A regular meeting of the Burlingame Planning Commission was called to
order on the above date at 8:00 p.m., Chairman Pierce presiding.

MINUTES
The minutes of the meetings of January 23 and February 14, 1967, pre-
viously submitted to members were approved and adopted.
BEARINGS
to J&J BACKHOE SERVICE REQUEST FOR VARIANCE CONTINUED.
Chairman Pierce announced that a public hearing on the application for
variance to operate a contractor's storage yard on R-4 property
Burlingame Shore Land Company acreage, Bayshore Boulevard m filed by
John Furrer, 221 Milton Avenue, San Bruno, was continued from the
meeting of January 23, 1967, to the present date for members of the
city staff to investigate alleged zoning violations on the subject
property.
The City Attorney reported that four persons presently making use of
the property in violation of the zoning ordinance were cited, appeared
at the City Hall on February 17 and, at that time, were notified either
to cease operating and vacate the property or file an application for
variance with the Planning Commission in time for the March study
meeting. He stated that of the four, three indicated willingness to
file, one appeared undecided; he advised farther that the owner of
the property was mailed a copy of the citation.
The City attorney suggested that under the circumstances it would seem
appropriate to consider all of the proposals for the property at one
time, including the application presently before the Commission.

Upon advice from the City Planner that, at his suggestion, Mr. Furrer
-� was not in attendance, and Commissioners indicating concurrence with
the City Attorney's suggested procedure, Chairman Pierce announced a
continuance to the regular meeting, March 27, 1967.
20 TENTATIVE MAP, ANZA AIRPORT PARK UNIT N0, 40
The -Tentative Map of Anza Airport Park Subdivision, Unit No. 4, a portion
of the lards of Anza Pacific Corporation, reviewed in-depth with the
subdividers at several shady sessions %as :�L'rieataied for formal considera-
tion at this time.
In reply to Chairman Pierce, the City Engineer reported that the sub-
dividers have made certain covrectionssince the last study meeting in
the section of the street designated "A-11° by widening the center island
from 10 to 14 feet with a total street right-of-way width of 87 feet;
they are proposing sidewalks four feat wide plus six inch curb in lieu
of five feet plus curb required by ordinance, and landscaping in the
Island in place of the planting strip contiguous to the sidewalk, which
is specified by ordinance
In reply to Commissioner Cistulli's inquiry concerning maintenance of
the planted area in the right-of-way, the City Engineer and City Planner
stated that the subdivider could be requested to do the original planting
but that maintenance is normally the city's responsibility.
In reply to further inquiry, the City Engineer reported that presumably
the same 4-1/2 feet sidewalk and curb section will apply for the entire
length of Airport boulevard,
Mr. David Keyston, representing the subdividers, advised that in addition
to landscaping the islands, there will be extensive planting areas
throughout the subdivision.
The City Engineer indicated approval of the map with the exception of a
few minor additions to be included in the improvement plans.
The City Planner commented on the center planting strip, advising that
with the City Engineer he visited one of the industrial parks in Sath San
Francisco where a similar design was employed; he stated that the islands
are attractive and, in addition to the aesthetic advantages, there is
the additional advantage of separating the traffic, as at some future
time the street may carry a heavy traffic load.
During a discussion concerning the developer's proposal to use a portion
of the city park road for access from Broadway, the City Attorney
stated that the matter probably gill be resolved when the final Riap and
improvement plans are before the City Council.
In reply to Commission inquiry, the City Attorney advised that it would
not be inappropriate were the Commission to approve the map subject to
the City Council granting; a per-mi.t for the use of city property.
There were no comments from the audience in reply to the Chairs inquiry.
A mot -ion introduced by Commissioner Brauner approved the Tentative Map
Anza Airport Park Unit No. 4 conditioned upon the execution of an
agreement between the city and subdividers for access across the city

road. Motion seconded by Commissioner Cistulli and carried unanimously
on roll calla
3. RESUBDIVISION MAWDSLEY PROPERTY, ROLLINS ROAD,
A Parcel Map 'prepared by Howard Hickey, Civil Engineer, for the owners,
Drs. D.L. and-P.H. Mawdsley, being a resubdivision of Lots 16, 17 and
13, Block Noo 9, Millsdale Industrial Park, Unit No. 5, reviewed at
the study meeting, was scheduled for formal action at this time.
The City Engineer, in response to Chairman Pierce, advised that the map
proposes to delete two interior lot lines to combine the three lots
into a single parcel 180 feet wide fronting Rollins Road.
Chairman Pierce announced for the benefit of the audience that the purer
pose of the resubdivision is to create a building site for the San
Francisco Newspaper Company plant.
The City Engineer and City Planner indicated no problems, the latter
explaining that -the large open area shown on the map will be completely
paved and fenced to be used for truck parking and loading.
There were no comments from the audience in response to the Chair's
inquiry.
Or a motion introduced by Commissioner Cistulli, seconded by Commissioner
Kindig and unanimously carried, the resubdivision map filed with the
l City Engineer was approved.
4, RESUBDIVISION SAFECO INSURANCE COMPANY PROPERTY. EL CAMINO REAL.
A Parcel Map prepared by Howard Hickey, Civil Engineer, for the owners,
Safeco Insurance Company of America, being a resubdivision of Lot`2,
Block No. 2, Mills Estate No. 1, reviewed at the study meeting was
scheduled for formal action at thi's time.
In reply to Chairman Pierce, the City Engineer advised that presently
the property consists of a single large parcel extending through from
El Camino Real to California Drive, with frontage on both streets; the
proposal is to divide into three parcels, two improved with office
buildings --the third parcel, fronting E1 Camino Real is unimproved.
The City Engineer reported also that the owners have been advised of
the requirement for an easement for a sanitary sewer lateral from
Parcel BF this will be a prig€ tp asement in the existing 20 foot access
easement. The City EnginO Ai all of the connections for the sewer
lateral and water service wi�l be at the owner's expense.
Afro Howard Hickey, engineer representing the property owners, pointed
out that the °recently adopted ordinance regulating less than five lot
subdivisions will require filing and approval of a final map before the
resubdivision. ``is accomplished. He explained that the property owners'
option to sell the ,.unimproved parcel will expire before the next
r,_,gular meeting ana regaested that the present meeting be
adjourned to the date or the study meeting,to permit consideration of
the final mapmt that time.
There was discussion concerning on -site parking initiated by the City

Planner with Mr. Hickey advising that the property owners indicated
willingness to:restripe the area of the Woolworth Company building
to provide adequate parking.
The City Planner advised that since there are no public improvements
involved requiring approval of the City Council the tentative and
final maps are processed entirely at the Commission level.
There were no comments from the audience in response to the Chair's
inquiry.
On a motion introduced by Commissioner Edwards, seconded by Commissioner
Mink:and carried unanimously on roll call the Parcel Map filed with the
City Engineer was approved.
A motion introduced by Commissioner Kindig to consider the final map
at an adjourned meeting on March 13, 1967, with the understanding that
the property owners' proposal for on -site parking shall be submitted in
writing in time for said meeting,was seconded by Commissioner Cistulli
and unanimously -carried.
So SPECIAL PERMIT APPROVED FOR MOTOR HOTEL, BAYSHORE HIGHWAY,
Chairman Pierce announced a public hearing on the application for Special
Permit filed by Burlingame Properties, Inc., 3133 Industrial Road,
Las Vegas, Nevada, for "A 268 unit motor hotel with coffee shop,
dining room, cocktail lounge, banquet room, meeting room, barber shop,
and gift shop. Proposed construction will be frame and stucco
consisting of five hotel buildings and one building to house restaurant,
etc."
The application identified the location as Bayshore Highway adjacent to
Smallcomb Industrial Park, A legal description of the property, a site
plat, and architectural sketches were filed.
The applicant's communication dated February 13, 1967, signed by
Kenneth R. Riley, President, in support of the permit was read.
A communication dated February 27, 1967, from Frank Brandon Brown,
Burlingame, owner of adjacent property► to the subject property, was read
favoring the applications
A communication dated February 27, 1967, from Reginald E. Moorby, Chief
of the Fire Department, recommended installation of on -site water mains
and hydrants and suggested the applicants arrange for a conference to
plan the necessary layout of the facilities when plans have been
finalized as to the building locations,
Chairman Pierce recognized Mr. KennetI,R. Riley who stated that the
particular location was selected after extensive studies and that the
area appears to warrant the project,
The City Planner, in reply to the Chair, advised that the preliminary
sketches were reviewed and appear to be satisfactory,
The City Engineer informed the Commission that approval of the permit

will require that the developer install all of the.street improvements
'_ at the site front to conform to those already in place at the southerly
end.. He stated that he was hopeful that between this property and
the proposed Shell Oil Company station on the site immediately adjacent
that all of the street improvements in the area will be completed.
The City Engineer explained that standard specifications for street
improvements are available in his office.
Mr. Riley confirmed that the development plans include all of the
public improvements required by the city.
There were no comments from the audience in response to the Chair.
There was a brief discussion concerning sign displays with Mr. Riley
advising that as yet the details are not available but that undoubtedly
the height will be greater than permitted by code and the Commission
will be requested to consider a variance.
Mr. Riley reported also that on the basis of soil reports there are no
engineering probelems anticipated that cannot be resolved.
A motion was introduced by Commissioner Cistulli to approve the Special
Permit conditioned upon the developer's compliance with the City
Engineer's standards for street improvements, the Chief of the Fire
Department's requirments for on -site installations and the project to
conform to drawings on file. Motion seconded by Commissioner Mink and
'carried unanimously on roll call.
6. SIGN VARIANCE APPROVED, ADRIAN ROAD.
A letter dated January 23, 1967, from Federal Sign and Signal Corpora-
tion, San Francisco, signed by James Curtis, requested a variance to
erect a free-standing sign on the Fiat Motors property, 1565 Adrian Road,
to a height of 54 feet from ground level, exceeding code maximum by
34 feet.
The communication stated that the sign area will measure 137 square feet,
the display will not include revolving, flashing nor scintillating com-
ponents, nor project beyond the Fiat Motors property line.
The communication explained that tests and surveys were made to determine
a height necessary to gain visibility over the tree line which borders
the freeway in front of the Fiat location.
Drawings of the sign detail were filed.
The City Planner, at the Chair's invitation, commented on the application,
explaining that it was his position that there may be an occasional
situation wherein a sign of unusual height is warranted but that every
request for variance should be judged on its merits and the sign limited
to a height considered reasonable by the Commission depending upon
existing circumstances.
The City Planner stated that the problem posed by the applicant is a
need for identification to the freeway, that the trees constitute an
obstacle to be overcome only by a sign visible above the trees. He
pointed out that a question is posed, in Burn, of whether or not the city

till be confronted with continuing requests for higher and higher signs
<> .ecause of the trees along the freeway.
The City Planner stated that the Fiat operation is more in the nature of
warehousing - not retail - and the proposed sign will advertise rather
than- identify.
Chairman Pierce recognized Mr. James Curtis, representing the applicant,
who advised that there are 600 Fiat parts and service departments through-
out the country - 60 in Northern California - including the Burlingame
plant.
Mr. Curtis discussed the -sign drawings, describing color scheme,
illumination (no moving parts), pointed out that actually the sign area
is rather small in comparison with the height, advised that the State
Division of Highways reported that the trees will reach a natural height
of 30 to 35 feet and that the sign was designed to give the minimum
of clearance.
In reply to Mr. Curtis's.comment that the General Electric sign is 60
feet high, the City Planner recalled that the sign was approved a few
weeks prior to adoption of the ordinance.
Chairman Pierce stated that problems of height and purpose become
increasingly troublesome since the Commission recognizes that advertising
and identification are an integral part of a business operation and
attempts to cooperate where possible.
There were no comments from the audience in response to the Chair.
Commissioner Brauner referred to other sign variances approved in the
industrial area and suggested that it may be well to consider revising
the ordinance to provide for guide lines for granting of ;variances.
Commissioner Kindig pointed out that a roof sign under certain conditions
can be extremely high and there is no requirement for variance.
A motion introduced by Commissioner Kindig to approve the variance in
accordance with the drawings on file was seconded by Commissioner Edwards
and carried on the following roll call: .

The applicant was advised the variance would be effective, Tuesday,
March 7. 1967, if not appealed.
7. VARIANCE TO ALLOW RESGBDIVIDED PARCEL WITH LESS THAN LEGAL DIMENSIONS

Chairman Fierce announced a public hearing on the request for variance
filed by James Popin to property at 760 Walnut Avenue into
two parcels, one having less than 50 feet of street frontage and less
than an average width of 50 feet m (Lots 12 and 13, Block 1. Burlingame
Park Subdivision No. 4, Zone R-1
The applicant's Statement In Support Of An Application For A iariance
)was read and placed on file.
A drawing to show the proposed lot line change was filed.
A communication dated February 22, 1967, from L. Peter and Shirley A.
Finato, 1611 Willow Avenue, opposed the variance,,
Chairman Pierce recognized Mr. Popin, Jr., representing his parents,
who advised that the variance will result in an eminently usable lot,
that the proposed new lot will be narrower than a legal lot but area -
wise will exceed the neighborhood requirements by more than 2000 square
feet.° -He stated that he has been informed that the lot will accommodate
an attractive home compatible with existing improvements in the neighbor-
hood.
The City Planner reported that he visited the property and met with the
applicants. He advised that he suggested to Mr. and Mrs. Popin that
the house portico be removed and the existing garage demolished and
replaced with a new structure on the same lot with the house, thereby
providing for a better division of the property than the applicants
propose.
In response to the Chair's request for comment from the audience, the
following persons opposed the variance:
Mr. Peter Nikof£, 1548 Hoover Avenue, owner of property at
707 Walnut Avenue; Mrs. R.M. Martinez, 709 Walnut Avenue, and
Mrs. Edwin J.'Marino, 7S0 Walnut Avenue
Protestants alleged that the variance was not justified, that property
values in the area would depreciate and that the resultant dwelling
would be incompatible with existing improvements.
There were no comments from the audience favoring the application.
In reply to the Chair's inquiry concerning the maximum frontage obtain-
able, allowing for a driveway alongside the house and removal of the
portico, the City Planner indicated 42 to 43 feet.
During a period of discussion, Commissioner Norberg offered several
suggestions whereby a more equitable division could be accomplished.
Upon advice from Mr. Popin, Sr., that the drawings were not to scale,
Commissioner Norberg thereupon recommended that the hearing be continued
and the applicant instructed to furnish corrected drawings.
With concurrence of Commissioners, Chairman Pierce thereafter declared a
continuance to the regular meeting in March with the understandin that
the applicant shall appear at the March study meeting with a revised
plan,
8. SPECIAL PERMIT APPROVED CONDITIONALLY FOR AUTOMOBILE STORAGE, MYRTLE ROAD
Chairman Pierce announced a public hearing on the application for Special
Permit filed by Raymon R. Kliewer, All -Car Body and Paint Shop,
1016 Peninsula Avenue, for short-term parking of automobiles at the rear
of property located at 114 Myrtle Road - Zone: C-2.

The applicant's communication dated January 30, 1967, explained that.
there is a need for an area for temporary storage of automobiles
requiring repairs but because of circumstances involving insurance
claims, police department procedure, and other similar situations the
actual work is frequently delayed for periods as long as three weeks.
A site plan was filed.
Chairman Pierce recognized Mr. Kliewer who stated that he intends to
fence and pave the storage area; he reported also that there will be
no wrecked cars placed on the property.
The City Planner reported a conversation with the Chief of the Fire
Department who indicated no comment other than the driveway must be
kept clear.
Mr. Kliewer advised that the driveway is wide enough to accommodate a
tow truck with at least one foot of clearance on each side.
The City Planner stated that there are existing on the property three
very old residential structures, all occupied, with no garages.
Chairman Pierce invited comments from the audience.
?Mr. and Mrs. Gordon Brown, 116-118 Myrtle Road, adjacent to the subject
property, protested that to permit open storage of automobiles will
have the effect of degrading the entire street, that the rear yard is
not easily visible from the street, thereby inviting prowlers and
vandalism resulting in harm and injury to their property.
Mr. Harry Olsen, 908 Bayswater Avenue, complained that an existing
automobile repair and storage business on the block is a constant source
of irritation and requested that a second such operation not be permitted.
In reply to a series of Commission inquiries, Mr. Kliewer advised that he
has been in business on Peninsula Avenue for approximately 16 months,
prior to that, in San Mateo, that he just recently purchased the property
on Myrtle Road and hopes eventually, perhaps in two or three years, to
remove the existing buildings and construct a concrete warehouse.
Mr. Kliewer reported that he discussed the matter of vandalism and
stripping of vehicles with the owner of Hower Auto Repair and with
Mr. James Minto, both indicated no problems.
Chairman Pierce recognized the City Building Inspector who stated that
he visited the property at Mr. Kliewer's request for the sole purpose
of discussing the future construction of a warehouse or storage area.
Following a period of Commission discussion, a motion was introduced by
Commissioner Brauner to approve the Special Permit for a period of one
year conditioned as follows: The area in which cars will be stored to
be completely paved; the small residential structure at the rear to be
demolished not later than May 1, 1967; a chain link fence, six feet
high topped with three strands of barbed wire, to enclose the storage
area with a chain link gate for access; parking of automobiles awaiting

;repairs to be limited to not more than eight at any one time.
Motion seconded by Commissioner Kindig and carried unanimously on roll
call.
9, SPECIAL PERMIT FOR RETAIL SALES IN M-1 DISTRICT APPROVED2
Chairman Pierce announced a public hearing on the Special Permit appli-
cation of William Nerli and Associates, Crotty and O'Halloran,
3110 Canyon Road, Burlingame, to erect two model "Vacation or Secondary
Homes to be used as models to sell from" on Lot 6, Anza Airport Park,
Unit No. 2, Airport Boulevard and Lang Road.
The applicant's communication dated February 8, 1967, expli.ned that
the operation will be a sales outlet for Lindal Cedar Homes, Ltd.,
manufacturers of a type of prefabricated summer or vacation home.
Colored photographs to show exterior design and a site plan were
filed.
The communication advised that the two models will be built to building
code requirements to allow their use for office purposes; the grounds
will be landscaped and maintained to present an attractive appearance.
Chairman Pierce recognized Mr. O'Halloran, representing the applicants,
who advised that a three year lease has been negotiated with an option
;to renew.
In reply to Commissioner Mink,. the City Engineer and City Planner
advised that all probL-ms relating to utilities have been resolved, the
houses will be on foundations and sanitary facilities installed.
There were no comments from the audience in response to the Chair.
The City Building Inspector reported no objections provided the struc-
tures meet building code requirements.
On a motion introduced by Commissioner Edwards, seconded by Commissioner
Kindig and carried unanimously on roll call the Special Permit was
approved in accordance with the applicant's communication and drawings
on file.
REPORTS
1. The City Planner gave a brief report of the meeting Thursday,
February 23, 1967 of the Task Force Sub -Committee of the Regional Planning
Committee, held in the Burlingame City Hall Council Chambers.
2. Commissioner Norberg reported on recent discussions with representatives
of the State Division of Highways, San Francisco, and, with Commissioners
concurrence, volunteered to prepare a draft of a letter for the City
Couaicil concerning interim improvements for consideration in connection
with the overpass studies.

NEW BUSINESS
1. Mr. David Keyston outlined briefly a proposal for a new type of
electrical installation in the Anza Airport Park subdivisions and
agreed to return to the March study meeting for further discussion.
