A regular meeting of the Burlingame Planning Commission was held on the
above date. Meeting called to order at 8:00 p.m. - Chairman Kindig
presiding.
Minutes of the regular meeting of April 27, 1959, adjourned regular meet-
ing and study meeting of May 11, 1959 were approved as submitted.
HEARIAGS
Chairman Kindig announced that this was the time scheduled, pursuant to
public notice, to conduct public hearings as follows:
1. VARIANCE - J. Steventon. Machinery warehousing, Howard Avenue and
NXrtle Road. (M-1 Use. C-2 Zoning.)
A variance application, submitted by J. Steventon, 400 Pullman Road,
Hillsborough, requested permission to use a building, previously occupied
by the Southern Pacific Company, at Howard Avenue and Myrtle Road for re-
pairing and warehousing used machinery.
A letter dated May ll, 1959, submitted by the applicant advised that the
operation he proposes will be similar to that conducted on the premises
by the Southern Pacific Company for many years.
A letter dated May 110 1959, from the Southern Pacific Company confirmed
sale of the building to Mr. Steventon and a lease arrangement on the land.
Air. Steventon was in attendance. and in reply to inquiries from members of
the Commission advised that maohinery and equipment will be shipped to
the warehouse from various locations throughout the state, repaired where
necessary and resold. Mr. Steventon advised that all of the machinery
will be stored within the building.
Mr. Steventon stated that there is ample land surrounding; the building
to provide off-street parking.
In reply to an inquiry from Commissioner Diederichsen concerning the
nature of repairs to be made, Mr. Steventon stated that these are minor
requiring small eleotrioally dolven hand tools.
There being no protests reoel4ed, oral or written, a motion was intro-
duced by Commissioner Norberg that the variance be approved, oonditional
upon all equipment and material storage to be confined to the inside of
the building. Motion seconded by Commissioner Henderson and unanimously
oarried on roll call vote.
2. VARIANCE: Olivia A. Rodenbeck. Side and rear set -backs, property
at 1423 Paloma A venue .
A variance application submitted by Olivia A. Rodenbeck requested approval
of less than the roquired side and rear yard set -backs on property at
1423 Paloma Avenue.
Victor Brown appeared to represent Miss Rodenbeck. Mr. Brown identified
himself as a carpenter employed to do repair work on the property.
Mr. Brown, stated that the house is located at the rear of the lot and t�_e
owner desires to replace the kitchen and bath area, presently housed in a
lean-to attachment at the back of the main building. Mr. Brown advised
that there is insufficient space .Oo provide rear .and side yards required by
the city and if the repairs are accomplished as contemplated, there will
be an open area of approximately four feet between the rear of the house
and the property line and less than three feet along one side.
Planning Consultant Mann, in reply to Commission inquiry, stated that a
rear yard of four feet was not sufficient to provide the necessary clear-
ance for fire safety requirements, particularly where the building is
habitable, Mr. Mann stated that a variance on the side line should not
create complications.
Commissioners discussed the repairs at some length with Mr. Brown and a
number of suggestions were offered whereby a greater rear yard area might
be e s tabl i shed .
The matter was continued to an adjourned meeting on June 8 to permit the
owner and Mr. Brown an opportunity to restudy and, if possible, revise the
plans.
COMMUAICATIONS
1. Christ Lutheran Church Requesting sxtensign Use Permit
A letter dated May 79 1959, from Christ Lutheran Church of Burlingame re-
quested an extension of a Use Permit granted for church construction on
property located in Mills Estate Subdivision No. ll.
There being no objections heard, a motion introduced by Commissioner
Diederichsen, seconded by Commissioner Norberg, that the extension be
granted for a period of one year from date was unanimously carried.

1. FLKAL MAP - MILIS ESTATE SUBDIVISION NO
Jack Van Zandt, engineer with the firm of Wilsey & Ham, submitted to the
Commission the final map of "Mills Estate Subdivision No. 15" , represenA-
ing.a development of 12 residential lots along Frontera Road in the
upper Mills :states.
The Planning Consultant and the City Engineer confirmed that the map was
In order and in agreement with the previously approved tentative map. ,

Commissioners reviewed the map with Mr. Van Zandt and found it satis-
factory. A motion introduced by Commissioner Henderson approving the
map and recormendiiig its acceptance by the City Council was seconded by
Commissioner Martin and unanimously ca rri0d on roll call vote.
2. FINAL MAP - EAST MILISDALF, L`VDUSTRIAL PARK. i.JAIT 140, 2.
The final map of ".ast Millsdale Industrial Park, Unit No. 2" , represent-
ing the balance of vast Millsdale Industrial Parr, lying between the
Old Bayshore Highuiay and the Bayshore Freeway, was submitted to the
Commission by Jack Van Zandt, engineer.
Chairman Kindig recognized Mr. Van ?andt who reviewed provisions for
utility easements,set backs, lot sizes, etc.
City Engineer Marr and Planning Consultant Mann indicating no objection,
a motion was introduced by Commissioner Henderson that the map be ap-
proved and recommended to the City Council for adoption. Motion seconded
by Commissioner Norberg and unanimously carried on roll call vote.
3. TEUTATIVE PIAP - CA.RYON TERRACE SUBDIVISION.
Philip Lygren, engineer, appearing in behalf of the owners advised that
additional time is required to revise development plans of "Canyon
Terrace Subdivision" and requested that the matter be continued to the
next regular meeting of the Commission.
There being no objections, the Tentative Map of Canyon Terrace Subdivision
was scheduled for consideration on June 22, 1959.
4. TE iTATIVE itilAP - BELVEDERE HEIGHTS SUBDIVISIONd.
Philip Lygren, engineer, submitted to the Commission the tentative map
of "Belvedere Heights Subdivision" a proposed development of 12 resi-
dential lots. Mr. Lygren advised that the land is presently out of the
city limits and annexation proceedings must be initiated by tPe owners.
The City Engineer advised that certain public improvements will be re-
quired and called attention to the lack of sidewalk along Summit Drive,
also noted thatt an additional water main must be installed on Summit
Drive. Mr. Marr further mentioned that facilities will be required to
carry storm waters away from the properties whtch lie below the proposed
development.
The Planning Consultant pointed out that the length of the cul-de-sac
Is greater than the ordinance permits.
Commissioner Martin expressed objection to the number of lots proposed
and maintained that the development was not properly designed for hill-
side development.
Commissioner Norberg questioned Mr. Lygren concerning the grade of the
roadway and suggested revisions to reduce the graide.
Mr. Lygren was advised by Chairman Kindig that the subdivision as pro-
posed was not entirely aoeeptable to the Commission. Mr. Lygren was
requested to revise the plans by reducing the number of lots, changing
the grade of the roadway and providing for a sidewalk along Summit
Drive.

for Commission review at the study meeting on June 8, 1959.
TBATATIVE MAP BMI LINGAME HILLS NO. 4.
George Congdon, owner and developer, submitted a tentative map of a
proposed subdivision, "Burlingame Hills No. 4" , :Located on hillside Drive
east of La Mesa Drive, within Burlingame city limits
In reply to a question from Chairman Kindig concerning public improve-
ments, the City Engineer recalled that at the time of the original dis-
cussion ( study meeting Pay 11, 1959) the developer was requested to
consider installation of curbs, gutters and possibly sidewalk along
one-half of Hillside Drive.
Mr. Harr mentioned also that a 10 foot sewer easement would be required
rather than 5 foot as indicated.
Reference was made to a large area appearing as acreage on the map and
In reply to questions from the Commission concerning development of the
parcel, Mr. Congdon stated that it was not his intention to include
this in the subdivision. Rather it was contemplated that the parcel
remain dormant until such time that development :night take place in the
canyon area.
The Planning Consultant mentioned problems connected with disposal of
storm waters and there was considerable discussion concerning ways of
diversion and control.
Chairman Kindig expressed the opinion that further study was required
and requested Mr. Congdon to confer with the City Engineer concerning
improvements along Hillside Drive, sewer easements and storm drainage
control.
All members of the Commission in agreement, the matter was continued
to the regular meeting on June 22, 1959.
6. T&UATIVh PAP - FL QiTAiiITO ACRES N0, 2.
A tentative map of a proposed subdivision 091 Quanito Acres No. 2" was
submitted for consideration. The area is outside of the city limits
and the Commission was advised that annexation proceedings have been
initiated.
George McLean, representing the ogre, appeared to discuss the develop-
ment.
Planning Consultant Mann recalled that at the time of the original dis-
dussion tMay 11, 1959) mention was made of a private road on the
property to be used for access to one of the lots. The owners were re-
quested to confer with the City Attorney concerning preparation of the
applicable -legal documents.
In reply to Chairman Kindig, City Attorney Karme►1 reported that the
matter had not been resolved and suggested that the Commission proceed,
-- on the basis of the tentative map, by-passing the problems of the ease-
ment for the time being.
Chairman Kindig invited comments from members of the Commission.
Commissioner Martin objected to the general design and expressed the
opinion that three of the lots, i.e., 27, 28, 29 were not acceptable
building sites nor compatible with neighboring properties.
Commissioner Norberg concurred and suggested a realinement of the
lots to eliminate the "dog's leg" piece between Lots 26 and 27.
There was considerable discussion concerning the over all lay -out, at
the conclusion of which Commissioner Henderson introduced a motion that
the Tentative Map of "P:1 Quanito Acres No. 2" be approved and recom-
mended to the City Council for .:adoption. Motion .seconded by Com-
missioner Diederiehsen.
A roll call vote was recorded as follows:

Chairman Kindig advised Mr. McLean that on the basis of the tie vote
some revisions would be neee+3sary and suggested that an engineering
representative appear at the study meeting on June 8, at which time
the map could be given further study, and re -considered at the regular
meeting on June 22, 1959.
