An adjourned regular meeting of the Burlingame Planning; Commission,
from Novenher 22, was called to order on the above date at 8:00 p.m.,
Chairman Kindig presiding,
ROLL CALL
The above -named members answered the Secretary's roll call,
COW-10N I C AT I ON
1. Palo Corporation Granted Ope Year Extension Of Variance,
Chairman Kindig announced that the meeting of November 22 was continued
to this date for the purpose of considering a communication dated
November 9, 1965, from Mr. Marry Lehrfeld, Burlingame Realty Company,
agents for the Palo Corporation, requesting a one year extension of
a variance for apartment construction on property at the northwest
corner of Bellevue Avenue and Primrose Road.
The City Planner, in reply to the Chair, confirmed that the municipal
code provides for an extension as requested by the applicant
Mr,, Lehrfeld, in reply .to Chairman Kindig, reported that due to certain
tax liens, the owners have been unable to proceed with their plans
for the property; however, the existing building will be derelished
within 90 days and the owners hope to build during 1966, hence the
request for the extpsiono
Mr, fehyfe d stated that the existing building is now vacant and is
being partially dismantled,
The Chair reminded Mr. Lehrfeld that the Commission approved a specific.
building designs if revised, the plans must be resubmitted to the
CommissionQ
�1re Lehrfeld stated that at this time he was not in a position, to
guarantee that the owners contemplate that particular building; he
stated that plans are presently ender way for a building with more
units than originally proposed,

The City Planner pointed out that in approving; the variance to plans
submitted by the applicant, the Commission themby assured the City
Council, and all persons who viewed the plans at the time of the
public hearing, that a particular building would be built; he stated
that since the variance may not legally be amended, and if there are
changes contemplated, the owners will be required to reapply.
The City Building.Inspector reported that the property has fallen into
disrepair and has been a cause of concern to his department,
Mr. Lehrfeld stated that the caretaker has been instructed to close
and board the building against trespassers until demolition.
There were no comments from the audience.
Upon advice from the City Attorney that the requested extention is
permissible, Commissioner Cistulli introduced a emotion to extend the
Palo Corporation variance for one year, to December 8, 1966; motion
seconded by Commissioner Pierce and declared carried unanimously on
roll call.
ADJOURNMENT
The meeting was adjourned at 8:10 p..m.; the study meeting regularly
scheduled for this date followed immediately thereafter.
STUDY MEETING
1. Resubdivision of lots in Block 3�Fast ,rtillsdale_Industrial Park No.22.
A resubdivision map prepared by Charles E. Randlett, Civil Engineer, pro-
posed to establish three separate parcels by combining lots and portions
of lots, all under one ownership as follows:
Parcel 1, combining Lots 13 through 18 with portions of Lots 30,
31.and 32 and all of Lot 29, Block 3, East Millsdale Industrial Park #2,
thereby giving to the parcel frontage on two streets, Mitten Road and
Malcolm Road;
Parcel 2,. combining remaining portions of Lots 30 and 31,-with
175 feet on Malcolm Road;
Parcel 3,consisting of the remaining portion of Lot 32, with 60 feet
on Malcolm Road,
The City Planner stated that there is a large commercial building on
Parcel 1, occupied in part by one of the federal agencies; entrance is
off ?Mitten toad with all of the parking at. the rear; he pointed out that
by including Lot 29 the parcel will have frontage on two streets with
direct access to the rear from Malcolm Road.
The City Engineer indicating no problems of concern to his department,
the map was scheduled for public hearing on December 27.

2. Final flap - Anza Airport Park, Unit Now
In presenting the final map of Anza Airport Park Subdivision, Unit #2,
the City Engineer reported that the map matches closely with the pre-
viously approved tentative map. lie stated that there are some engineering
problems to be resolved; also, rare Howard [dickey, the project engineer,
has been requested to furnish a title report on a small area which is
shown as an extension of Burlingame Avenue on the old maps but there is
a question whether this is actually a dedicated part of the street or
privately owned.
The City Engineer stated that neither the city fire department, nor
Hillsborough objected to the street name; there are no public improve-
ments existing, and the plans are now in the city engineering department
for verification. He pointed out that the City Council will not receive
the map for final approval until all of the improvements are in and
accepted by the city.
The matter was referred to the meeting of December 27 for formal action,
3,, Variance to Exceed Lot Coverage By 1-1/21.
An application filed by Joseph F. Smith, 2016 Davis Drive (Lot 15,
Block 1S, Ray Park Subdivision) requested a variance as follows:
"To construct addition to existing dwelling, which will exceed allowed
lot coverage by 1-1/2$11,
A letter from the applicant dated November 16, 1965, related in detail
family circumstances leading to a decision to add a small family room
to the rear of the dwelling; it was noted that the lot coverage•variance
is required in order to builds in conformance with the present architec-
ture of the house and the general appearance of the neighborhood.
Drawings prepared by Robert E. Onorato, Architect, were filed and
reviewed by Commissioners.
The City Planner reported that with the exception of the lot coverage
variance, there were no other problems in the property.
The application was scheduled for public hBring on December. ?Z.
4. Special Permit e Hotel Easterly of Bayshore Freeway.
An application filed by harry Somers for Burlingame Shore Land Company
requested a special permit for construction and operation of "Hotel,
Restaurant, Cocktail Lounges" on lands on the easterly line of
Bayshore Freeway, adjacent to and southerly of the Broadway Overpass,
owned by Burlingame Shore Land Company.
A communication from Mr. Somers dated November 26, 1965, advised that
the building will contain approximately 32S rooms divided into a nine
story tower and two wings of three stories each o parking for 430 auto-
mobiles and a convention facility to handle 1200 people at any one
meeting.
The communication stated further the development is a joint venture
of Burlingame Shore Land Company, Donald H,, Stone -son of the Stoneson
Development Corporation and liarry M. Somers, real. estate developer;
negotiations are under way with: a large hotel corporation for operation
of the facility. -3-
A schematic plan was filed.
i A map of the location prepared by Iioward Hickey, Engineer, and an over-
lay drawn by the City Planner were submitted, The City Planner pointed
out that preparation of the land is the obligation of the owner - not
the city's responsibility. Ile stated that there are two matters of
concern: 1.. There is no sewer service close at hand; 2. The State
Department of Highways is working at this time on drawings for the
overpass and while their plans are not yet known there is a possibility
that the new construction may cross a portion of the proposed hotel site.
Mr, E.H. deWolf, Architect, informed the Commission that the building
drawings are very preliminary since the developers are aware of the
overpass situation and the possibilities of eventual reconstruction.
He agreed that there is ample area to shift the building site southerly
on the property should the need arise.
In a general discussion there were comments concerning on -site parking
requiiirements; the City Planner mentioned that if there should be loss
of area to the overpass, the developers may find it necessary to consider
double -deck parking; The City Engineer discussed briefly requirements
for sewer lines and the need for sufficient elevation to provide adequate
flows In reply to nor. Person"s question whether an existing easement
is not large enough to carry a second line, the City Engineer stated
that this would be investigated.
The City Planner mentioned that a meeting will be held in the City
! Engineer's office on Friday with representatives of the Highway Division;
possibly there may be something definite to report at the Commission's
next meeting,
There was discussion concerning the difficulties existing at the present
time in moving traffic through the area and the additional traffic to
be generated by the present proposal and other developments under con-
struction,
A public hearing was scheduled for the meeting of December 27.
S. Variance To Move Duplex Building To R-1 Lot.
A variance application filed by fir. and Mrs. Joseph Arnaudo, 1004 No.
Humboldt Avenue, San Mateo, to move a duplex building to a first resi-
dential lot at 273 Bancroft Road, Burlingame, was continued to the study
meeting of January 10, 1966, when it was determined that the applicant
was not in attendance nor represented.
6. Special Permit for Display of Lindal Cedar homes.
The application of Anza Pacific Corporation for a special permit for the
use of Lot 1, Block 1, Anza Airport Park Subdivision No 2 on a
temporary basis for the display of Lindal prefabricated cedar homes was
reviewed.
A letter from the applicant dated December 9, 196S, a drawing of the
lay out of the °'proposed display village " and a brochure describing the
homes were filed.

Mr. Ceorge Keyston, representing the applicant, described the location
"between the real estate sign and the theatre marquee" on the lands of
Anza Pacific Corporation.
The City Planner mentioned three problems relating to the proposed use
which are of concern to the city:
1. If it is proposed that one of the display houses is to
serve as an office and sales room, this structure must be on a
complete foundation with sewer, water, elec;tricity,,etc.
2. Anza Airport Park 02 is not yet a legal. subdivision and
there are no public improvements.
3. Chief Moorby has requested installation of a fire hydrant.
The City Building Inspector confirmed that the structure used for office
purposes must meet Uniform Building Code requirements.
Mr. Keyston stated that it is his understanding that Lindal Homes, Inc.,
does not anticipate setting up its operation immediately. lie requested
approval of the special permit conditional upon completion of the pub-
lic improvements, which should be within four to five months.
Commissioners agreed to hold a public hearing on the application at the
meeting of December 27.
% Set Back on Carolan Avenue m Oak Grove to Park Avenue.
The City Planner stated that the improvement of Carolan Avenue early
next year will create lots having frontages on tiro streets. Submitting
a drawing of the area between Linden and Carolan Avenues and Oak Crove
and Park Avenues, the City Planner noted that most of the properties
on the street, with the exception of the commercial complex at the
corner of Oak Grove, are old and it is possible within the next few
years may be torn down to make better use of the lols, which, in turn,
raises the question of building set backs on the new Carolan Avenue
frontages. He stated that thertmFour to five lots which will be
affected and under the present rules anyone desiring to build an
accessory building could go to the property line. lie suggested estab-
lishing a 15 foot setback on Carolan Avenue as a method of insuring
against one property being developed with a building setting out
beyond another.
Commissioners discussed the subject briefly and agreed to initiate
public hearings at the meeting of December 27.
8. DISCUSSION RE PRESERVATION OF TREES ON PRIVATE PROPERTIES m EL CAMINO
REAL.
Commissioner Norberg commented concerning the removal of four trees from
a property on El Camino Real to clear a building site for an apartment
house and questioned whether the city may enact legislation to declare
the El Camino an historical street for the purpose of controlling the
types of buildings and to preserve the trees.
In a period of discussion the City Planner stated..that to his knowledge
the city may not interfere with a property owner's rights to the trees
on his property and some members of the Commission indicated reluctance
to do so.
