A regular meeting of the Burlingame Planning Commission was held on the
above date. Meating called to order at 8;00 p.m. -
Chairman Kindig presiding.
In the absence of Secretary Henderson, the ChO irman appointed
Commissioner Martin secretary pro tempore.

Minutes of the regular meeting of Fay 25, 1959, ,adjourned regular meet-
ing of June 8, 1959 and study meeting; June 8, 19.59, were approved as
submitted.

A letter dated June 17, 1959, was read from John A. Gellmann, owner
of the Burlingame Nursing dome, 1012 El Camino Real, Burlingame, raquest-
ing an extension of six months in which to'Qomplj with the provisions
of a variance granted by the Planning Commission under date of June 23,
1958.
Chairman Kindig recognized Mr. Gellmann, in attendance, who stated that
extensive alterations have been made to the property to meet state and
local safety requirements. Mr. Gellmann advised that an additional six
months will urovide sufficient time in which to start construction on
the new addition.;
There being no protests received, oral or written, a motion was intro-
duced by Commissioner Norberg, seconded by Corrissioner KRrtin that
the extension be granted as requested. Motion carried unanimously on
roll call vote.
PET IT IONS
1. FI14AL YAP - Mills Estate Subdivision No. 17.
Jack Van ?andt, engineer with the firm of Wilsey & Ham, submitted to the
Commission the final map of "Mills Estate Subdivision No. 17", a resi-
dential development of 41 lots in the upper Mills Estates, westerly of
Sebastian Drive.
Mr. 'fan Zandt stated that construction in the Mills Estates is progress-
ing to Skyline Boulevard. ,sir. Van Zandt advised that the development
along the Skyline frontage swill be revised somewhat from that originally
planned now that the route of Junipero Serra Freeway has been establishes
Reference was made to the 4.2 acres designated for city park purposes
and, in reply to a question from the Planning Consultant, Nor. Van Zandt
confirmed that formal dedication of the site will be accomplished at a
future date.
Commissioner Martin suggested that the over-all tentative map of the
areas still to be,developed should be resubmitted for Commission study
and Mr. Van :Zandt agreed,
A motion was thereafter introduced by Commissioner Martin, seconded by
Commissioner Norberg that the Final Map of Mills :state Subdivision No. 1
be approved and recommended to the City Council for adoption. Motion
carried on the following roil call vote:

personal displeasure with the pattern of
development in the Mills Estates.
2. TENTATIVE MAP - Canyon Terrace Subdivision,
Philip Lygren, engineer, submitted a tentative map of Canyon Terrace Sub-
division, a proposed residential development of .five lots located on
Summit Drive, westerly of Burlingview Terrace Subdivision.
Mr. Lygren noted that there had been one change since the map was pre-
viously discussed (study meeting June 8,1959). The lot sizes were ex-
panded to a minimum area of 15,000 square feet. Mr. Lygren described
street design and in reply to Commission inquiry advised that provision
has been included for sidewalk along the entire Summit Drive frontage.
Planning Consultant Mann advised that the property is not presently
s part of the City of Burlingame and, at the present time, the Commission
may approve the general lay -out of the subdivision but formal recommenda-
tion to the City Council must be withheld until annexation proceedings
have been finalized.
Mr. Mann advised that the map has been checked by the engineering Depart-
ment and the City Engineer has indicated approval.
Commissioner Martin introduced a motion that the tentative map of
Canyon Terrace Subdivision be approved and the recommendation for accept-
ance be forwarded to the City Council at such time that the property has
been annexed to the City. Motion seconded by Commissioner Norberg and
unanimously carried on roll call vote.

3. `1'E ;TATIVF IVIAP Burli�Mame Manor No, 2 Subdivision
The tentative map of a proposed subdivision," Burlingame Manor No. 2,
located at Hillside Drive and La Mesa Drive, within Burlingame city
limits, was submitted by Mr. Nachtsheim, engineer, representing
George Congdon, owner and developer.
Mr. Nachtsheim reviewed the map with members of the Commission and,
In reply to inquiriel advised that Hillside Drive will be improved
and curbs and gutters Installed .along the property frontage.
Mr. Nachtsheim confirmed that space has been provided fora sidewalk.
Commissioner M- rtin noted that storm waters from a city -owned drainage
system travel across a part of the property and suggested that the
map should provide,for a properly described drainage easement.
Mr. Nachtsheim indicated that the owner would be agreeable to grant
such an easement should the city so desire.
The Planning Consultant expressed the opinion that the matter could be
determined at the time that the final map and improvement plans were
prepared.
Commissioner 1=lrtin stated that he felt the land was out into too
many lots and that the development was not compatible with neighboring
properties.
There being no further comments, a motion was introduced by
Commissioner Norberg that the tentative map be approved and recommended
to the City Council for adoption with the reservations that the City
Engineer shall determine the possible need of a drainage easement on
the property and whether the 12 inch drainage pipes proposed by the
developer will be adequate. Motion seconded by Chairman Kindig and
carried on the following roll call vote:

4. T.,32rATIVE MAP - Belvedere Heights Subdivision.
Philip Lygren, engineer, submitted the tentative map of a proposed sub-
division, "Belvedere heights",, a parcel of approxim=i tely b acres front-
ing on Summit Drive outside the city limits and lying easterly of
Kenmar Terrace Subdivision.
Mr. Lygren stated -that due to the topography of the region certain
features of the development were not in accord with the city's standards.
Variances were requested to permit a cul de sac T.onger than the city's
maximum, the street right of way to be 40 feet and construction of a
single sidewalk.
Members reviewed the map at length with Mr. Lygren and were in agreement
that the general lay -out was satisfactory.
Commissioner Martin moved that the tentative map of "BelvederedHeights
Subdivision" be approved and a recommendation forwarded to the City
Council for acceptance at the time that the land has been annexed
to the City. Motion seconded by Commissioner Norberg and unanimously
carried on roll call vote. -3-
4. TENTATM MAP - El_ Quanito Acres No. 2_ Subdivision
The Planning Consultant advised that the owners and developers of the
proposed subdivision "El Quanito Acres No. 2" have encountered some
difficulties in annexation proceedings and, for the present, are not
prepared to proceed on the tentative map.
There being no protests, the matter was continued for one month to
the regular Commission meeting of July 27, 1959.

1. The Planning Consultant advised, for the information of members
of the Commission, that the City Council recently introduced a com-
prehensive ordinance regulating fill of tide lend areas.
2. The Planning Consultant reported that progress is being made on
a proposed ordinance regulating swimming pools and a preliminary
draft will be submitted for Commission review at a later date.
3. Chairman Kindig referred to the apparent need for revision of the
ordinance pertaining to lot size requirements and suggested that
some tivie be devoted to the matter at.a future study meeting.
ADJOURNMENT
There being no further business, the meeting was regularly adjourned
at 9:45 p.m.
