CALL TO ORDER
An adjourned regular meeting of the Burlingame ?Planning Commission
was held on the above date. Meeting called to order at 8:00 p.m. -
Chairman Kindig presiding,
PURPOSE OF MEETING
Chairman Kindig announced that this was an adjourned meeting from
the regular meeting of April 27, 1959, for the purpose of continu-
ing a public hearing on an application submitted by Burlingame In-
vestment Company to resubdivide certain properties on Bellevue
Avenue.
HEARINGS
1. RESUBDIVISION - Lot 2 and portion 3, Block 9, Burlingame Land
Company Subdivision.
Chairman Kindig recognized Arthur Dudley, representing the Burlingame
Investment Company. Mr. Dudley submitted plans and elevations and
described revisions which were made to relocate the carports and
provide required side yard set -backs,
The Planning Consultant, in reply to the Chair, advised that the e-
subdivision as redrawn was legal. Mr. Mann agreed that there was
considerable crowding of the land but that the applicant had met
all requirements for set -backs, parking, etc.
Chairman Kindig called attention to the existence of a dwelling
on the westerly portion of Lot 2 and noted that when the new apart-
ment is completed there will be less than the legal open space area
between the two buildings.
Mr. Dudley advised that the new construction will take approximately
seven months and the owners intend removal of the old building with-
in that time,
Commissioner Diederichsen introduced a motion that the resubdivision
be approved conditional upon the applicants filing with the City a
written agreement to proceed with demolition of the structure on
the westerly portion of Lot 2 not less than 60 days after construc-
tion commences on Lot 3- Motion seconded by Commissioner Henderson.
On the question, Commission: Norberg commented that approval of the
resubdivision does not imply approval of the building plans.
The motion was unanimously carried on roll call vote.
ADJOURNMENT
There being no further business, the meeting was regularly adjourned
at 8:30 p.m.
STUDY MEETING
The study meeting regularly scheduled for this date was called to
order by Chairman Kindig immediately following adjournment of the
regular meeting.
The following matters were submitted:
1. San Mateo Parents' Cooperative Nursery School in re: Proposed
Nursery School, Clarendon Road and Burlingame Avenue.
Mrs. Hugo Martinez, representing the Parents' Cooperative Nursery
School, discussed the possibility of operating a nursery school in
a dwelling located at 231 Clarendon Road.
Mrs. Martinez advised that the group is under the supervision of
the College of San Mateo and is part of the adult education pro-
gram sponsored by the College. The school accommodates a total
of 40 children, in two sessions of 20 children each, from 9:00 a.m.
to 11:30 a.m. and from 12:30 p.m. to J;00 p.m. each week day.
On Monday night classes are conducted for participating mothers.
Children are transported to and from school in private cars.
Mrs. Martinez stated that the program has been in operation for
about 12 years. Presently, their quarters are at St. Andrews
Lutheran Church in San Mateo, however, at the end of the present
term this space will not be available.
Mrs. Martinez advised that the property on Clarendon Road is ideally
suited for their'•needs. A personal survey in the neighborhood
disclosed some reluctance to accept the school but, Mrs. Martinez
stated, the majoirity of those contacted appeared to be in favor.
Planning Consultant Mann noted that the property is zoned first
residential and a variance is required to permit the use. Mr. Mann
stated that the group is not in position to make formal applica-
tion inasmuch as they do not own nor do they have an interest in
the property. The present owner is not inclined to negotiate on
a conditional basis and will not accept a deposit to hold the
property contingent upon a variance being approved.
After some further discussion, Mrs. Martinez was advised that the
Commission was not legally in position to make a committment con-
cerning the proposal until such time that a formal application was
submitted.

Mrs. Martinez and the attending group agreed to pursue the matter
further with the property owners in an effort -to reach a basis of
agreement.
2. VARIANCE - J. Steventon - Machinery warehousing.
Mr. J. Steventon, 400 Pullman Road, Hillsborough, filed a variance
application requesting permission to use the warehouse, previously
occupied by the Southern Pacific Company at Holaard Avenue and
Myrtle Road, for repairing and trans -shipping machinery and office
equipment.
Mr. Mann advised that the applicant has purchased the building and
has agreed to bring same up to fire department standards.
Mr. Mann stated that the zoning is C-2 (Service Business) and it
would appear that Mr. Steventon's operation is a combination of
uses - partly C-2 and partly M-1 (Light Industrial),
Mr. Steventon was in attendance and stated that his business con-
sists of repairing, warehousing and shipping used office equipment
and machinery. In addition, there will be sales of new equipment
such as power lawn mowers and power tractors. Mr. Steventon stated
that the operation is practically the same as carried on by the
Southern Pacific Company for a number of years.
In reply to an inquiry from the Commission, Mr. Steventon advised
that the repair work to be done on the premises will require the
use of hand tools.
The application was scheduled for hearing on N1ay 25, 1959i,
3. CHRIST LUUWRAN CHURCH REQUESTING EXTENSION USE PERMIT.
A letter dated May 7s 1959, from Edwin B. Naylor, Pastor.,Christ
Lutheran Church, requesting an extension of a lase permit granted
in May, 195$, was referred to the regular meeting for formal con-
sideration.

Mr. Lehane, submitted a drawing of proposed structural alterations
on a dwelling opined by Olivia A. Rodenbeck, 1423 Paloma Avenue.
Mr. Lehane stated that he was requested to represent the owner of
the property.
The Planning Consultant advised that there is a small cottage which
is located on the rear portion of the lot. A shed attached at the
rear houses kitchen and bathroom facilities. The owner desires to
demolish the shed and build a new kitchen and bathroom,
Mr. Mann stated that the building is non-confo:rming - the shed
structure extending to the rear property line, and on one side dare
is less than the required yard area.
Mr. Lehane advised that when the shed is removed there will be a
space of approximately 19 feet from the rear of the cottage to the
property line. The owner proposes a new addition of approximately
15 feet, leaving an area of 4 feet at the rear.
Mr. Lehane was advised that a variance is required to permit ]ass
than the legal set -backs. The Planning Consultant agreed to advise
the owner of the necessary procedure.
5. SUBDIVISION WiP - Canyon `terrace.
A map of a proposed subdivision, "Canyon Terrace", located on
Summit Drive between El Frado Road and Burlingview Drive was sub-
mitted to the Commission by Philip Lygren, engineer. The area is
located in the County.
Mr. Lygren stated that there will be a total of 10 lots and called
attention to the following variations from the cityls standards:
(1) Cul-de-sac of approximately 400 feet in length; (2) 40 foot
right of way; (3) Paved sidewalk on one side; (4) A slope of 17%
on the cul-de-sac.
There was considerable discussion on the above and the majority of
Commissioners felt that the proposed street grade was excessive and
would present a safety hazard.
The -Planning Consultant submitted a draw& ng outlining possible modifi-
cations in the over-all lay out.
At the request of the Chair, Mr. Lygren agreed to re -study the pro-
ject and attempt to reach a compromise between the original plan
and that suggested by Mr. Mann.
The matter was referred to the regular meeting of May �5�
6. SUBDIVISION MAP - Belvedere Heights.
Mr. Lygren presented a ma of a proposed subdivision "Belvedere
Heights% consisting of 19 lots located on Summit Drive at Del Monte
Drive. This area is in the County.
The City Engineer advised that there is a problem of water service.
The water main nearest to the ;s operty is located in Hillsborough
and it would appear there will be some difficulty in supplying water
to the subdivision,
Mr. Lygren stated that there will be a variance requested on the
length of the cul-de-sac.
The matter was referred to the regular meeting of May 25.
7• SUBD=VISION MAP - Westerly side of Hillside Drive at La Mesa Drive.
Mr. Nachtsheim of the firm of Jame Breen, engineers, submitted a
map of a proposed subdivision located within the city limits on the
westerly side of Hillside Drive at La Mesa Drive, the subdivision to

consist of eight lots.
Mr. Mann raised a question concerning improvement of Hillside Drive
to bring the street to city standards.
Mr. Marr suggested that if the subdivider were required to install
improvements the city annex that portion of the street.
There was discussion concerning disposal of storm waters and drain-
age easements across certain portion of the property. Mr. Nachtsheim
was requested to confer with the City Engineer on these matters.
The map was referred to the regular meeting of May 25,
8. SUBDIVISION MAP - El Quanito Acres No. 2.
A subdivision map of E1 Quanito Acres No. 2 was submitted to the
Commission by Mr. Firenze. The property is presently in the County
at El Prado Road and Canyon Road. There will be a total of six lots.
Mr. Firenze advised that access to Lot 24 will be provided by means
of a private road 20 feet in width extending from El Prado Road,
across Lot 25.
The suggestion was made to Mr. Firenze that the legal ramifications
connected with the private access easement be resolved with the
City Attorney prior to the time of the next Commission meeting.
The matter was schedu]e d for consideration on May 25.
9. SUBDIVISION MAP - East Millsdale Industrial Park, Unit No. 2.
Jack Van Zandt, engineer, submitted a map of the second unit of East
Mills dale Industrial Park, lying between Bayshore Freeway and 07d
Bayshore Highway, containing approximately 60 acres. Mr. Van Zandt
stated that the set -backs will be generally established at 25 feet
along ailbreth and 20 feet along Old Bayshore Highway. There was
some discussion concerning public improvements along Old Bayshore
Highway and Mr. Van Zandt advised these will be placed on the basis
of an 814 foot right► of way. Mr. Van Zadt stated that an easement
will be shown on,the map to accommodate overhead power facilities.
The map wens referred to the meeting of May 25, 1959.

A map of Mills Estate No. 15, consisting of 12 lots along Frontera
Road to Sebastian Drive, submitted by Mr. Van Zandt was referred
to the meeting of May 25 for formal consideration.
11. PROPOSED ORDINANCE AMENDMENT - "Regulations for RL District"
(Mdted multi -family dwellings).
Copies of proposed amendment to the ordinance providing for limited
multi -family dwellings were distributed to members of the Commission
and scheduled for detailed review at a future study meeting.
