Block 26 s Mills state No.. z3 (The applicant was not in attendance, and the matter was continued to later in the meeting.) 2, RRE SUBDIVISION Marcela Howard Property-- Vancouver Avenue, A proposed resubdivislon of the Marcela froward Property was submitted to the Planning Commission by Mr. Philip B. hygren, Civil Engineer represent- ing the applicant, Mr„ Manuel Cravalho, The property lies partlj in the City of Burlingame and partly in the Town of Hillsborough and the resub- division proposed to divide the City of Burlingame portion into three residential lots, all having frontages on Vancouver Avenue, There are no improvements existing, In reply to the Chair's invitation to comment, City Engineer Marr advised that there is neither sewer or water service on the property and approval of the resubdivision will involve arrangements for construction of public Improvements. The City Engineer stated that the applicant has been in- formed concerning provisions of the Subdivision Oidinance, which ordinarily would apply where public improvements are required. However, he has re- quested that this be varied and he be permitted to make other arrangements to assure that the work will be performed. Mr. Harr suggested posting a cash deposit or improvement bond in an amount to cover the cost of the sewer construction', Chairman Kindig recognized Mr, Manuel Cravalho who expressed his willing® mess to comply with the requirements of the City Engine�r The 3''`�_c�r. Hu A resubdivision map was submitted to the Commission by the City Engineer proposing; a lot line change between the Cite of Burlingame Corporation Yard property on Forth Carolan Avenue, and the adjacent parcel owned by Charles and A sta E , Huppe In reply to the Chair's inquiry concerning the purpose of —the reaubdivisior, the City Engineer advised that Mr. Huppe contemplates improving the rear portion of his property for off-street par;ieing. However, them: is not sufficient spa..za between the building and the present lot line for a driveway and an arrangement has been made, which has been submitted to the City Council, and approved, whereby the common lot .Line will be shifted and the City will exchange with Mr. Huppe an area of approximately 497 square feet at the rear of the Corporation Ward for approximately 326 square feet of his frontage on Forth Carolan Avenue, subject to Mr, Huppe assuming all costs involved, The City Engineer expressed the opinion that the line change will not prove detrimental to the City property. There. being no protests received oral or written a motion was introduce by Commissioner Wirtin, seconded by Commissioner Diederichsen that the resubdivision be approved, Motion carried unanimously on roll call of members present. Lundquist, owner and resident, Lot 20, Block 31, (10 Clarendon Road) stated that the present building will be removed to mate stay for an apartment building, Eugene C. Signarowitz, owner of unimproved property,, Lot 3, Block 31, spoke in favor of the rezoning and stated that he eras most anxious to develop his property for apartment use. The Planning Consultant, in reply to the Chair's invitation to comment, stated that he had visited the area and had noticed particularly that the properties included : in the application, with the exception of one, "rated pretty well from the standpoint of condition". A drawing, prepared by the Planning Consultant to describe: boundaries of the apartment zone on Peninsula Avenue and existing uses, also the first residential zone immediately adjacent to the north, was submitted to the Commission and discussed at some length. The Planning Consultant expressed the opinion that there would be nothing gained by extending the apartment zone as requested and would simply re- sult in relocating the zoning line alongside a new tier of lots, John A. The motion was thereafter curried on the following Noll call vote: AYES: COMMISSION RS : Diederichsen, Kindig, Martin, Moore, Stivers NOES: COPItYIISSION RS : Norberg ABSE14T COFUM 1SS TONERS: Henderson Chairman Kindig advised the applicants of their right of appeal. to the City Council, The hearing was thereafter declared concluded, R SUBDIV ISION - Lots 47 and 488 Block 36, Mills Y state No.., 13 (Item :do 1 on the a enda ) A resubdivision map, filed by Mr, Howard Sundberg, proposing to shift the common lot line between Lots 47 and 48, Flock 36, Mills Estate No, 13, fifteen feet in a northerly direction, was submitted to the Commission for formal consideration. Mr. Sundberg was in attendance and explained that he recently built a residence on Lot 47 and after completing construction discovered that the house is located approximately 10 feet over the property line. By moving the lot line, there will be an open space of five feet between the lot line and the building, The City Engineer, in reply to Chairman Kindiges invitation to comments stated that the application involves a variance as well as a change in lot lines. If the` property line is moved,, the square footag4 area of Lot 48 will be reduced below the legal minimum. Mr, Sundberg advised that he has not been successful in an attempt to acquire additional property either from the owner at the rear or on the. side. Operations Yard, Rollins Road. ( Item No. 4 9A the agenda). -- An application, submitted by Tondo Trucking Company, requesteda-, permit to operate a freight transfer yard on property located at 1368 Rollins Road, Burlingame Mr. Martin Rotondo, owner, was in attendance, and reviewed with members of the Commission a plot plan of the property. Mr. Rotondo stated that all of the operation is carried on out-of-doors and the greater part of the property will be used for truck parking. One structure, to be used as a freight transfer shed, will be erected., There being no protests received, oral or written, a motion was intro- duced by Commissioner Norberg that a non-transferrable Use Permit be granted Tondo Trucking Company for a freight transfer yard on the property designated as 1368 Rollins Road, in accordance with the plot plan submitted as part of the application; the yard to be enclosed with an 8 foot wood fence along the side line and 8 foot painted aluminum, capped with redwood or aluminum, along the Rollins Load frontage; fenc- ing to be located approximately 6 feet from the Rollins Road property line to provide an area for landscaping. Motion seconded by Commissioner Diederiehsen and unanimously carried on roll call vote of members present,, NEW BUSINEESS 1. SAN MAT.�O COUNTY MASTER PLAN ENDORSED. The Planning Consultant reported that the San Mateo County Planning Commission has requested comment from the individual cities on the recently published County Master Plan, which will be :submitted soon to the Board of Supervisobss for action, The Planning_ Consultant advised that there is little of the City of Burlingame which is affected and the suggested uses for Bay Shore Lands are in agreement with the City°s plans.
