CALL TO OREER
A regular meetin of the Burlingame Planning Commission was held on the
above date. Meeting called to order at 8:00 p.m.
Vice -Chairman Kindig presiding,
Chairman Diederichsen, having previously advised that he would be absents
was excused.
MINUTES
Minutes of the regular meeting of May 23, 1960, and study meeting,
June 13, 1960, having been previously submitted to members of the Com-
mission, were unanimously approved and adopted.
H?.ARINGS
Public hearings, pursuant to published notice, were conducted as fol-
lows:
1. RESUBDIVISION - Lots I through 6. Block ll, Easton Addition
(William Voelker DroDerty. California Drive.
An application for a resubdivision of the above property, on the wester-
ly side of California Drive,. between Sanchez Avenue and Majilla Avenue,
was submitted to the Commission by the City Engineer, said property con-
sisting of a total of six lots, a large commercial building and consider-
able off-street parking.
The City Engineer explained that the parking area is across the front of
the property, the building to the rear. To eliminate the possibility of
any portion of the parking area being sold for another use, the property
owner was requested by the City Engineering Department to file the resub-
division map,thereby deleting all interior lot lines and creating one
large parcel with frontages on California Drive and Sanchez Avenue.
There being no protests received, oral or written, a motion was intro-
duced by Commissioner Moore, seconded by Commissioner Norberg, that the
resubdivisior_ be approved, in accordance with: the map submitted by the
City Engineer. Motion carried unanimously on roll call vote of members
present
2. SPECIAL POMIT - St. Paulge Episcopal Church. Nursery School and
1 Sunday School„ 405 El Camino Rea,, Burlingame]
An application filed by St. Paul's Episcopal Church requested a permit
to use a residential building at 405 El Camino Real, Burliigame,re-
Gently acquired by the Church, for nursery school and church school
purposes. (Lots 2,3,4 - Block 1, Burlingame Park Subdivision No. 2).
An architect°s plan of the lot and building were filed as part of the
application.
Mr. Don. Thompson was in attendance to represent the applicant.
In response to questions by the Commission, Mr. '.Thompson advised that
the Nursery Sohool and Sunday School have been meeting in the main
building of the church. Qiz,-4._.rters there are inadequate and the pro-
posal is to move these activities to the building; at 405 El Camino Real,
which is adjacent to the ohuroh property.
Mr. Thompson stated that the Fire Department has inspected the build-
ing and there are certain structural changes to be made to meet fire
safety requirements; adequate off-street parking will be provided and
landscaping maintained to present an attractive appearance.
The Planning Consultant, in reply to the Chair, .stated that the pro-
posed use was a legal use of the property.
Commissioners reviewed the plot plan with yr. Thompson.
There being no protests received, oral or written, a motion was intro-
duced by Commissioner Norberg that the permit be granted in accordance
with the architectgs plan an file. Motion seconded by Commissioner
Cistulli and carried on the following roll call vote:

NOES: COMMISSIONERS: None
ABSTAIN COMI11ISSIONERS: Stivers
ABSENT COMMISSIONERS: Diederiohsen, Martin
Chairman Kindig advised the applicant that the permit would become ef-
fective July 6, 1960, provided there was no appeal.
The hearing was thereafter dec�_ared concluded.
3. VARIANCE - Munson Auto Body Repair - 2 1'California Drive,
A public hearing was he'd on the application of Reuben A. White,
property owner, and Orlie F. Munson dba Munson Auto Body Repair for a
variance from the provisions of the zoning ordirvinee to permit a
C-2 use (Service Business) in a C-1 District (Retail. Commercial).
(251 California Drive. Portion Block 11, Town of Burlingame Subdivision).
A skA l-ch giving; the location and dimensions of the building accompanied
the application.
A letter dated June 24, 1960, from Adelaide V. Ca.skey, owner of property
at the corner of Highlgnd Avenue and Howard Avenue, stated that there
was no objection to the proposed use provided thet a fire proof paint
booth was installed.
Mr. Vhite and hr. Munson were in attendance.
Mr. ?White advised., in response to the Chair, that Mr. Munson desires
to move his auto body repair and painting service from the present
location on East Lane to the building at 253_ California Drive.
Mr. White stated that the building has been used for a number of years
as a machine shop. The building is in two sections, with frontages on
California Drive and Hatch Lane. It is proposed to do some extensive
remodeling to matte the property .adaptable to Mr.- Munson's requirements.
In reply to an inquiry, Mr. Munson reported that there will be a fire
proof paint booth, which is mandatory under the :Eire Prevention Code.
Mr. Munson also advised that he expects to have ample area for parking.
However, if he finds it necessary to do so, he will arrange to rent
additional space so that there will not be an oni9street parking problem.
The Planning Consultant, in reply to the Chair, stated that although
the zoning Yxas been Cal for a number of years t'r-tere is very little re-
tail business on the block. Further, from present indications, it would
not appear that the area will develop as a retail district.
There being no protests received, oral or written, a motion was intro-
duced by Commissioner Norberg that the variance be approved to permit
an auto body repair and paint service as requested, the permit to be
granted to Reuben A. White, property owner. Motion seconded by Com-
missioner Martin and unanimously carried on roll call vote.
4. RESIYBDIV.3ION - Parcel "B" , Lot 3, Block 1, Unit No. 1 Hillsdale
Industrial Park. �(Guittarft Proper -V) .
An application proposing a resubdivision of the ]',ands of Guittard,
located in Millsdale Industrial Park Unit No. 1, was submitted by the
City ngineer.
Mr. Martin Dinkelspiel, attorney representing the applicant, was in
attendance. Mr. Dinkelspiel advised that there has been a minor ohanae
in the map since the previous discussion (study meeting June 13, 1960).
The nehf parcel to be established by the resubdivision, "Parcel G", is
now a little less than an acre, with frontage on Guitta rd Road.
Mr. Dinkelspiel described the owner's intent to eventually extend
Guittard Road and construct a cul-de-sac to service the remaining land
as the need arises.
The City Engineer advised that the present resubdivis3on presents no
problems. The Planning Consultant concurred and mentioned that some
improvements will be required when the balance of the land is subdivided.
However, based on the City°s past experience with the owner, no dif-
ficulty is anticipated.
There being no further comments, a motion was introduced by Commissioner
Martin, seconded by Commissioner Stivers that the resubdivision be ap-
proved. Motion carried unanimously.

COMMIJ14ICATIONS
1. Citizens' Committee For New Civic Center.
Acknowledgment was made of a communication from Councilman Charlotte John-
son inviting; members of the Planning Commission to an organizational meet-
ing of the citizens committee, recently appointed to plan for a new
civic center, to be held on Friday, July 1, 1960, 8:00 p.m., in the
Council Chaimbers
2. Tri-County Planni�; Council Dinner Meeting.,
A eknoiledgment was made of an announcement of the T ri-County Planning
Council dinner meeting to be held on Friday, July 8, 1960, at Riokyus,
Palo Alto.
A&W BUSINESS
1. Ordinance No. 714 Directional SiPns, IndustriaDistricts,
Copies of Ordinance No. 73, providing?; for directional signs in Indus®
trial Districts, were distributed to members of the Commission.
2. Discussion re: '1 to i' Parking - Apartment Districts.
Commissioner Stivers initiated a brief discussion on the city°s present
requirements for off-street narking in apartment house districts and
expressed the opinion that some revamping of the laws would be in order
to require greater off-street parking areas in an effort to control
all-night street parking.
