The monthly study meeting of the Burlingame Planning Con -mission was
called to order on the above date at 8:00 p.m., by Chairman Pierce.
ROLL CALL
The above -named members answered the Secretaryes roll call.
Commissioners Brauner and Ntorberg were reported indisposed.
1a REQUEST FOR SPECIAL PERMIT TO ADD KITCHEN TO EXISTING COCKTAIL LOUNGE.
An application Filed by Consolidated General Corporation, 1310 Bayshore
Highway -proposed "The addition of a kitchen to provide a food serving
capability" in an existing cocktail lounge in the Hyatt Cinema building
located at 1300 Ba.yshores Highway.
There was a communication accompanying the application dated April 26,
1967 from Mike Kourkoutakis, 500 B Street, San Mateoa advising that he
recently purchased al,l outstanding stock of Consolidated General Cor-
parati.on, the present operators of the cocktail lounge; that his future
plans contemplate extensive remodeling of the existing facilities and,
with the addition of the kitchen, to offer a limited menu and cocktail
operation with nightly entertainment.
The City Planner reported that the applicant was advisod to file for the
Special Permit since thore*as no mention made of bars, restaurants, or
similar accessories when the theatre application was granted; further-
more, the M-1 District regulations, since amended, requires a use permit
for ar.y retail, business.
The City Pianner stated that a paiking layout furnished by the applicant
indicates sufficient Gaff -street parking.

A dated Aril, 24, 1967 was read frog; the San Mateo County �.esrt

r xecuti.vo Diractor, advising that a lease is being negotiated �'QT the
one --story office building at 100 El Camino Rea6 (corner of Baysuss,tcr,,
Primrose and El Camino Real), and requesting permission to erect •b5rrea

mall signs - one each above the El Camino Real and Bayswater Avenue
entrances, and the third, mid point on the Primrose Road side of the
building.
The communication stated that each sign will be approximately four (4)
feet high and three (3) feet wide cut to the outline of the heart and
torch.
A drawing accompanying the communication showed the design of the signs
and proposed locations on the building.
The application was scheduled for hearing at the regular meeting,

Commissioner Mink informed Chairman Pierce that as a member of the
Board of Directors of the San Mateo County Heart Association he will
not participate in the public hearing.
3. DISCUSSION. HIGH-RISE APARTMENT BUILDINGS.
The subject of regulations for high-rise apartment buildings was intro-
duced by the City Planner who advised that studies were made for the
purposes of discovering conditions of properties, number of units and
the potentials for combining lots for high-rise construction in the
existing R-3 and R-4 apartment districts easterly of El Camina seal,
bounded generally by Oak Grove Avenue. Bellevue Avenue and the commer-
cial districts abutting California Drive.
There was discussion on proposed regulations for a "Variable Height
District" providing the conditions for construction exceeding the
height limitations in the R-3 and R-4 Districts.
The City Planner pointed out that apartment construction in the city
continues at a standmstill9 however, it is expected that the situation
will change. fie suggested that the time may be opportune to consider
application of such height regulations.
Referring to land use maps of the area, including comments on the
physical condition of the properties, the City Planner commented that
"poor" and "fair" properties will afford the opportunity for developers
to assemble their building sites.
The City Engineer repoted there are plans in progress for a !arger
water wain in the area of Ansel Road, Ploribunds Avenue and Primrose
Road to correct a .bong -standing deficiency in water power. He expressed
the opinion that fire flow requ_ ;rements should not be appreciably
greater fbr high-rise, Class A-1 construction than for frame:, which now
exists.
With concurrence of CoDmissio hers, Chairman Pierce requested the City
.Planner to pursue the matter of scheduling public hearings and to report
to the Commission.
