CALL TO ORDER
July 12, 1965

An adjourned regular meeting of the Burlingame Planning Commission
from June 28, 1965, was called to order on the above date at 8:00 p.m.,
Chairman Kindig presiding.
ROLL CALL
The above -named members answered the Secretary's roll call.
HEARINGS
1. TENTATIVE MAP "ANZA AIRPORT PARK UNIT NO. 2."
Chairman Kindig announced that the hearing on the tentative subdivision
map of Anza Airport Park, Unit No. 2, continued from the meeting of
June 28, 1965, would proceed at this time.
The City Planner, invited by the Chair to review facts pertinent to the
hearing, stated that at the last meeting there were questions raised
about the actual boundaries of the subdivision and the Commission
decided to continue the hearing for the maps to be redrawn.
The City Planner reported that the City Attorney and fir. Kenneth Jones,
counsel for the sbudividers, have ruled that the map may properly
include land subdivided at a prior time, therefore, the new mar
includes all of the unsubdivided acreage owned by the Conti interests
and some land subdivided previously in Anza Airport Park No. 1.
In reply to Commissioner Brauner, the City Engineer and City Planner
agreed that the present map incorporates all of the specifications
discussed at the meetings of June 14 and 28: the building set backs;
cul-de-sac extended to give street frontage to Lot 1; planting strip
widened, street right-of-way increased and the private 20 foot ease-
ment deleted from the map.
The City Engineer stated, however, that the building set backs do not
follow around on the curve of the cul-de-sac.
Mr. David Keyston, in reply to the Chair's request for comment, agreed
to five feet of set back in the area described by the City Engineer.
There were no additional comments from the City Engineer or the City
Planner, nor comments from the audience in reply to the Chair's inquiry.
On a motion introduced by Commissioner Cistulli, seconded by Commissioner
Pierce, the Commission voted unanimously to recommend the tentative map
of Anza Airport Park Unit No. 2 to the City Council for adoption provid-
ing the map is amended to show an additional five feet of set back to
Lots 1 and-2 at the turn -around.
ADJOURNMENT
There was no further business for consideration at this time.
Prior to adjournment at 8:10 p,m,, an officer from the Burlingame Police
Department appeared to report a message from Commissioner Edwards that
he had been detained out of town.
The monthly study meeting scheduled for this date followed immediately.
STUDY MEETING
The following applications were submitted:
1. TENTATIVE MAP OF "WHITE SUBDIVISION".
A tentative map of a proposed subdivision of acreage in the Mills Estate
entitled "White Subdivision", prepared by the engineering firm of
Wilsey, Ham and Blair, was submitted by the City Engineer who stated that
this is the same property proposed as Darius Park Subdivision several
years ago, and on which a tentative map was approved, but the subdivision
was never accomplished.
The City Planner commented that the land is unusual and rather difficult
to design - the map involves numerous variations from code requirements.
He stated that he has prepared a drawing to illustrate an alternate
method of subdividing which may be of assistance to the Commission in
evaluating the applicants proposal.
Air. E. DeRenzp of Wilsey, Ham and Blair, representing the owners, in-
formed the Commission that the subdivision, consisting of 15 lots, is
bordered by the existing Mills Estate Subdivisions No. 7 and No. 11.
Mr. DeRenzo stated that, conditional to the subdivision, the owners
request permission to:
Grade two slope easements on city -owned property;
Use a minimum 40 foot street right-of-way instead of S4 feet to
give greater depth to the lots;

Construct a cul-de-sac exceeding the permitted

Build sidewalks only on the side of the street

Biro DeRenzo stated that the lots will be 8000.stivare feet or better
in area; a 54 foot right-of-way from Martinez Drive provides the
approach into the subdivision.
Following a period of discussion with Mr. DeRenz:o and his associates,
it was the consensus of the Commission that the owners were attempting
to crowd too many lots on the property; many of the problems relating
to street width, sidewalks, entry to the panhandle lots, and the
over-all design of the subdivision could be cured if the number of
lots were reduced; additionally, a subdivision of fewer but larger
lots would be more nearly compatible with adjacent properties.
Commissioners indicated they were not in favor of the slope easements
encrqaching on city -owned property.
The applicants agreed to prepare and submit a revised proposal.
2. FENCE HEIGHT VARIANCE 441 CHATHAM ROAD..
A letter dated July 6, 1965, was read from James J. O'Brien,
441 Chatham Road, requesting permission to construct a fence 7-1/2
feet high on the rear property line abutting a portion of the
Burlingame High School parking area, Sketches :submitted by the
applicant showed the type of fence and the location on the property
in relation to the parking lot.
Mrs. O'Brien explained that it is hoped that the greater height
will discourage students from tossing lunch bags and other refuse
into the yard; also, the section of the parking lot against the
fence was never finished so there is a dust and dirt nuisance, par-
ticularly aggravated during the school term.
In collimenting oil the 1-1/2 feet of oriental design shown on the sketch,
Commissioners informed Mrs. O'Brien that it will be necessary to
locate the fence away from the property line or construct in such a
way that the pitched or slanted addition at the top does not over-
hang the school property,
The application was scheduled for public hearing on July 26.
3. VARIANCE FOR COMMERCIAL BUILDING ON THIRD RESIDENTIAL PROPERTY,
An application was filed by Lee J. and Marjorie H. Aaronian for a
variance to construct a one story office building on property zoned
R-3 at 1317 Bayswater Avenue, portions of Lots SA and SB, Block 3,
Town of Burlingame Subdivision.
A statement of justification from the applicants, a statement of
general information prepared by Richard Rosek Associates, Designer,
and a rendering of the proposed improvement were submitted.

The City Planner stated that the property is on the south side of
Bayswater Avenue one-half of the properties are zoned C-1, the
balance R43; the existing building, originally a single-family
dwelling, dwelling, is on -conforming, having been converted to commercial use
a number of yErs ago. The property is next to the office building
built by Pringle Construction Company on a -variance approved by the
City'Councile
Mr. Aaronian explained that he has operated a beauty shop at the loca-
tion for 13 years and will continue in business in the new building.
fie discussed the parking arrangement pointing out that there will be
ample clearance so that the cars can be driven out rather than backed
on to the street..
Commissioner Norberg suggested that a pitched rather than flat roof
line would improve the appearance of the building.
The application was scheduled for public hearing at the meeting of
July 26
4. VARIANCE TO CONVERT GARAGE TO RUMPUS ROOM.
Mrs. Marguerite Welch, 2008 Easton Drive, submi-ftd a variance appli-
cation to convert an existing one car garage building to a rumpus
room,
A letter from the applicant dated July 7, 1965, explained in some
detail family circumstances which led to rather extensive remodeling
and reconstruction of the garage structure for lase as a family room.
A sketch indicating the location of the main building and the detached
garage at the rear of the lot was filed.
Stating that he was familiar with the property, the City Planner
explained that the garage would not have accommodated a large car but
with the storage closets, which Mrs. Welch has had installed, the space
for an automobile is very limited. fie stated that inasmuch as it is
the intent to discontinue using the garage as such and to park the
autopiobiles in the large circular driveway at the front of the lot,
the applicant is seeking a variance from the ordinance requiring each
residence to have a garage or carport.
The City Planner stated that there is ample area for parking on the
property, probably as many as four or five cars„ but the law requires
that there shall be a garage. lie stated.lurther that two basic
matters are involved: first, the variance to eliminate the garage and,
secondly, the use of the building as a rumpus room,
In a period of discussion, Mrs. Welch stated that in addition to the
family car, there is a second car owned by a person who boards in the
home.
Mrs. Welch was receptive to a suggestion from the Commission that she
investigate the possibility of having a carport constructed and agreed
to discuss this further with the City Planner.
The application was scheduled for public hearing; on July 26;
Commissioners agreed to visit the site in the meantime.

S. RECONSTRUCTION OF BROADWAY OVERPASS.
In response to comments from Commissioner Norberg concerning recon-
struction of the Broadway Overpass, the City Engineer and City
Planner agreed to meet with Commissioners Norberg and Kindig, repre-
senting the Planning Commission for the purpose of preparing a report
to the City Council recommending a program of interim construction,
prior to commencement of the overall project, to relieve some of the
present congestion.
