Commissioner Brauner, absent due to illness, was excused, 1. ABBE CORPORATION REQUEST TO CONVERT DWELLING TO TEMPORARY OFFICES, A letter dated December 30, 1966, from Wood Products Division, Abbe .products, Burlingame, signed by Malcolm W. Hill, Director, advised that -he company contemplates purchasing a property at 952 Edgehill Drive, 'with frontages on the two streets. Edgehill and California Drives; the zoning is commercial, the use residential. The letter explained that when financing is available an existing dwelling "some 30 or more years old" facing Edgehill Drive will be removed and an office building built on the California Drive frontage with parking in the rear, the dwelling to be converted to office use on a temporary basis until the new construction is possible; however, inasmuch as repairs required by the building and fire departments to bring the building to code will cost in excess of $5,000.00, which, obviously, would be unpractical since the building is not intended to be permanent, a variance was requested for repairs not to exceed $1,OOO.00 and office occupancy- for a maximum of two years. Mr. Irving Anshen represented the Abbe Corporation, requesting the Com- mission's consideration to some compromise to permit temporary use of the existing structure. The City Planner advised that there are no zoning problems involved, He stated that the Fire Chief and the Building Inspector are adamant that the building conform to code for the intended purpose; established policy precludes their approving any varialLjons, .Following a period of discussion, Chairman Pierce informers Mr. Anshen that the Commission did not hriejurisdiction since the situation involved building and fire codes enforcement. �1 2. VARIANCE FOR OUTSIDE STORAGE ON R-4 PROPERTY, An application for variance and a letter dated December 16, 1966, filed )y John A. Furrer, JFJ Backhoe Service, 221 Milton Avenue, San Bruno, proposed a contractor's storage yard on a 30 feet by SO feet section of acreage owned by Mr. Oscar Person at 1037 Sayshore Boulevard, Zone R-4. The variance application recited improvements existing "several buildings and a six foot fence surrounding the property." Mr. Furrer informed the Commission that part of his equipment is stored on the property at the present time outside of the fence; if he were permitted to use the small area inside the fence, the equipment would be less conspicuous and better protected. The City Planner reported there is an existing shed and four or five small operations located at the southerly end of the Person property in the area where Mr. Furrer has rented storage space He suggested that the application be considered on the basis of a temporary occupancy since it is unlikely that the property will remain in its present condition indefinitely. A public hearing was scheduled for the meeting of January 23, 1967, 3. SPECIAL PEFtMI1 FOR OFFICE BUILDING,, MITTEN ROAD. An application for a special permit to construct an office building on industrial property, 849 Mitten Road, East Millsdale Industrial Park, ,`as filed by Charles King and Robert Ityan, 819 Mitten Road. Mr. King advised that there are three buildings in existence, the pro- posed building to be the fourth on the property, all designed for small office users. Following a review of the plans and comments from Mr. King concerning ingress and egress and on -site parking areas, the application was scheduled for public hearing at the regular meeting, January 23. 4. VARIANCE TO.ALLOW A RESUBDIVIDED PARCEL WITH LESS THAN 50 FEET FRONTAGE:, An application for a variance was filed by James Popin, 760 Walnut Avenue, (Lots 12 and 13, Block 1, Burlingame Park Subdivision No. 4) proposing to divide the property into two parcels, one having less than S0 feet of frontage on the street. A map showing -the proposed resubdivision line and a statement of justifica- tion were submitted. The Commission was advised that there are two lots with one dwelling cover- ing a portion of both lots, that there is 100 feet of frontage on Walnut Avenue and just under 200 feet depth: improvements, fox the most r,art, are on Lot 13, with the exception that the concrete driveway and the detached ;arage cross the lot line approximately six feet; a portico at the main sntrance to the house extends approximately seven feet across the line. The proposed lot line will allow the existing improvements to remain undisturbed and the new lot - 40 boy 198 feet o will have more than ample area as the minimum for the district is 5000 square feet;. however, in -2- addition to the street frontage variance, there will not be an average width of 50 feet. The City Planner's suggestion that a visit to the property would be helpful was accepted with Chairman Pierce informing the applicants that the matter would be held until the February study meeting; the City Engineer was requested to research public utility easement locations to determine that there would be no interference from the proposed resub- division, S. JONES-MINTO SIGN VARIANCE. Mr. Jim Cueto, representing Modern Neon, Oakland, discussed five new signs to be installed on three parcels occupied by Jones4Minto Company, Cal~,.ifornia Drive and Bayswater Avenue. A letter dated January 6, 1967, submitted by Mr. Cueto and drawings of the proposed signs were reviewed; it was determined that just two of the signs were larger than permitted by code. Mr. Cueto agreed that in the one -instance, the sign to be mounted on a 16 foot pole could be reduced in size by 6-1/2" to conform to the maximum height limitation, the main brand sign "FORD", mounted on a 35 foot pole with an overall height of 42 feet would require a variance. Mr. Cueto stated that the "FORD" sign will be double face, fluorescent lights, non -revolving, and installed at the southwest corner of California Drive and Bayswater Avenue and that the sign will not --'project beyond the property line. Commissioners agreed to conduct a public hearing at the January 23 meeting; there were comments concerning existing signs on neighboring properties and Commissioners agreed to visit the area prior to the hearing. 6. ANZA AIRPORT PARK NO. 4 AND MASTER PLAN. "The Tentative Map, Anza Airport Park, Unit No. 4" and "Faster Plan, Anza Airport Park Subdivision, Lands of Anza Pacific Corporation" were reviewed with Mr. David Keyston and Mr. toward hickey. The City Engineer pointed out that Unit No. 4 where the subdividers intend to start the improvements, and on which a tentative map has been prepared and submitted to the Commission, is without access except from the north through City of Burlingame property or the lands of Ideal Cement Company. Mr. Keyston reported that a formal request was made to determine whether Pacific Air Commerce Center would be willing to dedicate one- half of the street and he is expecting an answer by the end of the month. The City Engineer referred to the two road sections on the tentative map m Section A-1 and an alternate design X-1 a which were discussed at length, the City Engineer indicating his preference for the former because of the number of problems in the alternate scheme. The City Engineer advised that the general layout of the utilities -3- may require some minor improvements but, on the whole, appears to be satisfactory, 'The City Planner agreed to distribute copies to the City Council and Commissioners of a latter dated October 14, 1966, from Mr. David Keyston submitting a "staged development program" in connection with the tentative map of the first unit. The maps were referred to the study meeting in February for further discussion. 7. STREET SYSTEM STUDY. Commissioner Norberg presented drawings in connection with a current study for improving traffic conditions in the city and referred to a recent conversation with Fire Chief Moorby concerning problems in moving fire equipment through heavy traffic in the Broadway/Rollins Road area, Commissioner Norberg discussed an improvement whereby Carolan Avenue would continue across Broadway to be connected with Marston Road at Whitethorn- Mayo Commissioners agreed that there was merit in the suggestion and agreed to take formal action at the next regular meeting to recommend the plan for the City Council°s consideration, E o ADJOURNMENT The meeting was regularly adjourned at 10:10 p.m. 4
