Krassovsky, , Chairman of the Beard and Presidient,. requested approvax of a variance to erect an aCCe-SSOTY structure in feat of the recently constructed Russian chus-soh at 744 El Camino Real. The communication, advised that the structure will consist of open steel lattXce-work to a he gist of 6 feet 7 1/2 inches, four concrete eund brick pillars 7 iFeet 6 inches hi&h£ and a cross on the gate 8 feet 4 inches from ground level., The communication stated that the fence has been designed to comple- ment the church wilding as a part .of a long -rang< program to improve the property. Ci � o Mr. AlF ed Kaufmann. resident of 2615 Easton Drive, and engaged in business on Broadway, protested that the city°s population cannot support another retail commercial district as evidenced by the vacant stores on Broadway and the downtown shopping district. He concurred .with thy: previous speaker's comments concerning industrial use oA the property. During a period of Commission discussion, Commissioner pierce recalled that there were protests.from the residential�$gfitherly of the property to a- prior plan, restricting the use to commercial; however, the present plan, with the apartment building situated toward the existing residences, appears to be "a start in the right direction." Commissioner Brauner referred to code conditions requisite to variance grants, stating that a situation of hardship does exist in that the owner is unable to develop the land in compliance with the regc rements of the previous reciaussification to RV4o Commissioner Norberg described the project as 44a balanced develop- ment" with the residential building to the south and the commercial adjacent to the existing automobile agency. Chaan Cis*aulli and Commissioner herb; both mentioned that the shopping center type of merchandising appears to have; strong appeal to the buying public and may be the factor to give impetus to the retail business situation in this community. Commissioner Mink commented that the ow.aers have been faced with a situation where a plan for improving the property was determined to be unfeasiblei and, in attempting to put together a suitable alternative, have taken the long-range approach which is the essence of good planning. Mr. deWolf discussed architectural design and landscaping and advised that parking will meet code requirements. The City planner informed. the Commission that parking exceeds the code by two spaces for the comnercial use.
