ROLL CALL The Secretary's roll call recorded the above members present; Commissioner Edwards was excused. FOR STUDY 1. SPECIAL PERMIT FOR HOTEL AND RESTAURANT, BAYS[iORE HIGHWAY. Dr. B.I. Bearint. submitted an application for a special permit for construction and operation of a hotel and a restaurant on Lot 4 of Bearint Industrial Park Subdivision on Bayshore highway. A letter of explanation, set of plans and an artist's rendering of the proposed development were filed. Dr. Bearint informed the.Commission that upon approval of the use per- mit the property will be developed on a land -lease arrangement by the operators of the Ramada Inns, a chain of hotel and restaurants, IIe stated that there will be two buildings; one building is the hotel, the other is the restaurant. The hotel will be three stories in.height with 1S4 units; 205 parking spaces. Total land area is approximately 3-1/2 acres. The City Planner, commenting that there is ample area to accommodate the buildings, stated that he examined the.plan, verified set backs, park- ing and other related planning details. Chairman Cistulli's comments on the location, in proximity to the Myatt House hotel and the theatre, initiated a brief discussion on traffic problems in the area during which the City Planner mentioned that there has been some recent indication that the State is studying the situation. The City Planner pointed out that the zoning is Mal (Light Industrial); j the special permit is the same procedure ased for the Hyatt House and the Hyatt Music Theatre. In scheduling the public hearing for the regular meeting of March 22, Commissioners requested Dr. Bearint to submit sign details and to inform the developer that he or his representative should be present. 2. PROPOSED CODE AMENDMENTS: M-1 DISTRICT REGULATIONS. The City Planner reported he addressed a meeting of the Peninsula Manu- facturers' Association at the Villa Hotel concerning the proposed changes in use regulations in the M-1 zone; also, a circular mailed by the Chamber of Commerce, under the president's signature, to members and industrial firms suggests two approaches - either to eliminate retail businesses, or enlarge the list of permitted uses to include retail business which would be compatible with industrial operations - and requests opinions to the Planning Commission by letter or personal appearance at the next meeting when the public hearing will resume. 3. TIDAL PLAIN DISTRICT REGULATIONS. In a period of discussion concerning the proposed ordinance establish- ing regulations for a Tidal Plain zone, which will be before the Com- mission for. continued hearing at the next meeting, Commissioner Brauner inquired if it is the consensus of members that the regulations are acceptable as written. Commissioner Kindig questioned whether it is essential to prohibit improvement and development of all of the tidelands within the city limits, pointing out that he is primarily concerned that there will be areas for recreation and provision for drainage. He suggested that a map of the area might be helpful in reaching a conclusion. Commissioner Norberg objected that the regulations are much too restric- tive. The City Planner explained that the material was prepared in response to the position taken by the Association of Bay Area Governments (ABAQ that in the matter of the bay fill the cities should take some form of holding action until there is an overall plan prepared.
