An adjourned regular meeting of the Burlingame City Planning Commission
was held on the above date. Meeting called to order at 8: 00 p.m

An application proposing a resubdivision of the above property oyas
submitted to the Commission by fir. Don Hoffman of Coldwell, Banker &
Company, representing the applicants. Mr. Hoffman advised that the
resubdivision will divide the property into two parcels, one of which
Is to be developed immediately.
In reply to Chairman Kindig, the City Engineer and the Planning Con-
sultant confirmed that the map had been verified and that tY.e proposal
was proper.
There being no protests received, oral or written„ a motion was La-
troduced by Commissioner Martin that the resubdivision be approved.
Motion seconded by Commissioner Henderson and unanimously approved on
roll call vote.
2. P1T4AL MAP BURLINGAME MANOR NO. 2 AUPROVED.
The final trap of Burlingame Manor No. 2, a residential developruf,:1t of
eight lots on Hillside Drive at La Mesa Drive, was submitted to members
of the Commission by the City Engineer, the matter having been continued
from the previous meeting to permit the developer to Meet the require-
ments of the City Engineering Department concerniYig descriptions of
certain storm drainage easements.
The City Engineer, in reply to Chairman Kind ig, advised. t1hat the ease-
ments have been satisfactorily arranged and the map in its present
form Is acceptable,
The City Engineer further stated that lot sizes isere clheckc-d and found
to be proper and that improvement plans v,"111 provide -;_'-"o" Otr:Ot -4.1nprove-
ments along the Hillside Drive frontage.

3. VARIANCE - Burlingame Guest House to convert Lay L_e 2�gjge to (�5,r_,JW g a .
Rn application submitted by Ers. Pearl N. PemniiN5ton, raquesting a
variance from the City's zoning regulations'. to permit conversion of
an exftstinz 4 unit garage to a kitchen and dining room area at the
Burlingame Guest House,, 907 Burlingame Avenue,, was scheduled for pub-
lic hear-Ing at, this time.
The Planning Consultant, in reply to the Chairgs inquiry,, stated that
the building was originally constructed as an apartment house and later
ccn,verted to a boarding-, house, under a variance granted by the C."Ity
some years ago,, said greant being conveyed to the property. ".he III -arming

In reply to the Chair's inquiry concerning present occupancy,, the
Plarming Consultant stated that he had been adv_lsad by a representative
of ;he applicant that there were 32 persons in re�sidenoe, In ad;fliltlon
to the operator who lives on the premises. Further questioning dis-
closed that in the event the one garage should be converted as requested
there would be a total of 12 parking spaces on the property.
Chairman Kindig invited comments from those in attendance.
Mr. L. Horner, owner of property located at 230 Plyrtle Road, protested
that on -street parking throughout the day and night is presently a
neighborhood nuisance, which would be Intensified' by removal cf garage
spaces on the boarding-housk property. Should ol"Y-street parking be
satisfactorily arrOnged, Mr. Horner stated,, there were no objections to
the application.
A representative appeared to speak In behalf of the applicant and ad--
vised members of the Commission that arrangements had been made with a
neighboring property owner to lease a rear yard area for parking,, Said
lease to be of the same duration as the lease on the boarding house
property.
Commissioners were also advised that the garage spade which is proposed
to be converted has, until just recently, been a storage room and not
available at any time for parking.
In reply to Chairman Kindig0s inquiry concerning maximum occupancy,
the Commission was advised that there are 34 rooms - 32 of which are

There being no further comments, Commissioner Henderson introduced a
motion that the application, proposing an amendmexat to the e:,0 ;st-Ing
variance on the property at 907 Burlingame Avenue, be denied. Flotion
seconded by Commissioner Di edari.chsen and , nlr;o,-as1y carried on roll
calf. vote.
Chairman KA adig advised of the applicant's right of appeal -to tho City
Coualail .
Prior to declaring the hearing officially concluded, Chairman Kindig
suggested that if additional dining and kitchen space were required
that the conversion be made within the main building.

STUDY MEETIAG
The study meeting regularly scheduled for this date was called to order
immediately following adjournment of the regular meeting,
Chairman Kindig presiding.
The following were 'submitted to members of the Commission:
1, RESUBDIVISION m Lot 6, Block 11. Ray 'ark Subdivision.
A map proposing a resubdivision of the above property, located at the
easterly corner of the intersection of Bernal Avenue and Devereux Drive,
was submitted by the City Engineer.
Marvin C. Buck, owner .of the property, advised that there is more land
than can be easily maintained and he desires to dispose of the portion
designated as Lot 6B.
The Planning Consultant noted that the proposal involves a variance
from the zoning regulations inasmuch as Lot 6B has an area less than the
city's minimum. Mr. Mann mentioned that the lot is divided by a creek
and there is not a great deal of buildable area on either side of the
creek boundaries, rg�
Mr. D.C. Willett addressed the Chair and ad-vised that he was intcorested
in purchasing the lot and assured that a residenc19 would be: buil-t to
conform with neighboring properties.
Mr. Buck was requested to submit a revised map describing, In greater
detail location of the existing house and to 'nave available, Information
as to the planned development of the proposed Lot sB,

Frederick V. Whittlesey, architect, was in attendance and reviewed at
length a set of architect plans which accompanied the application.
The matter was scheduled for hearing on September 289 3.959,
3, COMMUNICATION - Cowan Aircraft Associates requesting street name

advised that their operation will soon be located in a nere office and
warehouse building in the Fast Milledale Industriral. Park, said building
being the first constructed in the area,
The letter requested, in oonsideration of this pioneering endeavor,
that the name of "Maynard Road" , where the. bulldi is located, be
changed to "Cowan Road"
The Planning Consultant was requested by Chairman Kindig to -on -act
the firm of Wilsey & Ham, tract engineers responsible for selection of
the street names, to determine the significance of the present name.
The matter was scheduled for public hearing on September 28, 1959.
4. SPECIAL PERMIT 1.4allace C Q Clark, public parkiniz lot,
An application was .submitted by Wallace C. Clark, P.O. Box 112,
Lafayette, California, proposing to operate a public parking lot on
property located at the corner of Donnelly Avenue and Primrose Road.
Mr. Clark was in attendance and advised that under the firm name of
Clark & Company he. is engaged in the business of operating 'merchant
validating parking lots" in the cities of Hayward and San Lorenzo,
and contemplates similar lots in Palo Alto and Burlingame.
Mr. Clark stated that he has an option to lease for a period of 5
years, with a renegotiation clause after that period, a parcel of land
at the corner of Donnelly Avenue and Primrose Road, presently maintained
by the City as a public parking lot.
Mr,. Clark explained that the owner is desirous of selling the property
and, for that reason, insists that the lease contain a 60 day

cancellation clause, Consequently, Fir, Clark stated, he vjovl.d prc;;,for
not to rake extensive improvements but would agree to Install new
bumpers, plant shrubs along the street sides and perhaps enlarge drive-
ways.
The operation of -the lot was described at length and. the Commission was

Mr� Cl,crk stated that he ha6 discussed the matter, o.Ith the C�t.ty Manager,
informally with members of the Chamber of Commerce with Councilman
Rooth, and, as a result of these discussiorx, he was encouraged to pro -
deed with the Planning Commission,,
In the general discussion which followed, reference was made to the
activities of the Council Committee on Off-street Parking, under the
chairmanship of Councilman Rooth, and to the possibility of conflict in
the proposal s ibmitted by Mr, Clark,,
The Planning Consultant was requested to explore this possibility and
to report to the Commission at the regular meeting of September 28, at
which time a public hearing would be held on the application.

A revised tent-ative crap of a proposed residential subdivision located
off Canyon Road, outside of the Burlingame city limits. was submitted by
the City Engineer and briefly reviewed. There f,,ras no ona 9n atte-ndanee
to represent the developer, and the ratter was tentatively scheduled for
eonsideAration at they next regular meeting,,
6. VARIANCE ® E.Eugene Umland to exceed apartment house hq ht 1imitationo
Mr. E. Eugene Umland, owner of property at 1515 Ares Ways, was in attendance
and advised that plans are under way to improve the properties at
15015 1509 and 1515 Are Way with an apartment building. There are
presently single --family residences on all of the lots,
James Mitchell, arehItect, addressed members of the Commission and sub-
mitted two sets of plans proposing alternate developments - one, a
building of four stories, as permitted by city ordinances; the second,
proposing to "build up" to include 8 floors of apartments, plus garage
levels and possibly a roof pent -house.
The plans were reviewed at length and Chairman Kindig reminded Mr. Umland
that a building in excess of the city°, height 111mitations required
approval of a variance,
Mr. Umland agreed to file the necessary application and the matter was
tentatively scheduled for public hearing at the meeting of September 28.
7, VARIANCE - Forum. Investors Corporation proposing C-1 Uso on
R-4 Dropertyo
A variance application from Forum Investors Corporation, 1408 Chapin Avenue

requested permission to include a parcel of land whioh is zone ` <-4
(Fourth ReBidentlal) in'a commercial development to be located. at the
northeast corner of El Camino Rein and Chapin A,irDnue,
A letter dated September 14, 1959, from Realty Associates, Ltd,, rep-
resenting the applicants, advised that the R-4 property and adjoining
properties which are oommercially zoned, are conli;emplated as the site
