CALL TO ORDER
A regular meeting of the Burlingame City Planning Commission was held on
the above date, Meeting called to order at 8:05 P.m,
Chairman Kindig presiding
Commissioner,`. Norberg, absent because of a previous commitment, was
excused.

Minutes of the regular meeting of October 26, 1959, and the study meeting,
November 9, 1959, were unanimously approved and adopted,
REPORTS
1, Clarification Variance Grant Forum Investors Corporation-
-
A letter dated October 30, 1959, from Realty Associates, Ltd,,. (for
Forum Investors Corporation) 1408 Chapin Avenue, referred to a variance
granted by the Planning Commission under date of October 13, 1959, in
connection with a medical building to be constructed at E1 Camino Real
and Chapin Avenue and requested clarification of the Commission's
action pertaining to the first increment of construction.
Chairman Kindig announced that the matter was discussed by the Commission
at the study meetirig' of November 9, 1959® at which time members agreed
to amend the terms -of the variance to clarify the point in question,,
An amendment submitted by Forum Investors Corporation proposed that the
final stipulation be qualified to read as follows "..........first
construction to include all of the project, as shown on present plans
and specifications with the exception of that section which the plans
describe as the area occupied by "stores 4 and 5" ." (The underlined por-
tion represents the amendment.)
Members of the Commission expressed approval and on;a motion introduced
by Commissioner Diederichsen, seconded by Commissioner Henderson, unani-
mously accepted the amendment and authorized inclusion in the terms of
the variance grant.

Mr. Davis and. Mr. Dore were 'in attendance.
Mr Dore presented a. map of his lands, a largo area pJrtl.y deire?aped
and partly acreage, north of the Broadway tux% -off, lyirxg betoeen
Rollins Road, M;arsten Road and the Bayshore Freeway.
Mr. Dore stated that presently none of the area is enclosed, however,
he is preparing to erect a fence along, the property line on the Freeway
side and along the access road to Broadway,
The Commission was advised that Mr. Davis has office space in an existing
warehouse building, The use permit applies to an area approximately
50 feet x 60 feet to be used for outside storage at the rear of the
building., Mr. Bore stated that a large part of the property is not
buildable because of a P,G, & 'T, � R/W o One new building will be constructed
in the near futures
The Planning Consultant, requested by the Chair to comment, advised
that he had inspected the property and it required "a very thorough clean-
up" . There are all types of equipment stored in the open -without any
semblance of order. He further stated that he had discussed. with
Mr. Dore the advisability of preparing a complete plot plan describing
what- was intended in the way of future development.
There followed a brief period of discussion with Mr. Dore concerning
boundaries of the space to be occupied by Mr. Davis,,
A motion introduced by Commissioner Diederichsean to approve the use per-
mit, and seconded by Commissioner Henderson, was withdrawn following a
majority opinion to withhold action until a true map was available of
the area for which the permit was requested.
The hearing was thereafter continued to the .meeting of December 14, 19590
2. VARIANCE Waltisr and Lenore Seheuermann, Driveway Variance,
736 Laurel Avenue (NW J Lot 24, Corbitt Subd: v1sIgn) R
A public hearing was conducted on an application submitted by Walter and
Lenora Schuermann for a variance to permit a driveway of less than the
legal minimum width on property located at 736 Laurel A venrae o
A letter dated November 16, 1959, was read from Mr. Schuermann advising
that the lot is duplex zoned with a single-family residence on the front
portion. A sale of the property depends on whether or not a second
single-family dwelling will be permitted at the rear. The comet*anioation
advised that there is ample land for a second house. H wever$ the drive-
way is 89" wide as opposed to the 10 foot width required by the ordinance.

Communications were read from the following in favor of the; applica-

Chairman Kindig invited comments from those in attendance,
Firs. Fames B. Waldron, 735 Winchester Drives, advised that she had no
objections so long as the proposed building was not placed too close
to the rear fence, Upon being advised that there must be a rear yard
area of 20 feet between the fence and the rear of the building,
Mrs. Waldron stated that there have been houses built recently on
the rear of properties along Laurel Avenue which do not meet this re-
quirement,
There being no further comments from the floor, Chairman Kindig in-
vited discussion from members of the Commission,
Commissioner Diederichsen questioned whether the driveway was wide
enough to permit easy access to the rear.
In reply, Mr. Sakeiermann explained that the space between his house and
the neighborgs is approximately 1113". A hedgo separates the buildings
and it is this area, between the two buildings, where the driveway is
less than the 10 foot minimum, Mr. Scheuermann stated that beyond this
point there is ample open space to meet the ordinance requirements.
The Planning Consultant, in reply to Chairman Kindig, stated that he
found on inspection that the driveway is of sufficient width to drive
a car through. By providing an area for oars to turn around this would
facilitate access from the rear, The Planning Consultant noted that
the neighborhood is "pretty generally" duplex,
In the general discussion which followed, reference was made to the
lack of details concerning plaoement of the second building - general
lay out, garage area and "turn -around" area. Majority of members
agreed that they -would prefer not to take decisive aotion until this
information was a4ailable,
Chairman Kindig questioned the prospective purchaser, who was in at-
tendance, concerning a plot plan of the intended building and was
assured that a plan would be prepared,
A motion introduced by Commissioner Diederiehsen that the hearing be
continued to the next regular meeting, December 28fl.19599 was seconded
by Commissioner Martin and unanimously carried.

There being no protests heard, and the City EIng-Jr-ner and Planniing
Consultant indicating their approval, a motion was introduced by
Commissioner Martin, seconded by Commissioner Henderson that the final
map of Canyon Terrace Subdivision be approved and recommended to the
City Council for adoption, Motion carried umnimously on roll. call vote
2. Final Map Belvedere- Heights Subdivision App -ovej,
The final may of Belvedere Heights Subdivision, a residential development
off Summit Drive, 'Lying easterly of Kenrnqv- Terrace SubdJ.v'?.Gicn, raviawed
by the Commission at the study meeting Jovember 9 was submitted for
formal consideration by Philip Lygran, civil engineer reprasenting the
developers.
The City Engineer and the Planning Consultant roported that the map was
satisfactory, Them being no protests heard, a motion was introduced
by Commissioner Martin, seconded by Commissioner Dioderichsen that the
final map of Belvedere Heights Subdivision be approved and recommended
to the City Council for adoption. Motion carried unanimously on roll
call vote,,
COMMUNICAT IONS
1, Burlinp-mme Southern Bap n OL Baptist Church Use Permit Exte d -
A letter dated November 17, 1959, from the Burlingame Southern Baptist
Church. Alvin B. Smith, President Board of Trustees,, requested an ex-
tension for one year from November 24, 1959, of a use permit granted
for church purposes on properties in Mills Estate Subdivision No,. ll,,
There were no protests heard and a motion introduced by Commissioner
Henderson, seconded'by Commissioner Stivers that the use permit be
extended as requested was unanimously approved.
2. Apartment House Variance,, Ara Way and 7,31 CamLno Referred From City
Council,_
A letter dated November 20, 1959, from the City Clerk advised that the
City Council, a--t the regular meeting on November 169 1959, ixpon «dvice
from the City Attorney, referred to the Planning Commission the matter
of a variance - for apartment house construction on property at Are Wqy
and 'El Cam&na.

T#e City Attorney, in reply to Chairman Kindig, advised that at the time
said application (filed by E.Eugene Umland) was heard by the Planning
Commission, the legal requirements were not fulfilled relative to pub-
lished notice. Therefore, a new hearing must be scheduled and proper
notice given,
Chairman Kindig questioned the desires of the Commission concr.rning the
time for hearing the application

Upon advice from the City Attorney that it would be legal to proceed on
this basis, a motion was introduced by Commissioner Diederichsen,
seconded by Commissioner Henderson, that the Commission meet on Friday,
December 18, 1959, at 8:00 p.m., for the purpose of conducting a pub-
lic hearing on the variance application pertaining to construction
of a ten story apartment building on properties located at Arc Way and
El Camino Real. Motion carried unanimously.
NEW BUSINESS
lP Enforcement Zonixag, Laws,
The Planning Consultant reported that there would appear to be a need for
a central office charged with the responsibility of enforcing the zoning
laws, particularly since the matter of policing is becoming increasingly
complex. As a suggestion, he mentioned that the position of Planning
Consultant could be enlarged to include what is commonly known as
Zoning Administrator.
In a brief discussion, Commissioners expressed the opinion that the
present system requires improvement and the matter was scheduled for
thorough consideration at a future study meeting,
