The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m., Chairman Cistulli pre-
siding.
ROLL CALL
The Secretary's roll call recorded all members present.
1. RESUBDIVISION - PROPERTY OF SAFECO INSURANCE COMPANY OF AMERICA.
A resubdivision map prepared by Howard Hickey, Civil Engineer, of Lot #2,
Block.#2,, Mills Estate Subdivision No. 1, proposed to abandon a certain
property line and a 20 foot wide access and sanitary sewer easement
established by a Parcel Map approved by the Planning Commission in
March, 1967, and establish a new property line for the purpose of includ-
ing a right-angle strip, 4S feet in width, within the area of Parcel B
of said Parcel Map.
The Commission was informed that a medical building is to be constructed
on Parcel B; adding the strip will give access from both E1 Camino Real
and California Drive with space for one row of parking.
Mr. Bruce Dodd of Kelley, Dodd and Koester, Architects, San Francisco,
discussed the proposed construction stating that the resubdivisionj�R
the result of an exhaustive study to provide suitable access from b th
streets and off-street parking in excess of code requirements.
A public hearing was scheduled for the regular meeting of November 27,
1967, following an indication from staff that the map presented no
problems.
2. VARIP-N. E TO RELOCATE NON-CGNFORMING GARAGE,

posed relocating an existing detached garage to a ne4:; location on the
property at, `611 .Ralston Avenue to clear an 22:%''ea`i for construction of a!
swirol-aing Pool,
A communication from the applicant advised that the structure is
\26 feet in length and 18 feet, 10 inches in width e an adequate
� double garage with space for storage, but 1 foot 2 inches less in
width than the legal minimum, problems entailed in attempting to
enlarge the structure were mentioned, also the applicant's state-
ments supporting the request for variance.
The City Planner cohfirmed that the garage will accommodate two
cars and that the setbacks will be correct in the new location.
He explained that a building permit to cove the garage may not
issue without approval of a variance as the dimensions do not meet
current stwadards, and the code provides that a building completely
remodeled or relocated must be treated as a new building.
The Commission reviewed a plot plan and snapshots of the garage
submitted by the applicant.
The matter was referred to the meeting of November 27, 1967, for
public hearing.
3. SPECIAL PERMIT m RETAIL SALES eN M-3 DISTRICT.
A reque3t for special permit filed by Mr. Perd A. Gebhard, Millbrae,
requested permission to establish a retail sales outlet for dinette
sets, including showrooms and an office, in a portion of,an indus-
trial building which he owns at 1212 Rollins Road.
A statement from the applicant dated October Q, 1967, referred to
off-street packing facilities, proposed identification signs and
improvements to be made to the building and advised that there will
be no manufacturing on the premises as the merchandise is received
assembled; the units will be sold from the floor directly to the
consumer.
Mr. Maurice Rosen, associated with Mr. Gebhard, was present.
The Commission was advised that the building is located at the north-
east corner of Rollins Road and Broadway and was used for some years
as a furniture warehouse; in the present instance, the owner intends
confining the retail use to the second story, which is completely
vacant.
A public hearing was scheduled for the regular meeting, November 27.
4. SPECIAL PERI-4IT m RESTAURANT IN INDUSTRIAL DISTRICT.
A special permit application filed by Charley Brown's Restaurants,
11255 W. Olympic Boulevard, Los Angeles, proposed operation of a
restaurant and cocktail lounge in the industrial area at 1554 Bayshore
Highway,
A communication from the aDplicant dared November 13, 1967r, advised
that two restaurants, of the type proposed for this city, are cur-

rently operating in Southern California and two others in that area
are under construction.
The communication stated that an existing access easementtin the
property will be relocated to an area adjacent to a drainage cannel
and that it is intended to petition the City Council for permission
to use the level portion of the city -owned berm in order to widen
the usable road surface to a minimum of 25 feet, thereby providing
two-way traffic for ingress and egress to the restaurant,
A site plan., including parking facilities, and a topographic sur-
vey, showing the existing access easement and the proposal, were
filed,
The Commission was informed that access from 3ayshore Highway depends
upon the easement across the Lands !of O'Hara; the applicants are
hopeful that a joint, non-exclusive easement can be negotiated with
Mr. O'Hara which will serve the purposes of the three properties.
The applicants were informed that it will be necessary to file a
Parcel Map with the City Engineer indicating the area that they
intend to purchase and occupy, the remainder of the property, and
street access.
Mir. Howard Sheehan, representing the applicants, agreed to have the
map prepared and filed as requested.
The matter was scheduled for public hearing at the regular meeting,
November 27, 1967.
S. VARIANCE FOR SIDE SETBACK, 13 VALDIVIA COURT.
A set of revised drawings filed by Mr. Frank Lembi, 13 Valdivia Court,
in connection with a request to vary8pide setback , was accepted
and referred to the meeting of Novem er 27, 1967.
6. F.D. SPERRY COMPANY.
A memo to the Planning Commission from the City Planner referred to
property on ?North Carolan Avenue occupied by F.D. Rperry Company,
Grading Contractor, on a temporary use permit for a contractor's
storage yard granted in July, 1961.
The communication referred to several extensions granted biro Sperry
who continues to operate Linder conditions which were considered tem-
porary when the permit was originally approved. In the meantime,
the property is creating problems in the building department where
attempts to enforce the building code on adjoining properties are
met with resistance by the owners.
'rhe City Planner informed the Commission that in a recent conversation
with Piro Sperry the latter indicated that a new location may be
available next spring or summer.
Following a brief period of discussion, the City Planner was directed
by Chairman Cistulli to invite Mr. Sperry and the Building Inspector
to the regular meeting on November 27.

i. JAMES RODDY* 1S16 CAROL AVENUE.
Mr. James Roddy appeared to discuss conditions attaq�-bed to a
variance approved in December, 1966, pertaining to property at
IS16 Carol Avenue, including a provision for sandfilling a
septic tank and removing a toilet in the garage.
Mr. Roddy advised that he hAefihble to locate the septic tank but
that two sewer laterals were uncovered.
The City Planner recalled that during staff inspections the septic
tank was not actually seen but there was evidence to indicate that
one; existed.
Mr, Roddy also advised that the Commission required an existing
garage to be demolished and replaced with a new structure prior
to January 1. 1968; he reported the garage is used for storage and
requested permission to continue the use and to construct a new
carport,
The City Planner agreed to inspect the property and to report to
the Commission.
8. GENERAL PLAN.
Commissioners heard a progress report from Mr. William Spangle of
William Spangle & Associates on the prq.ration of the city's general
plan.
Commissioners were furnished copies of the second and third reports
entitled "Economy" and "Opportunities, Problems, Issues". respectively.
Mr. Spangle stated subsequent. Material will concern the "bay front"
and latilities" and this reports in final fora should be available for
distribution by the end of the current month.
He advised that the work of preparing the general plan was divided
into three stages and that "traffic" will be treated in the second
stage.
Mr. Spangle stated that at the conclusion of Stage 11, Planning Com-
mission public hearings should coRmence, probably May or Jane, 1968,
Mr. Spangle discussed planning Processes in the deve°op<r►ent of the
general plan G establishment of community goals and formulating
specific- objectives for reaching such goals. He poii- ted out that a
general plant is a statement of long-range policy intended as a guide
for public and private actions

9. LAND USE FLAN BAYSIDE PARK.
The Commission was informed that the firm of Royston, Hanamoto, Beck
and Abey have submitted a preliminary plan to the City Council for
theproposed bayfront park; some revisions were requested and the
consultants have indicated that an alternate plan will be available
prior to the end of the year.
10. VARIABLE HEIGHT DISTRICT REGULATIONS.
The Commission was informed that the ordinance adopting the above
amendment to the zoning code will be on the City Council agenda for
the meeting of November 20.
