ROLL CALL The above -named Commissioners answered the Secretary's Roll Call. Commissioners Brauner and Stivers, absent due to illness, were excused. FOR STUDY 1. RESUBDIVISION. Lands of Oscar Person Between Marsten Road and Bayshore Freeway. A resubdivision map filed wits the City Engineer proposed to divide an area between Marsten Road and Bayshore Freeway owned by Mr. Oscar Person into two parcels having frontage on Marsten Road. The City Engineer informed the Commission that the land was divided by a prior resubdivision into three parcels; apparently, the owner now intends to make two parcels from the existing three. He stated that except for some corrections to be made in the map detail there are no problems of con- cern to his department. Following a review of the map, the Commission scheduled a public hearing for the next regular meeting to be held on Wednesday. February 24. 2. SPECIAL PERMIT. Tondo Trucking Company. Trucking and Warehouse Facility Tondo Trucking Company filed an application for a special permit to operate from a new location on Marsten Road on a portion of lands owned by Mr. Oscar Person. A communication from the applicants dated January 18, 1965, explained that the business has outgrown the location at 1368 Rollins Road, where they have operated for the past five years. The communication stated that Mr. Person has been requested to draw plans and specifications for a com- pletely new and adequate facility on Marsten Road, The City Planner pointed out that thelroposed location is within the area of the resubdivision which the Commission just reviewed. V. Referring to an existing Pacific Gas and Electric Company power line right-of-way within the property boundaries,/the City Planner explained that the area must be kept free of structures of any kind but may be used for parking and yard purposes. A plot plan filed by the applicant include detail of a truck loading platform and office space. Mr. Person stated that Tondo Trucking will oc upy a portion of the property on a lease basis; off-street parking ill be provided at the rear of the building also in the front on- t e power line right-of- way. The plot plan showed an entrance elevation ind ating a brick wall with gates on either side and landscaping in front. . Person agreed that the wall would be constructed to a height of five feet. He stated that if agreeable with the Commission the owners of Ton o Trucking would pre- fer to delay fencing the remainder of the site unt 1 March, 1966. The application was scheduled for public hearing on Wednesday, February 24. 3. FINAL SUBDIVISION NIAP "SKYLINE TERRACE". The final map of Skyline Terrace, subdividing the lands of Dotgas Pringle at Trousdale Drive and Skyline Boulevard, was submitted by the City Engineer who stated that his office has determined that the map is in agreement with the previously approved tentative map. The City Engineer noted that the subdivision consists of three lots - Lots I and 2 to accommodate the proposed apartment buildings; Lot 3 is the one foot wide strip abutting Trousdale Drive, which will be deeded to the city. The City Planner referred to a communication on file from the State Division of highways indicating that the Pringle subdivision will not interfere with the access road from Trousdale Drive to the Junipero Serra Freeway. Following the Commission's review and discussion, the map was scheduled for formal consideration on February 24. 4. ANZA PACIFIC CORPORATION: SIGN APPLICATIONS. 1. Directional Sign For Drive -In Theatre. Anza Pacific Corporation requested a permit to install a directional sign for the drive-in theatre to be constructed on a portion of their lands under development easterly of the Bayshore Freeway. To be located on Anza Pacific property approximately opposite the inter- section.of Burlingame Avenue and Bayshore Freeway, the sign will have two reader boards 3S feet wide by 1S feet high with arrows and wording indicating the theatre site, the highest part of the boards to be approx- imately 44 feet above grade with an ornamental structure above extending approximately 70 feet above grade. -2- A plot plan was filed and a scaled model of the property showing the }location of the sign. Air. David Keyston, representing the developers, was in attendance, accompanied by Mr. Cyrus J. McMillan, attorney, and Air. Vincent C. Raney, architect. Mr. Raney explained that the ornamentation atop the reader boards is not a separate sign dot simply a decorative addition to the sign structure. The City Planner informed the Commission that drawings of the contemplated airport expansion show the flight.patterns passing considerably above the theatre area in any direction, therefore,, from that standpoint the height is not a problem. Mr. Keyston stated that signs will be installed on their property direct'. ing traffic to the theatre; also, a request has been made of San Mateo County officials for small directional signs where traffic comes off the overpass. The application was scheduled for hearing February 24, at which time the City Planner will have information on heights of other similar tall signs in the area. 2. Real Estate Sinn. , A second request from Anza Pacific Corporation .concerned a variance for a real estate sign approximately 12 feet by 32 feet (334 square feet in area) pertaining to sale of rental of their property, the sign to be located about 350--feet south of the theatre sign on property owned by Crocker Anglo National Bank as Trustee. The petition files by she applicant submitted as follows: Section 1854a of the Ordinance Code permits a real estate sign 80 square feet in area on property of one acre or more; the proposed sign will be located some distance from Bayshore Freeway, requiring a greater, size than permitted by code to be effective; to limit the size to 80 square feet will create a hardship upon the applicant. Mr. Keyston stated that the sign will be flood -lighted from the ground; the sign structure proper will be free of lights. In a discussion concerning the length of time that the sign will stand, the City Planner pointed out that the code provides for a period not to exceed six months. In reply to Commission inquiry, the City Attorney stated that the applicant has the privilege of requesting renewal of his permit upon ex- piration. Commenting that there roust be cooperation between the city and developers of land within i the c�`:;�, she City Planner states' that in his opinion there is a valid reason foar the type of si_en but the size far exceeds the legal maximum. He mentioned, however, that there is a question whether 80 square feet Mould be of much value in the location. A public heading was scheduled for February 24. v 34 n �S. PROPOSED AMENDMENTS TO M-1 (INDUSTRIAL) DISTRICT REGULATIONS. Preliminary to a -public hearing scheduled for the meeting of February 24 in the matter of amending M-1 (Industrial) District Regulations, as applied to certain permitted commercial uses, a paper prepared by the City Planner entitled "Proposed Changes In M-1 (Light Industrial) Code Sections" was distributed to Commissioners. Suggesting that the material may be helpful to the Commission in con- sidering the proposed amendments, the City Planner mentioned that under existing M-1 Regulations there is the opportunity available whereby another retail sales center could develop in the industrial district. 6. TIDAL PLAIN DISTRICT REGULATIONS. The City Planner stated that after the meeting of January 25, Commissioner Brauner (absent from the present meeting), suggested that perhaps Commissioners would be interested in discussing the actual wording of the Tidal Plain District Regulations since there were some comments made during the public hearing indicating perhaps there was an opinion on the Com- mission that the words should be amended. Following some general comments to the effect that the regulations be made less restrictive, the City Planner suggested that Commissioners sub- mit their ideas for revisions at the study meeting in March. ;7.
