The study meeting of the Burlingame Planning Commission, regularly
scheduled for this date, was called to order at 8:00 p.m. -
Chairman Diederi.chsen presiding.
Commissioner Norberg, absent from the City, was excused.
FOR STUDY
The following matters were submitted:
to SPECIAL Pa'RMIT - St. Paul's Episcopal Church. Church School and
Nursery School. 4,05 E1 Camino Real
A Use Permit a;�plication`filed by St. Paul's Episcopal Church proposed
to expand church facilities to include a residential building recently
acquired by the church at the northwest corner of Il Canino Real and
Burlingame Avenue.
A plot plan and floor plan were submitted to the Commission.
Mr. Don Thompson was in attendance to represent the applicant. In
reply to inquiries from the Commission, Mr. Thompson adu1sed that the
nursery school occupies a portion of the Frain church building. It is
proposed*to move the nursery school and the Sunday school to the new
location. There will not be structural changes made in the building
other than, what Is required to comply with Fire Department regulations.
The nursery school is in session each weekday from 9:00 ammo to
11:00 a.m. ; on Sunday there will be religion,-- classes. Mr. Thompson
stated that off-street parking will be provided on the property.
The application was scheduled for public hearing on June 27D 1960.
2. RESUBDIVISION - Parcel i0BO , Lot 3s Block 1, Unit No. 1 Millsdale
Industrial Park, Quittard Pro rt
A resubdivision map filed with the City Engineer by Guittard Chocolate
Company proposed a resubdivision of Parcel "BA, Lot 3, Block 12
Millsdale Industrial Park, Unit No. 1, to establish Parcel IG" contain-
ing 1.30 acres MoL, with frontage on Guittard Road.
Martin Dinkelspiel, attorney representing the applicant, was in at-
tendance,
Mr. Dinkelspiel disdussed the proposed resubdivision with the Com-
mission and explained that eventually Guittard Road will be extended
and possibly a cul-de-sac constructed, as the remaining; parcels are
developed.
The application was scheduled for public hearing can June 27, 1960.
3. VARIA14CE Munson .Auto Body Repair. C-2 Use, C-1 `Lone.
2 1 California Drive,
An application submitted by Reuben A. White, property owner, and
Orlie Munson, dba Munson Auto Body Repair, applicant, requested a
variance to operate an auto body repair and paint-i-rk, service (C-2 Use)
in a C-1 District (retail commercial).
Mr. White and' Mr. Munson were in attendance.
Mr. White advised the Commission that the building at 251 California
Drive is divided into two sections - the rear pwrtion being an ad-
dition to the original building. The front building facing on
California Drive has been used for many years as a machine shop. The
rear addition., konting on Hatch Lane, has been occupied by a sign
painter. The present plan is to convert into one building to be
used by Air. Munson for auto body repair and. body painting. The
original building is concrete, the addition - concrete block.
Mr. White stated that the Fin: Department has been contea ftd and there
are certain structural changes to be made to meet their requirements.
In commenting on the proposed use, the PlanrAng Consultant expressed
the opinion that possibly the zoning on the block should have been
C-2 rather than C-1. Practically all of the present uses come
closer to service business than retail and the potential for retail
apparently is nonexistent.
There being no further comments, the hearing was scheduled for
June 27, 1960,
4. RESUBDIVISION - William Volker and Company Property.
California -Drive, (Lots 1 thru 6 Block ll. Easton)
An application for a resubdivision of the William Volker and Company
property on California Drive between Sanchez Avenue and Majilla Avenue
was submitted by the City Engineer who explained that the property is
laid out so that the building occupies the rear portions of the lots
and the off-street parking area is across the front. It could be pos-
sible under the present lot line arrangement for a portion of the
parking area to be sold. The resubdivision will anase all interior
lot lines making one large parcel with frontages on California Drive
and Sanchez .Avenue
The application was scheduled for public hearing on June 27, 1960.

5. SIGHAL OTL COMPANY GASOLINE SERVICE STATION DESIGN APPROiT DD.
Mr. George D. Ryerson, representing Signal Oil Company, was in at-
tendance to discuss building design of a service statioi; to be
built on property on Howard Avenue between Myrtle Road and East Lana,
easterly of the Southern Pacific Right of Way. A vari.an,:�e was
granted for the station nt the regular meeting of the Pla-zaning Com-
mission on May 23, 1960, subject to final approval by the Com-
mission of the design.
Mr. Ryerson Submitted colored snapshots of the Signal Oil Coiipanp
service station in San Mateo at El Camine Real and Baldwin kyonue
and advised that the same type of structure will he built on the
Burlingame property. The snapshots were accepted by the Chali, for
filing. A revised plot plan showing location of the two new trees
to be planted was also accepted for filing.
A motion was introduced by Commissioner Stivers approving the rem
vise3d plot plan and the building design, as illustrated by the smap-
shots. Motion seconded by Commissioner Moore and unanimously
carried on roll call vote.
6. DISCUSSION 01- PROPOSED APARTMENT BUILDING. 1214 EL CAMINO ;REAL,,,
Mr. Henry Luk, a•:-ehiteet, was in attendanoe to discuss provislons
j for off-street parking in connection with a proposed apartment
house at 1234 El Camino Real. Mr. Luk advised that a 24 unit build.,
ing is contemplated. The Plans have been revised several times in
an effort to provide the required parking.
Mr. Luk stated that it would appear now that the solution lies in
reducing the dimensions of the individual parking; stalls and extend-
ing the parking, area into the side setbacks. A set of plans u s
submitted.
In discussing; the projedt with Mr. Luk, Commissioners indica',:ed
that they felt a 24 unit building was too Inrge for the lot. The
20 foot setback on E1 Camino Real must be maintained, and encroach-
ment aicrig both side setbacks was not favored. It was suggested to
Mr. Luk that he meet with the Planning Consultant to review zc;ning
ordinance regulations for apartment house districts.
7. PUBLIC _11EARING_SCHRDUL':D HYATT HOUSE DIR33CTIONAL SIGN.
The Planning Consultant advised that two amendments to the City Sign
OrdL,ance have recently been approved by the City Council. The
fi:rs� provides that variances to the Sign Ordinance shall be pr,)-
cesred through the Planning Commission, with right of appeal 'c.o the
Cite Council. The second amendment authorizes and regulates d!iection-
al :Urns in industrial distrAots, permits for such signs to be In -
sued by the Planning Commission.
The Planning Consultant stated that the City Council has referral to
the Planning Commission the application of Hyatt House for a petnit
to construct a directional sign, which application was denied by
the Commission at the time of the public hea.°Yng and subsequently
appealed by the applicant to the City Council,,

On a. motion introduced by Commissioner Martin, seconded by Commissioner
i Cistulli, the matter of a permit for a directional sign for flyat1-0
House was scheduled for hearing at the study meeting of July 11, 1960.
