Mann Moore Norberg Stivers CALL, TO ORDER A study meeting of the Burlingame Planning Commission, regularly scheduled for this date, was called to order at 8:00 p.m. - Chairman Diederlchsen presiding. ROLL CALL A roll call recorded the above members present. Cbabissioner Kindig, having previously advised that he would be away from the City, was excused. The following subjects were submitted to the Commission for review: 1. REStBDIVISION - Lot 3, Block 11, Ray Park Subdivision & Parcel "A" of Resubdivision of Lot 12, Block 55, Easton Addition No. 5. A resubdivision map, filed with the City Engineer by F.K. Kennedy and Kathe Kennedy, owners of the property described as Parcel "A" on said map, proposed to move the common lot line between Parcel "A" and Lot 3, Block 11, Ray Park Subdivision, designated as Parcel "B" on the map. Mr. Kennedy was in attendance and advised that he recently acquired ownership of a small area at the rear of the Ray :Park lot, which is adjacent to his property; this is practically all creek and it is his intention to preserve the natural beauty of the site. The City Engineer indicated that the application appeared to be in order. A public hearing was scheduled for the regular meeting to be held on October 31, 1960. Z. RESUBDIVISION - Molakidis Prouertles On Bayshore Boulevard, An application to resubdivide the Molakidis properties on Bayshore Boulevard was submitted by the City Engineer. A letter dated October 5, 1960, from Wilsey, Ham & Blair, Civil Engineers, accompanied the map. The communication advised that the resubdivision proposes a change in property lines at two places. Commissioners reviewed the map,.and the City Engineer indicating that the application was in order, a public hearing was scheduled for the next regular meeting. 3. VARIANCE - Plate Property, 1215 Vancouver Aveftue. Proposing Less Than Legal Lot Frontage. An application filed by Eileen T. Plate, owner of property at 1215 Vancouver Avenue, requested a variance to permit one lot of a three lot resubdivision to have a street frontage of 30 feet. A letter dated October 6, 19609 filed by the applicant, advised that subsequent to a recent request to resubdivide the property, which was approved by the Planning Commission under date of February 23, 19600 at which time permission was granted to divide into three lots, each bavibg a frontage of 50 feet on Ve-mouvver_ Avenueait was determined that such_ development would not provide the fleet use o;K the property. Coamissloa6rs reviewed the map ap!d were shown polaroid snaps illus- trating the grade of the land, above street level, also the i ne-?t ion of the drive -way. Commissioner Martin mentioned that he was familiar with the property and suggested that a hedge at the southerly end of the property would appear to offer a natural subdivision line. Perhaps the two lots across the Vancouver Avenue frontage could be increased to 65 foot width. After some further discussion, during which Commissioners agreed to Inspect the site, the application was scheduled for hearing on October 31, 1960. 4. SPECIAL PERMIT - Ralmund B. klurlitzer. Validated Parkins Lot._ An application was filed by Mr. Raimund B. Wurlitzer for a use permit to operate a validated parking lot on property at 1460 Chapin Avenue, (Lot F, Block 11, Burlingame Land Subdivision). Mr. Wurlitzer was in attendance and advised that he is the owner, that the property has been used as a parking lot for marry years, serving the commercial buildings which he owns on Burlingame Avenue. He stated that it is his intention that the lot will continue to provide parking for the buildings but under a system of merchant validation. The Commission was advised that there is space to accommodate approx- imately 51 cars; further, that it has not yet been determined whether an attendant will be on duty. The application was scheduled for public hearing on October 31, 1960. -2 - 5. ALUMINUM COMPANY OF AMERICA REQUESTS TIME EXTENSION VARIANCE GRANT. A communication from the Aluminum Compares of America, dated October 4, 1960, requested an extension for a period of six months to accomplish a variance relative to a commercial building to be constructed in the Mills Estate area. The communication was scheduled for formal consideration at the next regular meeting. 6. SPECIAL PERMIT - Paul J. Constantino. Study/Rumpus Room In Accessory- Building. An application filed by Paul J. Constantino, 1920 Carmelita Avenue,, requested a use permit to convert and enlarge an existing accessory building on the property into a study and playroom for family use. The building was originally constructed with maid's quarters oeeupy- Ing one portion and the garage the other. The present plan will eliminate the garage; however, Mr. Constantino has ample land and has agreed to construct a new carport. Following a brief review of the application, a public hearing was scheduled for the next regular meeting. 7. BAYSHORE HIGHWAY NAM CHANGE DISCUSSED, The Planning Consultant advised that in accordance with the request of the Commission he had discussed with the City Manager the possibility of retaining the name "Bayshore" and perhaps changing the word "Highway" to some other designation. He stated that he was informed that the Highway Department will not consider any compromise involving the word "Bayshore"; that they want this eliminated before any steps will be taken to provide directional signs at the Broadway Overpass. A list of names suggested by a number of interested citizens was submitted and discussed. Commissioners agreed that the matter would be brought to some.conclusion at the next regular meeting. 8. RAPID TRANSIT: PLANNING ASPECTS. The Planning Consultant advised that the County Planning Commission and the Board of Supervisors have requested an expression from the various cities concerning the proposed route of the Rapid Transit System in San Mateo County. The Planning Consultant stated that draw- ings are available of the'system as it will affect the City of Burlingame. The subject was scheduled for further discussion at the study meeting of November 14, 1960, at which time: the Planning Con- sultant and the City Engineer were to present pertinent material. A suggestion was made that a representative of the District be in- vited to attend the meeting. Commissioners agreed that at the time of the study meeting a decision would be made concerning the advisability of holding an open meeting at which time interested citizens would be invited to participate in public discussion on the planning aspects of the system. 9. ZONING AM33 1MMENTS. The Planning Consultant reported progress in compiling material for additional amendments to the Zoning Ordinance.
