ROLL CALL The above -named members answers Commissioner Edwards, away from Pierce, absent due to a business PUBLIC HEARING d the Secretary°s -roll call. the city on vacation, and Commissioner commitment, were excused. VARIANCE TO CONVERT GARAGE TO FAMILY ROOM. (continued) Chairman Kindig announced that a public hearing on the application of Mrs. Marguerite Welch, 2008 Easton Drive, for a variance to convert a one -car garage into a family room was continued from the meeting of. July 26 to this date for the applicant to discuss with the Building Inspector construction of a carport on the property to satisfy the require- ments for residential parking. Chairman Kindig recognized Mrs. Welch who reported that the matter of the carport has not been resolved. She stated that the Building Inspector did visit the property but refused to approve the proposed location directly in front of the present garage and suggested, as an alternative,, an area in front of the residence, which she considers totally unsuitable. Chairman Kindig recognized Mr. John Calwell, Building Inspector, who described conditions of the property, pointing out that the solution ap- pears to be a carport cantilevered from the side of the main building over the driveway. lie stated that if this were dope, there would be an additional variance involving the side setback since the driveway is 10 feet wide and if the legal setback of three feet were to be maintained the resultant structure would be considerably less than standard in size. In response to questions from the Commission, Air. Calwell, using the blackboard to illustrate, explained that it is not possible to build between the residence and the present garage and maintain the required open areas. Commenting that there is an attractive garden at the front of the property, Mr. Calwell stated that he can appreciate Mrs. Welch°s position in refusing to build there. In reply to Commissioner Brauner, Mrs, Welch indicated willingness to investigate the costs of the cantilevered construction described by the Building Inspector, In a period of discussion, it was the consensus of the Commission that the matter of the carport construction, and the setback variances involved therein, should be heard concurrently with the original application (con- verting the present garage to a family room), The City Attorney ruled that the applicant may be permitted to file an amended application, combining both requests, but that notices of hearing thereon shall be given as required by code. In reply to the Chair's inquiry, there were no comments from the audience. Mrs. Welch was informed of her responsibility to file the amended applica- tion with the City Planner and to have prepared a set of plans for the carport construction for submittal to the Building Inspector. The subject was thereafter declared continued to the meeting of. August 23, 1965. ADJOURNMENT There was no further business for consideration at this time. The meeting was regularly adjourned at 8:40 p.m,; the study meeting scheduled for this date followed immediately thereafter, STUDY MEETING. 1. TO CLASSIFY LANDS OF CROCKER-CITIZENS NATIONAL BANK, An application filed by Crocker -Citizens National Bank c/o Frank Conti and Anza Pacific Corporation, 1290 Bayshore Highway, Burlingame, requested classification of the parcel generally known as "Lands of Crocker® Citizens National Bank", north of Bayshore highway and adjacent to Anza Airport Park, Unit No. 1, to M-1 (Light Industrial) District. Referring to the map filed by the applicants, the City Planner explained that the triangular section identified as Lands of Crocker -Citizens Bank has never been classified. The City Engineer indicated there were no problems of concern to his department. The application was scheduled for public hearing -on August 23, 1965. 2, SPECIAL PERMIT. OFFICE BUILDING M-1 DISTRICTp� An application for a Special Permit to construct an office building on Lot 3, Bearint Industrial Park Subdivision, M-1 (Light Industrial) District, was filed by California Trucking Associations, Inc., 841 Folger Avenue, Berkeley. A letter from the applicant dated July 23, 1965, bearing the signature of Richard H. Zeller, Assistant Managing Director, stated that a three story building, comprising approximately 20,000 square feet is proposed. The communication requested permission to place the front building line on a line ranging from 6 feet to 15-1/2 feet from the lime of Bayshore Highway. -2- A map of the area and a rendering of an office building were filed. The City Planner explained that the application involves only a use permit for the building in the industrial zone. Since there were no front setbacks recorded on the Bearint Subdivision Map, the building may be placed as the applicants indicate. Referring to a statement in the applicant's communication to the effect that the 32 feet reserved by the City for future widening of Bayshore Highway may never be used for the purpose, the City Planner pointed out that as the area continues to develop and the traffic increases pro- portionately, the roadway will have to be widened at some future time. Mr. Richard 11. Zeller, representing the applicant, stated that there is a total land area of 1-1/2 acres; it is hoped that as the association grows and there is need for additional space that the building will be enlarged, therefore, they are attempting to conserve as much land space as possible. Mr. Zeller noted that there will.be 32 feet (city's property) between the existing roadway and their property line, consequently, the building will be set back some distance from Bayshore Highway. Commissioners referred to the planned development of the property immediately adjacent by the Ramada Inns organization and informed Mr, Zeller that they would prefer to see greater setbacks than those proposed to provide ample area for landscaping. The application was scheduled for public hearing on August 23, 196S. 3. VARIANCE TO REBUILD TIDEWATER OIL COMPANY SERVICE STATION. An application filed by Tidewater Oil Company requested a variance for commercial use of R-3 (Third Residential) property to permit modernisation of the service station at the corner of El Camino, Real and Park Road. A letter from the applicaat and a set of drawings were filed. The City Planner explained that the existing station is non -conforming in the district; if there were no alterations nor changes made the use would be permitted to remain indefinitely but the variance becomes necessary in order to remodel. A representative from the Tidewater Oil Company was in attendance and reviewed the plans, including a drawing of the sign. Colored photographs were distributed illustrating the type of structure proposed. He advised that the same approaches will remain with some minor changes. The City Planner stated that the drawings were checked and appear to be satisfactory. The application was scheduled for public hearing at the meeting of August 23, 1965. 4. TENTATIVE MAP WHITE SUBDIVISION. Mr. E. DeRenzo, engineer with the firm of Wilsey, Ham and Blair, submitted a revised tentative map of the proposed White Subdivision o a subdivision of acreage in the Mills Estate. =3- Mr. DeRenzo stated that the number of lots was reduced from a total of fifteen to thirteen but other than that no additional changes were made in the general lay -out from the map submitted to the Commission at a ' prior meeting. Following a review of the map and discussion with Mr. DeRenzo, Commissioners indicated that they were still dissatisfied with the lot lay -out. Mr. DeRenzo maintained that the map represented the best use of the land but agreed to convey the revisions suggested by the Commission to his clients.
