A regular meeting of the Burlingame Planning Commission was held on the
:above date. Meeting called to order at 8:05 P.m. - Chairman Martin
presiding.

Minutes of the regular meeting, February 25a 19.59a adjourned meeting
and study meeting March 9, 1959, were approved and adopted.
HEARIYtS
Chairman Martin announced that this was the time scheduled, pursuant to
public notice, to conduct public hearings as follows:
1. RnSUBDIVISION - Lot 15, Block to Mills Estate So,, 1-A.
An application was submitted by Atlantic Life Insurance Company, owners,
requesting a resubdivision of Lot 15, Block 1, Mills Estate Noe 1—A
Subdivision. The lot located on E1 Camino Real (Service Road) between
Trousdale Drive and Murchison Drive, has a total frontage of 100 feet.
The resubdivision proposed to divide the lot into two parcels, each
with a frontage of 50 feet.
A letter dated March 49 1959, from William Viokrey, attorney -in -fact
for Atlantic Life Insurance Company, advised that one of the parcels
will be the alte . of an office building to be built for John Hancock
Life Insurance Company.
The Planning Consultant and the City Engrosser stated that there were
no objections to the proposal. Mr. !lane explained that the land was com-
mercially zoned and the use was proper. Mr. Marr advised that water
service and a sewer lateral will be required to be installed on Parcel
B and this can be finalized at the time of issuance of a building per-
mit.
There being no further comments, pro or con, a motion was introduced by
Commissioner Kindig, seconded by Commissioner Diederichsen that the,re-
subdivision be approved. Motion carried unanimously on roll call vote,
2. SPECIAL PERMIT - U. Peira & Son - eontraetores storage yard,
Rollins Road and North Carolan Avenue.
An application submitted by U, Peira & Son, 120 nroadmoor Drive, San
Francisco, proposed a eontraetores storage yard on:property lying be-
tween North Carolan Avenue and Rollins Road in the Easton Industrial
Subdivision. A plot plan and elevations accompanied the application.
Lawrence Donovan, 'attorney,, was in attendance to represent Mr. Peira,
who was unable to be present. Mr. Donovan explained that Mr. Peira
proposes to improve the northerly 50 feet of his property for an
office building and storage yard, and for the time being, the remain
ing portion of the property will not be developed.
Chairman Martin commented that outdoor storage of materials and equip-
ment is controlled by ordinance, as to fencing and location, and re-
quested Planning Consultant Mann to review the restrictions.
Mr. Dann advised that the use requires a permit and the Commission
may impose such conditions as are reasonable. Mr. Mann noted that the
ordinance provides for an 8 foot solid wall or fence, or evergreen
hedge, to enclose and screen the storage area from public view.
Mr. Donovan advised that the owners contemplate an aluminum siding
fence. In reply to Commission inquiry, Mr. Donovan stated that there
would be a minimum of concrete form boards, two compressors and some
automotive equipment stored. Gasoline tanks and pumps will be installed
In accordance with Fire Department requirements.
Mr. Mann referred to the matter of landscaping and noted that provision
was made on the plot plan for planting along Rollins Road. Mr. Mann
suggested that a two foot strip be provided along the North Carolan
A venue frontage.
Commissioner Stivers stated that he was not in favor of the aluminum
fence suggested by Mr. Pairs but the proposed use would appear to be
a proper one in the location. Commissioner Stivers thereupon introduced
a motion'that the permit be granted.
The motion above ',stated died for- lack of a second.
In discussing thes application,.members were unanimous in opposing an
aluminum siding fence.
Commissioner Kindig introduced a motion that a use permit be granted
U. Peira & Son to operate a contractors storage yard as requested,
conditional upon the following: to Storage area to be enclosed by a
solid wood fence, painted or stained, not less than 8 feet high,
with appropriate matching gates; 2. Stored material to be piled lower
than the fence height; 9. Planting on Rollins Road as indicated on the
plot plan, plus A two foot planting strip along North Carolan Avenue
frontage; 4. office building and remainder of the project to be in ao-
eordance with the plan submitted as a part of the application-

Notion seconded by Commissioner Diederichsen and carried unanimously on
roll call vote.
Chairman Martin advised Mr. Donovan that the permit would become effec-
tive April 7, 1959, provided there was no appeal.
Chairman Martin suggested to Mr, Donovan that Mr. Petra be informed of
the Commission®s objections to the type of fence which he had proposed
and indicated that the Commission would be willing to discuss the matter
further at such time that Mr. Petra was in position to appear personally,
The hearing was thereafter declared concluded.
3. VARIANCE - Burlingame Motor ComDanv - Automobile Sales Loto
An application from Burlingame !Motor Company, 200 California Drive,
requested a variance to permit operation of an automobile sales lot on
property located at the northwesterly corner of Highland Avenue and
Howard Avenue. (C-2 use in C-1 zoning.)
The following communications were read:
A letter dated March 23, 1959, from J.L. Bromberg, president
Burlingame Motor Company advised that the sales lot will be maintained
and operated in conjunction with the main sales office, which is directly
across California Drive. The proximity of the two locations will per-
mit a more efficient operation of the used car sales department.
Letters from Spreckels Creameries, 1101 Howard Avenue and Burlingame -
San Mateo Motor Car Dealers' Association, Inc. , Burl inkpme,approved the
use and requested that the variance be granted.
Jerrold L. Bromberg was in attendance and, in reply to inquiries from
members of the Commission advised that the small office building on the
property will be painted. Advertising signs will be limited to one to
be mounted on the building. Mr. Bromberg stated that the present light-
ing is adequate as well as the existing chain link fence. These will
not be changed.
Planning Consultant Mann stated that a well -maintained operation should
prove beneficial to the neighborhood as the property for the past few
years bus been vacant and unsightly.
Chairman Martin invited comments from the floor.,
C. Wilson Harder, who identified nimself as owner of adjoining property
on Highland Avenue, inquiZ�ed concerning automobile repair work and was
assured by Mr. Bromberg that the operation would be confined to automo-
bile sales and a parking area for personnel oars.
There being no further comments, pro or con, a motion was introduced by
Commissioner Diederiohsen that the variance be approved as requested.
Notion seconded by Commissioner Norberg and unanimously carried on roll
call vote.
Chairman Martin advised the applicant that the variance would become ' ef-
fective April 79 1959, provided it was not appealed prior to that date,
The hearing was thereafter declared concluded.

1. KEYSTON & COMPAAY - OFF-STREET PAMUG PLAA R.
A communication dated February 198 1939, was read from George N. Keston,
Jr., concerning a proposed addition to the Keyston Building loeated-at
1299 Bayshore Highway and offering for approval a plan to provide off-
street parking on land to be leased from the State of California.
The letter advised that in order to supply the :necessary parking in
connection with the addition, existing parking facilities must be en-
larged and three plans were submitted to the Commission.
Parking Plan "C" proposed to use land owned by the State of California,
Division of highways, which can be leased for a period of five years,
with a ninety -day cancellation clause.
Parking Plan "B" was predicated upon a favorable outcome of negotiations
with the City of Burlingame to purchase property along the Old Beyshore
Highway which has been declared surplus and offered for sale by the
City to adjacent property owners.
Parking Plan "A" offered to enclose the drainage ditch on the north
side of the Keyston property and use this for parking.
The Commission was requested to approve of Plan "C" as the most practical
and economical method of meeting the situation at the present time.
It was pointed out that in the event this plan should become inoperative
at any time, either one of the alternative proposals could be developed
to provide the required parking.
Chairman Martin stated that it was his understanding that Keyston &
Company were asking the Commission to find Plan "C" adequate and legally
proper Insofar as the city's parking requirements for commerolal building;
George N. Keyston, Jr., was in'attendanoe and explained that the matter
of adequate parking facilities must be resolved before the building de-
partment will issue a permit for the new construction. Mr. Keyston noted
that any one of the perking plans complies with the terms of the or-
dinanee and requested permission to proceed on the lease arrangement
with the State of; California as provided in Plan "CO.
City Attorney Karmel mentioned the possibility of future difficulty in
the event of a change of ownership on the property and subsequent can-
cellation of the lease by the State and in the general discussion which
followed the majority of members took the position that perking could be
made available on the property should the need arise,
A motion was introduced by Commissioner Kindig that in the opinion of
the Commission on the basis of facts submitted in the communication of
February 19, 1459 from Keyston & Company and the dis ussion with
Mr. Keyston, off-street parking facilities outlined�"�arking Plan "C" were
adequate to fulfill the requirements of the ordinance and provide the
necessary parking for the proposed building addition. Motion seconded by
Commissioner Norberg and unanimously carried.

2 . Proposed_ RevislonQ_ Una -form Buildink-C
An ordinance, in preliminary form, proposing to adopt the 1958 Uniform
Building Code, with revisions as pertain to the City of Burlingame, was
distributed to the Commission at the study meeting on larch 98 19599 by
Planning Consultant Mann and scheduled for formal consideration on this
date.
Chairman Martin initiated Commission discussion by offering the follow-
ing: (1) The ordinance in its present form be forwarded to the City
Council without recommendation from the Plannixw; Commission as the pro-
duct of the committee appointed to prepare same; (2) Accept for con-
sideration as submitted and recommend or oppose adoption, as the
Commission may determine; (3) Review item by item and debate the pro-
visions pro and oon prior to presentation to the Council.
The Planning Consultant recalled that a report, prepared by Councilman
Rooth in connection with procedures to controlviolations of the city's
zoning laws recommended, among other things, that the Planning Commissio
revise and bring up to date the Uniform Building Code as the Code per-
tained to the City of Burlingame. The report was adopted by the City
Council and the Planning Commission was subsequently requested to pro-
ceed.
Mr. Ram pointed out that by agreement among members of the Commission
the project was pursued at a committee level and a series of meetings
were hold on successive Friday afternoons, attended by department heads
and representatives of the building trades.
Chairman Martin recognized Councilman Thayer, in attendance, who dis-
cussed briefly the proposed ordinance and expressed interest in its
provisions for improving the city's present building laws.
In the general discussion, the point was raised that at the time the
ordinance was scheduled for Council action there would be a public
hearing and, on this basis, a public hearing before the Planning Com-
mission would appear to be duplication.
A motion was thereupon introduced by Commissioner Diederiohsen to trans-
mit the proposed ordinance to the City Council without recommendation.
Motion seconded by, Commissioner Kindig and unanimously carried.
3. Proposed A _ ant to Sign 0rdinance-DiregtIoza1 A_& a on City Stree
An amendment to the sign ordinance, prepared at the request of the City
Council, to provide for directional street signs to public places, to be
permitted at the discretion of the Council, was submitted to the Com-
mission for formal consideration.
The amendment read in part "signs upon the public way for the purpose of
direction to churches, libraries, hospitals or other similar places".
In discussing the proposal, Commissioner Kindig stated that certain
directional signs were of benefit to the public but it was bAs opinion
that the number of signs permitted by the amendment were unneeessarY.
Commissioner Stivers suggested a provision to 'Include dimensional limi-
tation and provide for uniformity.
Commissioner Worberg introduced a motion that the amendment as written
be recommended to the City Council for adoption. Motion seconded by

on the question., Commissioner Diederichsen stated that he felt it ad-
visable to eliminate specifically named places. Suggesting a revision
in the wording to provide for "signs upon the public way for the pur-
pose of directioA to public places" Commissioner Diederlchsen requested
that the motion above stated be amended.
There being no objections, the motion as amended,, was thereafter unan-
imously carried.
