the City Council
at the December 16 meeting, and the sign for Li.ndai Cedar Homes,
scheduled for hearing in January.
APPLICATIONS FOR STUDY,
1, SPECIAL PERMIT FOR TRUCKING BUSINESS, 1348 ROLL114S ROAD,
An application for special use permit, accompanied by a letter dread
December 3, 1968, from James W. Livesay dbe Golden Bay Freight Lines,
requested approval of a trucking business at 1348 Rollins Road.
The applicant's communication referred to a permit approved by the
Commission several months ages for the business to opera -e from
1409 Rollins Road, advised that the property at 1348 Rc€lins Road'
was sub -leased from the former tenants, Wilsey -Bennett Company, who
have moved to San Carlos, and that facilities in the new location
permit a more efficient operation, including off-street parking for
all of the equipment -- 15 pieces.
The City Planner reported that Mr. Livesay has been in business for
some time and shared a location with others on the property formerly
occupied by the telephone company, prior to moving to the present
site after Wilsey -Bennett vacated; the City Planner statWd that
Mr. Livesay was informed that a use permit would be required when
the move was wade.
The application was scheduled for public hearing at the regular
meeting on December 23, 1968.
2. VARIANCE FOR VETERINARY MEDICAL FACILITY IN R-3 DISTRICT.
An application for variance filed by Dr. Gerald Sandbulte, 26 Hayward
Avenue, San Mteo, proposed a veterinary clinic in an existing building
at 1317 Bayswater Avenue, Third -Residential District.
The applicant's Statement of Justification dated. December 3, 1968,
accompanied the application.
In addition to.Dr. Sandbulte, Mr. Harry Hodson, real estate sales-
man, and Drs. R.L. Collison and J. MacNeill were -present.
The City Planner reported that the property is owned by Mr. and
Mrs. Lee Aaronian, who have operated a beauty shop there for a
number of years; a prior variance granted to Mr. Aaronian to build
a commercial building on the property was never exercised.
The City Planner stated that there is on file from Dr. Sandbulte
a copy of P9Agreement to Purchase and Sell o Deposit Receipt" and that
one of the conditions noted thereon is that the property shall be
approved by the Burlingame Planning Commission to be used as a
veterinary clinic.
,The Commission was advised that the block is zoned partly R-3 and
partly C-1; on Bayswater Avenue, one of the C-1 properties is used
as a residence and all of the R-3 are commercial in use.
In response to Commission inquiry, Dr. Sandbulte advised that, he is
with Dr. A.H. Gaffin's Burlingame Animal Hospital on Broadway at the
present time. He explained that- it is not intended to conduct
large-scale operation as facilities and space viit be such that a to
7 animals will be the maximum on the premises at any one time4
animals will not be kept overnight, with the exception of those
recovering from anesthetic; consequently, a ?light attendant will Lot

During a di-scussion relating to parking facilities, the City Planner
stated that a joint driveway easement between the subject property
and the corner property was recorded several years ago and still
exists, and that there is joint parking at the rear of both buildings.
Mr. Aaronian, the present owner, stated that: there is space for _eight
automobiles four at the rear and four at the side of the building.
Dr. Sandbulte stated that the parking should be more t-ban adegUt:�:e
as clients ;,will. be seen by appointment. In further comment, he rdivised
that soundproofing is not considered essential and that he plaint to
install a double door and double windows at the back of the building.
Commissioners referred to a somewhat similar facility in the Buxi nga e
Plaza inhere, as conditions to the use permit, tho operator was

required to install soundproofing and provide an attendant for
animals confined overnight.
The application was scheduled for public hearing at the regular
meeting on December 23, 1968.
ADJOURNMENT
There being no further matters for the attention of the Commission,
the meeting regularly adjourned at 8:30 p.m.
