Commissioner Kindig, having previously advised that he would be away from the City, was excused.. Minutes of the study meeting of October 10, 1960, submitted previously to members, were unanimously approved and adopted. PF.T IT IONS : 1. SUBDIVISIO;DT: William Schoenhard Property. 2820 Adeline Drive, A map prepared by Philip B. Lygren, Civil -Engineer, filed with the City Engineer, proposing to divide the property of William Sohoenhard, 2890 Adeline Drive, Burlingame, into four parcels, and reviewed by the Commission at the study meeting of September 12, 1960, was scheduled on this date for formal consideration. The. Planning Consultant, in reply to the Chair, recalled that when the map*was originally presented to the Commission, there was dis- cussion concerning construction of additional pavement to improve a section of the street right of way which lies within the present Schoenhard property lines. In view of ;such public works, the Planning Consultant Sta%tidy the Commission agreed that the application he treated as a subdivision, subject to acceptance by the City Council. The City Engineer, In reply to the Chair, advised that the map has been processed through his department and found to be In. order. The Chair- recognized Mr. Lygren who requested that rather than con- sider the application under the provisions of the suIndivision or- dinance thFIG the Commission tentatively approve t31e reap, subject to accept- nce by the City Engineer of improvement- plans, a deposit of an improvement 'fond with the City Engineer. and final approval by the Commission upon completion of Improvements. Mr. Lygren recalled that the Commission agreed to this procedure when the Cravalho property, Vancouver Avenue at Easton Drive, was subdivided approximately a year ago. The City Attorney advised that tentative approval was possible at this time, that it was within the authority of the Commission to place certain reservations to be met by the property owner, as to public works and dedication of easements. The City Attorney sug- gested that the map be returned to the.Commission for final approval. In reply to a question directed to Mr. Lygren concerning the area of new pavement to be installed, the Commission grass advised that the owner has Eagreed to a minimum of at least sl.x feet, and, where space permits, a maximum of eight feet. A motion was thereupon introduced by Commissioner Norberg that the Commission give tentative approval to the reaubdivision map, subject to construction of new pavement to Improve Adeline Drive, to an average width of eight feet; subject to agreement between the City Engineer and the developer for the construction of public improve- ment; drainage and sewer easements to becomo a matter of record through recordation of proper legal dooument.s. Motion seconded by Commissioner Moore and unanimously carried on roll call vote of members present. HEARINGS 1. RESUBDIVISION: Lot 3, Block 11, Ray Park; And Of Parcel "A" Of Resubdivision Of loot 12., Block 55. Easton Addition No-. 5. A resubdivision application filed with the City'Engineer by F.K. and Kathe Kennedy and Sidney T. and Dorothy A. Johnson, owners, respectively, of the above described properties, was scheduled on this date for public hearing. Mr. Kennedy was in attendance representing the applicants. The Commission was advised that the Kennedy property, at the end of Drake Avenue, abuts the rear portion of the Ray Park property. Reference was made to a 20 foot drLnage easement described on the map, which crosses the Ray Park lot at the creek site which parallels Devereaux Drive. -2- t' Mr. Kennedy stated that the creek is quite deep at this point. There \' is an area to the south of the creek, which is a part of the Ray Park I property but is of little value to the property, Mr. Keruzedy advised that he has purchased the parcel and wishes to add sane to his lot for aesthetic purposes. The City Engineer, in reply to the Chair, advised that the tap was satisfactory. There being no ob ;actions, a emotion was introduced by Coruiiissioner Nartin that the resubdivision be approved. Motion seconded by Commissioner Norherg and unanimously carried on. roll call vote of members present. 2. R;,SUBDIVISI0N: Molakidis Properties On Ba.valaore Boulevard, A resubdivision map of the Molakidis properties, Bayahore Boulevard, having been filed with the City Engineer, was scheduled for public hearing on this date. A communication from . Wilsey, Ham and Blairm Civil Engineers, dated October 5, 1960, was read advising that the resubdivision proposes to transfer a 5 foot strip of land from Parcel "B" to Parcel "A" , and a 25 Foot strip from Parcel. "A" to Parcel. "B". thereby providing two access ways from Parcel "B" to the Bayshore Boulevard. The City Engineer, in reply to the Chair, stated. that the map has been verified and is in. order. The Planning Consultant advised that there is an existing building on Parcel "B" and, on Parcel "A", a building under construction. It would appear that the new building; has heen placed on the existing property line. The resubdivision proposes to establish a new lot line to divide the parcels at the space between the buildings. The P1aiLning Consultant mentioned further that there is a potential problem insofar as off-street parking is concerned. At the present time, the owner has ample space to provide parking for both parcels. However, in the event that a new owner should acquire Parcel "B", off-street parking must be provided in accordance with the city°s requirements. There being no objections, a motion was introduced by Commissioner Stivers, seconded by Commissioner Noore,that the resubdivision be approved. Motion carried unanimously on roll call vote of members present, 3. VARIANCE: Less than required lot frontage - Plate Property, 1215 Vancouver Avenue,, An application for a variance filed by Elleen T. Plate requested per- mission to resubdivide property at 1215 Vancouver Avenue into three lot - one lot to have less than the prescribed frontage. -3d r r A letter from the applicant, dated October 6, 1960, was read. advising that subsequent to approval received from the Cornrdssior_ in February, 196Os to divide the property into three 50 foot lots, it was determined that because of the steepness of the terrain a more attractive development and better building sites could be accomplished If the two lots across the front, facing on Vancouver Avenue, were to be wider than 50 feet; and the third lot at the rear, where the existing residence is located,, to hunve street frontage by reason of the driveway at the south end of the property. A revised map was submitted to the Commission. Mr. Robert Dean Turner was in attendance to represent the applicant and, in reply to questions, advised that the owner proposes that Parcels "A" and "B" shall be 65 feet x 140 feet„ The natural division for the -rear lot is at the existing hedge; It is thoreaore intended that the hedge, the garden and the residence shall remain together as Parcel "C"9 the existing 20 foot driveway is more than adequate to serve this rear lot. In reply to an inquiry from the Chair, members of the Commission in- dicated that they were familiar with the physical aspects of the property. The Mty Engineer, in reply to the Chair,, confirmed that new utilities will be installed where required under the supervision of the city engineering staff. `Where being no objections heard, a motion was introduced by Com- missioner Martin that the variance be approved to permit resubdivision of the property in accordance with the revised crap. Motion seconded by Commissioner Moore and t_nanimously carried on roll call vote. . The applicant was advised that the variance would become effective on November 8, 1960, provided there was no appeal. The hearing was thereafter declared concluded. i 4. USE PI3RHl Raimund B. Vurlitzer Validation Parking -Lot. A public hearing, scheduled on this date, on an application filed by Raimund B. :durlitzer for a use permit to operate a validation park- ing lot, was aontinu©d to the study meeting of 'November 14, 19609 upon determination by the Chair tl at the applicant was not in attend- anoe nor represented. 5. USE PERMIT Paul J. Constantino. Den and Slespirig Room In Access2rfr Buildirw,e An applieation filed by Paul J. Constantino, 1920 Carmelita Avenue, requested a permit to convert existing maids s quarters and garage space, in an accessory 'building, to a der and bedroom. P4O Mr. Constantino was in attendance and advised that the building is approximately 15 feet from the main house, and consists of a two - car garage, .plus maids quarters. It is intended to enlarge the maides room to a two -room suite, consisting of a den and a bedroom,, to 'lie used by members of .his family. Part of the garage area will be retained and additional garage space will be provided by con- struction of a new carport. There being no objections heard., a motion was introduced by Com- missioner Martin th,it the vse permit he approver on the condition that the applicant erect a two -can' carport vim. the property. A rsgv!sst from the Aluminum Company of America, dated October 4, 19603, for a further six months extension - to Play 50 3.961 - of the variance granted by the Planning Commission on April 27, 19592, was approved on motion of Commissioner Norberg, seconded by Commissioner Moore, and unanimously carried on roll call vote. Bacon was hoping to zliscuss a use :permit application with the Commission at the present meeting and would like to r:quest that action on the application he taken at the study meeting on November 14, 1960. Nor. Bacon was in attendance and explained that the vse permit in- volves const?naction of a new detached garage with sleeping quarters to be ready for occupancy within two to three weeks. Bayshore Highway Name Chan eg•. A comrninieation was read from Keyston & Coo, dated October 31, 1960, in which reference was ride to the Planning Commission meeting of September 26, 1960, at which time the Comr ission vngninously agreed to recommend to the City Council that the nam, o:f`_ Bayshore Highway be changed. The communication stated that those In attendance at the meeting were led to 'helieve that a major chap;° would not be ruade and that the designation "Bayshore" would remain. A petition hearing 38 signatures, representing property owners and tenants on I3ayshore highway, protesting a cha-,.ige which would eliminate the word "Bayshore" was acknowledged and accepted for filing. -5- i Acknowledgment was trade of a conriunintntion from. Brandon Brogan, Inc., 3.106 Carolan Avenue, regvestin€; that the name Bayshore highway be retained. The Chair recognized fir. David Keyston who rogvested that the Com- mission recommend to -the City Council that no action be taken to cringe the -name until infornmation is available as to whether the street will be opened to provide access to the airport. Members of the Commission were invited to comment. Commissioner Flartin referrod to the eonm inicition from Keyston & Co.,; dated October 31, 1960, and, as a point of elarific�!tion, annou,ioed t_.at the Commission had made no commitment to retain the word "Bayshore;°should the name be changed. Commissioner Stivers stated t;.at iie felt the nacre "Broadway" would be appropriate, inasmuch as the street is, in actuality, an ex- tension of Broadway Avenue. Following a general discussion, during which a number of names were mentioned, it was agreed by a majority of the Commission that the name "Bayshore Road" be suggested to t)ap State Division of Highways to determine whether or not this nacre would permit installation of directional signs. The Punning Consultant was delegated to con- tact the State agency. The subject was continued to the meeting of November 14, 1960, at which time a final determination was to be made. ,FEW BUSINESS 1. Rezoning Easterly Side of Highland Avenue, Peninsula to Bayswater Avenues. Referring to previous discussions concerning a possible rezoning of properties on the -easterly side of Highland Avenue between Peninsula and Bayswater Ave:rnies, from C-2 (Service Business) to R-3 or R-4 (Muli-family)., the P3a.Lni-/tg Consultant ndvised that a band use study was r.3de and. a )'tap prepared of existing uses. The map was submitted to the Commission. In discussing the problems connected with any rezoning tluit might take place, the question of the city° s fire zoning regulations was raised. It was pointed oL'it t.:c-it the properties in question are in Fire Zone go. 1, requiring; methods of construction not usual; in reside.atial properties. Commissioner Xorberg referred to the property owned by Scottish Rite,, at the northeast corner of highland t:nd Peninsula Avenues,and suggested that this parcol be eliminated from a rezoning action. Hatah Lane and California Driven A land use study of the above area was submitted and a %iggestion offered that this district be considered for rezoning. The present zoning Is C-1 (retail trade) and with the exception of a small frontage on Burlingame Avenue, the use is predominately C-2 (service trades). 3. Rapid Transit :-n Burl ir me., The Planning Consultant proposed that the Commiasion invite to the study meeting of November 14,, 1960m representatives of the Bay Area Rapid Transit District for purposes of general discussion and study of material applicable to the physical layout of Rapid, Transit In Burlingame.
