A regular meeting of the Burlingame Planning Commission, adjourned from
September 26, 1966, was called to order on the above date at 8:00 p.m.,
Chairman Pierce presiding.
ROLL CALL
The above -named Members answered the Secretary's roll call,
Chairman Pierce conveyed a message from Mr. Charles W. Mink, newly appointed
Commissioner, that he will be detained by another commitment, made prior
to his appointment to the Commission.
HEARING
1. RESUBDIVISION OF INDUSTRIAL PROPERTIES, DAVID AND ROLLINS ROAD.
A map prepared by William A. Bartlett, Licensed Land Surveyor, proposing
to delete interior property lines for the purpose of combining Lots 3S,
36 and 37, Block 9, Millsdale Industrial Park, No. 5, into a single parcel
was reviewed at a prior meeting and scheduled for public hearing at this
time.
Mr. Frank G. O'Neil, Publisher Advance Star and Green Sheet, represented
the applicants, advising that the property will be developed for the pur-
poses of the newspaper, that the first building, approximately 10,000 square
feet, will house part of the operation; a second building, another 12,000
square feet, will be added in a period of a few ;►ears for the remainder of
the plant.
The City Engineer, it reply to Commission inquiry, reported that the three
lots combined represent a total area of approximately 45,000 square feet.
There were no commeats from the aud&nce, favoring or protesting the appli-
cation; the City Engineer and City Planner indicated no problems.
On a motion introduced by Commissioner Cistulli, seconded by Commissioner
Kindig, and carried unanimously on roll call, the resubdivision was approved
in accordance with the map on file.

RESOLUTION
1. RECOMMENDING RECLASSIFICATION OF ACREAGE.
'RESOLUTION NO. 3-66 "RECOMMENDING THE ADOPTION OF AN ORDINANCE AMENDING
CTION 25. 2.010 OF THE BURLINGAME MUNICIPAL CODE AND THE ZONING MAP
INCORPORATED THEREIN BY REFERENCE BY RECLASSIFYING CERTAIN LANDS OF THE
BURLINCAME SHORE LAND COMPANY FROM A FOURTH RESIDENTIAL (!►MULTI -FAMILY)
(R-4) DISTRICT TO A RETAIL COMMERCIAL (C-1) DISTRICT" was read by the
Secretary.
Commissioner Cistulli introduced the Resolution .for passage, providing that
the City Council finds it feasible to terminate an existing contract which
was entered into between the City of Burlingame and the applicant at a
prior time. Motion seconded by Commissioner Edwards and carried unanimously
on roil call.
ADJOURNMENT
The meeting was adjourned at 8:20 p.m.; the study meeting scheduled for this
date followed immediately thereafter.

STUDY MEETING
1. VIEWLAND ESTATES SUBDIVISION.
The final map of tOVi.ewland Estates", a subdivision combining propraties
of Edward R. Johnston, 1536 La Mesa Drive, and W.F. Rhoads, 1530 La Mesa
Drive, was submitted by the City Engineer who reported that the map is
in order, agreeing with the previously approved tentative map.
The City Engineer advised that the improvement plans for construction
of public works will be verified before the.City Council accepts the map.
Mr. Johnston and Howard Hickey, Civil Engineer, were in attendance.
With reference to the easement for ingress and egress purposes, the City
Attorney confirmed that a separate instrument will be prepared for City
Council approval whereby the city shall participate as an owner in -the
easement.
Following Commission review, the map was scheduled for formal considera-
tion at the regular meeting, October 24, 1966.
2. SPECIAL PERMIT FOR WHOLESALE/DETAIL SALES, MARSTEN ROAD,
An application was filed by Masonry Supply Company, Inc., 1024 Cadillac
Way, Burlingame, for a Special Permit to erzgaee in wholesale and retail
sales of building materials and hardware at 1356 Marsten Road.
Zone: M-1 (Light Industrial).
Mr. Oscar Person, 102S Cadillac Way, stated that when the Special Permit
was approved for the contractor's storage yard at the Marsten Road
location he, with his associates,assumed approval of the Masonry Supply

Company sales activities since this has been a part of the overall
operation for many years.
Mr. Person advised that,due to difficulties of financing,construction
of a permanent sales office is impossible at the present time; it is
proposed, therefore, to move in a temporary structure which will be
replaced as soon as conditions permit.
Mr. Person presented a drawing to illustrate future improvements for
the property.
The City Planner confirmed that the sales operation in an industrial
zone will require approval of a Special Permit; further, neither the
zoning nor building codes provide for temporary structures, except as
a real estate tract office or a construction shack„ He suggested
scheduling the application for hearing and, in the meantime, the staff
will attempt to resolve the question of whether or not they proposed
temporary building is permissible.
A public hearing was scheduled for the meeting of October 24.
3. VARIANCE FOR AUTOMATIC CAR 'BASH.
Standard Oil Company of California, Western Operations, Inc., filed a
request for to Variance to install an autocratic, mechanical car wash in
a C-1 (retail commercial) Zone on the easterly portion of the property
at the northeast corner of E1 Camino Meal and Trousdale Drive.
The applicant's communication dated October 3, 1956, signed by
M.C. Drechsel, stated that the property has an area approximating 23,520
square feet, with about 58.S1 occupied by the existing service station;
the car wash will allow the full property to be gainfully utilized, will
aid in increasing the volume of gasoline sales, thereby proving a profit-
able investment.
A set of drawings, including elevations, was filed.
The City Planner stated that the applicants were advised to follow the
variance procedure since the Code neither includes nor Crakes reference
to the type of facility proposed.
Mr. Drechsel reviewed the drawings with the Commission, advising that
the structure is proposed to be located behind the service station toward
California Drive.
The City Planner pointed out that the aluminum siding roof and sides,
indicated on the drawings, is not permitted; other materials should be
specified if the Commission approves the variance.
The City Engineer mentioned installations to be made to dispose of waste
water.
There was a reference to signs, Mr. Drechsel explaining that the largest,
3x5 feet,shall advertise prices.
The application was scheduled for hearing on October 24.

4. SIGN VARIANCE._.__
A letter from Owco Market dated October 6, 19669 signed by B.C. Comer,
requested,a variance from the sign code height limitation to allow a
pole sign 35 feet in height at the site of the new market, 925 Bayswater
Avenue.
The communication stated that the present sign, 20 feet high and conform-
ing to code, is almost completely ineffective for advertising purposes
because of interference from various obstructions in the neighborhood.
Four photographs to support the variance request were filed.
The application was set for public hearing on October 24, Commissioners
agreeing to inspect the site in the meantime.
S. MASTER PLAN FOR ANZA PACIFIC CORPORATION ACREAGE.
Mr. David Keyston and Mr. Howard Hickey were in attendance to discuss
an overall plan for developing the westerly portion of the Anza Pacific
Corporation holdings, adjacent to the city dump. A map prepared by
Mr. Hickey was reviewed, Mr. Keyston commenting that the sole purpose
of the presentation was to acquaint the Commission with long-range
plans for the area.
The City Planner suggested that when the owners are ready to proceed
with the first subdivision the Commission officially ask for a master
plan; the map then can become a part of the record.
6. RESIDENTIAL CONSTRUCTION CHART.
A record of residential construction for the past several years was
reviewed briefly, the City Planner noting that in the current year to
date there has been a total of 45 apartment units and two single-family
dwellings; industrial construction and reconstruction of private homes
continues steadily.
7. PROPOSED CODE AMENDMENT.
Material concerning a proposed code amendment relating to less than five
lot subdivisions, to conform with recent State amendments to the Sub-
division Map Act, was read and discussed briefly.
S. TRAFFIC CIRCULATION.
Commissioner Norberg's comments concerning the need for better methods
of traffic circulation in the city, including redesigning of certain
streets, and his suggestion that the Commission engage in a concentrated
study to attempt to find somw workable solutions initiated a period of
discussion with Commissioners agreeing to consider the subject formally
at the next regular meeting.
9. NEW COMMISSIONER WELCOMED.
Mr. Charles W. Mink, 1541 Los Mentes Drive, recently appointed to the
Commission appeared and was welcomed and introduced to those present
by Chairman Pierce.
