CALL TO ORDER
The monthly study meeting of the Burlingame Planning Commission was
called to order on the above date at 8:00 p.m,., Chairman Kindig presidinj

Chairman Kindig acknowledged and welcomed the new Commissionerp ,
Air. Albert Norwitz.
FOR STUDY
1. VARIANCE, To Convert A Three Unit Apartment Building To Duplex
Joseph and Gladys E. Arnaudo, 1004 North Humboldt Road, San Mateo,
requested a variance to pwait duplex use of an R-1 lot at
273 Bancroft Road,. Lot 6, Block 40, Lyon and Hoag Subdivision.
A letter from the applicants dated November 30, 196S, stated that it is
proposed to remove an existing residence from the Bancroft Road property
move in a converted duplex building from 212 Anita Road and construct
a new apartment building on the latter site, which is zoned R-3.
Chairman Kindig recognized Mr. and Mrs. Arnaudo. Mrs. Arnaudo stated
that since the application was filed they were advised by experts in
the field that it is not feasible to move the building from Anita Road
and thereafter requested permission to revise the application to allow
construction of.a second building in the front of the property.
Mrs. Arnaudo stated that the existing structure was moved to Anita -Road
in 1947 or •48; subsequentlythe main floor was converted to two
apartments and the attic finished for a third unit, with parking under
the building at ground level.
Mrso Arnaudo reported that the building is on the rear property line;
there is no rear yard.
The City Planner stated that it was not intended to suggest that the
owners acted illegally but there was a serious mistake on the part.of
the building inspector in permitting the building to be placed at the
rear of the property; the 1941 code, in effect at the time, required
s 1S foot rear yard and did state, although not easily interpreted,

and the building inspector did not read it as such, that there could
1 not be two buildings on one lot. The City Planner advised that
current zoning laws, revised in 1954, definitely provide for one build-
ing on a property.
Following Comments by Commissioners concerning -proper application pro-
cedure and.a reference by the City Planner to the code section relating
conditions requisite to variance grants, Mr. and Mrs. Arnaudo agreed to
resubmit at the February 10 study meeting,
2. SPECIAL PERMIT. Hotel Construction Lands of Burlingame Shore Land

A public hearing on a special permit application filed by Mr. Harry Somer
for Burlingame Shore Land Company to construct a hotel of approximately
32S rooms on acreage easterly of the Bayshore Freeway, and southerly of
the Broadway overpass, initiated at the regular meeting on December 27,
1965, was continued to the meeting of January 24, 1966, Commissioners
deciding that the size of the project and problems of concern to the
City Engineer and the City Planner warranted further study.
The Chair reognized Mr. Oscar Person, representing the applicants, who
submitted preliminary plans and a rendering of the building; in reply
to Commission inquiry, he stated there are more than six acres in the
site.
BROADWAY OVERPASS.
The City Planner, in reply to the Chair°s.question concerning the status
of the Broadway overpass, stated that the State engineers are working
diligently on the project; any number of variations of plans have been
drawn, incorporating some of the material prepared by York and Dady,
but at the present time there is no adopted plan.
The City Planner advised that every one of the plans thus far proposed
employs a loop of some sort and a new access road from the freeway to
the Bayshore Highway; he submitted an overlay to show that an access
road from the freeway would go directly through the area where the
building is presently proposed to be sited.
In reply to Commissioner Norberg, the City Engineer reported that it
is fairly well established that the existing overpass structure will
remain.
Commissioner Norberg commented that the City Planner's sketch indicated
"possibly the worst that could happen" and referred to one of the
York and Dady plans which did not include a loop but proposed increas-
ing the site of the present overpass.
The City Engineer commented that the plan which is finally adopted
will, in all probability,,combine York and Dady's 17 and fS schemes.
with features from each, including suggestions from the State.
The City Planner reported that the State would not accept #7 or R8
individually, as presented.
Mr. Person stated that if any of the space proposed for parking were
lost, this could be made up by double -decking; furthermore, there is
ample land to re -site the building.

The City Planner adU sed that the property has frontage of 154 feet on
Bayshore highway; if the access road were constructed, the State would
not permit its use by the private property --it would be a highspeed,
one-way off ramp.
The City Engineer reported that there have been three meetings thus far
and another scheduled for the end of the month with the State.people;
at the last meeting, they sera Informed that the city would like to
have the design fixed at least by the and of May but they made no commit-
ment,
STATER AND SEWERAGE
In reply to'the-_City Plannar°s comments that the existing water and
sewer systems are cemplately inadequate to service the project, Mr. Perso
agreed to have the project engineer meet with the city departments
immediately.
The City.Planner reminded Commissioners that the public hearing need not
be concluded at the next meeting but may -be continued to succeeding meet-
ings at the discretion of the Commission.
The discussion was theroafter concluded.
3. SPECIAL PERMIT. To Use Portion O Theatre Building For Offices.
Anza Pacific Corporation filed an application for a special permit to use
a portion of the -theatre building at-1300.Bayshore highway for offices.
Mr. David Keyston, representing the applicants, submitted a set of draw-
ings proposing to remodel and convert the rear section and explained
that the front -area will remain unchanged for'.the present depending on
the outcome of negotiations with persons interested in opening a
Cinerama movie theatre. he stated that should the theatre use dis-
appear entirely conversion to an office building-wouio':not be difficult.
because of the design and.. construction.
In a discussion concerning parking, Mr. Keyston reported that there are
178 parking spaces on the property, which is more than -sufficient to
meet code requirements for either the theatre/office or al .'office use.
The City Engineer indicating there were no problems of concern to his
office at'the present time, a public hearing was scheduled for the meet-
ing of January 24, 1966.
4. RESUBDIVISION. Acreage On Easterly Side Of gaXshore Highwavo
A preliminary map of as proposed resubdivision of acreage owned by
Anza Pacific Corporation on the easterly side -of Bayshore Highway.opposit
the Hyatt House Hotel was submitted by the City Engineer.
Mr. David Keyston described the location asUalth of the theatre, a
portion is unpaved and a small area is occu�ied by Kunz Paving Company.
He stated that the proposal is to divide an existing parcel ••C`°, shown
on the map,into two new parcels, _'°D" and •`Eft; Anza Pacific will retain
•a eo; "E" will be sold.
The City Engineer and the City Planner indicating no problems, the appli-
cation was scheduled for public hearing on January 24, 1966.
