A study meeting of the Burlingame City Planning Commission, head on the
above given date was called to order by Chairman Diederichsen at 8:00 p.m.
The following subjects were submitted for nC U review:
1. PROPOSED SUBDIVISION 2890 ADELINE DRIVE
The Planning Consultant advised that Mr. and Mrs. William Schoenhard,
,2890 Adeline Drive, have filed a tentative map with the City Engineer
)'proposing a subdivision of their property into four lots. The property
consists of a large parcel with approaches from Adeline Drive and if
approved, access to each of the lots will be required because of the
steepness of the property.
The Consultant stated that to adhere to the policy heretofore maintained
by the Commission, street improvements must be indicated at the time a
tentative map is filed.
The City Engineer advised that the property itself Is within the confines
of the City;.however, the street is county property.
Stressing the:. importance of Ithe ownbr-2,mproving his one half of the
street, the.Commission was advised by the Planning Consultant to determine
a minimum width for the street to be so improved,
Questioned by the Consultant whether the project should be considered on
the basis of a resubdivision or a subdivision, particularly in view of
the installation of public works and the subsequent inspection of the
improvement, the City Attorney advised that the proposed project should
be treated` as a full subdivision.
On the question of county -owned streets, the Commission was advised that
In the past the County has indicated its willingness to relinquish its
jurisdiction over streets to be improved in the manner proposed on this
occasion.
Following some discussion, it was the consensus of the Commission that a
minimum street between six and eight feet, depending upon a
dete .,inatio of the property lines be established.
To summariz®, the applicants were advised that (1) the general "lay -out"
of the proposed plan appears satisfactory; (2) a I;entative map indicating
street improvements should be presented at the ne.i;t regular meeting of
the Commission, or (3) to expedite the proceeding.i, a final map indicating
the required public work improvements may be submitted at the -next
regular meetings $eptember 26, 1960.
2. REZ ONI G REO-M- ST LOT 9,. BLOCK 13, T94N, OF BURLI WGAKl.
An application was received from Charles Vel oon, 1.71.9 Toledo Avenue,
Burlingame, .requesting consideration to a change in zone on property
located on the easterly side of .Highland Avenue (Lot 9r Block 13, Town
of Burlingame Subdivision) From C-2 to R-3.
Mr. Belton appeared in his own ;behalf and stated his proposal to erect an
apartment house on the property; houaver, to conform to a No. 1 Fire Zone
regulation within the area, he would be required to conseruct a "four-
hour fire restrlvtive" block wall structure, the cost of which would be
prohibitive in his case.. A variance was therefore requested in order to
construct a "one -hour fire -restrictive" building compattble with
provisions stipulated in an R-3 zone.
The Planning Consultant-confirmad the "No. 1 Fire '"one =egulation"
and advised of the detailed procedure that will be requ' r+ed to rezone the
', property and to amend the Fire Zone re quiremon is and the . '1.angth of time
.;to take the appropriate steps,
After considerable discussion, the ne:ct regular. meeting was scheduled
whereby the Commission, by its own_ motion, would initiate pr%.deedings to
conduct a public hearing on the subject of rezoning the .easte.•ly side of
Highland Avenue, between Peninsula Avenue and Blayswater Avenue;`
The Secreta-y was instructed to place the subject on the Commasion agenda.
The application for' a change in Zone from C-2 to R-3 was withdrawn -by
Charles Helton, pending the outcome of the proposed hearing.
3. VARIANCE - UPIJOLSTERY SHOP;.247 CALIFORNIA DRIVE
A communication was received from the firm of Anderson rBros., ^caring the
signature of Jack Anderson, currently operating an upW.stery 91.op on
Primrose Road and announcing intention to relocate the business at 247
California Drive.`- A variance from a C-1 to a C- 2 use wne requester.
The Planning Consultant advised that adjacent property is currently
operating under a C-2 usage and that the location proposed by AndersoN
Bros. -Is "definitely C-2 property."
A public hearing on the application, for the variance was scheduled for
the regular meeting, September 26, 1960.
4 - SPECIAL P,, MIT - DAY NURSERY, 1024 OAK GROVE AVENUE
An application for a special permit to continue the operation of a Day
Nursery at 1024 Oak Gro®e Avenue, was submitted by Mr. and Mrs. Frnest
L. Cook.
The Planning Consultant advised that the premises, involving city -owned
right -of -stay property was previously operated on a "cooperative basis"
with the city ddnating the use of the playground area in exchangs for
the maintenance of the gro-Lands and that the business TP.Tas purchased by
the applicants in June, 1958,
A public hearing was schedule-d for ,the next regular meeting of the
Commission, September 26, 1960.

The meeting was adjourned at 9:30` p.m., with members of the Conan:--Ussion
reminded of a special study meeting scheduled Wednesday, September 14,
1960, to review proposed zoning amendments.
