A regular meeting of the Burlingame Planning Commission was called to
order on the above date at 8:00 p.m., Vice -Chairman Pierce presiding.

Chairman Kindig, on vacation, and Commissioner Norberg, away from the
city on business, were excused.

Minutes of the meetings of November 22 and December 13, 1965, . pre-
viously submitted to Commissioners, were approved and adopted
HEARINGS
Pursuant to public notice, hearings were conducted as follows:
1. RESUB DIVISION OF PROPERTIES IN BLOCK 3, EAST AtILLSDALE PARK NO. 2
A resubdivision map prepared by Charles E. Randlett, Civil Engineer,
proposed to combine a number of lots all under one ownership in Block 39
East Millsdale Park No. 2, into three parcels, as follows:
Parcel 1 comprising Lots 13 through 18, Lot 299 and portions of
Lots 30, 31, 32, having frontage of 400 feet on Mitten Road and
60 feet on Malcolm Road;
Parcel 2, portions of Lots 30, 31, 32 with 175 feet frontage on
Malcolm Road;
Parcel 3, portion_ Lot 32 with 60 feet frontage on Malcolm Road.
The Chair recognized Tor. Robert Ryan, the owner, who advised that the
parcel on Aiitten Road, occupied originally by Western Electric Company,
has since been leased to one of the larger Federal Government agencies
which required more parking than was available. 'Referring to the map,
PIr. Ryan poa.nted out that adding the 60 feet of frontage on Malcolm Road,
and the additional area at the rear of the building, will provide a
second access and considerably more parking.
Mr. Ryan stated that eventually Parcels 2 and 3 will be combined for
another building site.
The City Planner and City Engineer indicating that the application was
in orders and there being no comments pro or con from the audience, a
notion was introduced by Commissioner Cistulli approving the resubdivision
in accordance with the map on file Motion seconded by Commissioner Braune
and carried unanimously or. roll call,
2. FINAL MAP m ANZA AIRPORT PARK, UNIT NO. 2.
The final map of Anza Airport Park, Unit No. 2, a subdivision of the
lands of Keyston and Conti, was submitted for Commission action at this
time.
The City Planner, in reply to the Chair, advised that from a planning
standpoint the map is acceptable, conforming to the tentative map
approved some months ago by the Commission and the City Council.
The City Engineer stated that an assessment district has been formed to
accomplish the subdivision improvements and, until all of the public
improvements are completed and accepted by the city, the map will not
be adopted by the City Council, nor recorded.
The City Engineer,thereafter, recommended that the Commission defer action
until the regular meeting in January, explaining that he will not sign the
map until additional engineering detail is forthcoming from the project
engineer, also a title report to'clarify the status of the small area
indicated as an extension of Burlingame Avenue.
Mr. David Keyston,.representing the subdividers, indicated no objection
to the delay. Commissioners concurring in the City Engineer's recommenda-
tion, the Chair declared the matter continued to the meeting of
January 24, 1966.
3. I!ARIANCE TO EXCEED LOT COVERAGE PERCENTAGE„AEP,.RnVED.
An application filed by Joseph F. Smith, 2016 Davis Drive, (Lot 1S, Block
150 Ray Park Subdivision) requested approval of a variance "to construct
addition to existing dwelling which will exceed allowed lot coverage by
1-1/2t".
A letter from the applicant dated November 16, 196S, relating circumstances
leading to a decision to add a small family room at the rear of the
dwelling stated "a family room would answer our rather critical need by
providing a place for both ourselves and/or our children to generally
enjoy our home with only reasonable restrictions on their varied interests
and obligations".
The communication stated further that in attempting to construct in
keeping with the present architecture of the house and the general appear-
ance of the neighborhood it becomes necessary to exceed permitted lot
coverage by the peecentage indicated.
Drawings prepared by Robert E. Onorato, Architect„ were filed.
The City Planner, in reply to the Chair stated that the variance refers
only to percentage of lot coverage; set backs in the area of construction
will not be disturbed.
The applicant and Mr. Onorato, the Architect, were in attendance; the
latter, in reply to Commissioner Cistulli, confirmed excessive lot coverage
at 1-1/2%.
There.were no comments from the audience in reply to the Chair's inquiry.

Commissioner Cistulli expressed sympathy with the applicant's desire to
provide expanded living area for a growing family and thereafter intro-
duced a motion approving the variance as requested in accordance with
the drawings on file.
In seconding the motion, Commissioner Brauner stated that, generally, he
is rather opposed to lot coverage variances; however, in the present
situation, the excess is so insignificant, there are no set backs involved
nor, apparently, neighborhood opposition, and there are elements of hard-
ship.
The motion was thereafter declared carried unanimously on roll call.
The applicant was advised that the variance would be effective on
January 4, 19669 if not appealed.
4. BURLINCAME SHORE LAND COMPANY REQUEST FOR IIOT;EI. CONSTRUCTION CONJN,UF.
The application of Barry Somers for Burlingame Shore Land Company,
1849 Bayshore Highway, Burlingame, for a Special Permit for hotel construc
tion, including restaurant and cocktail lounges, on Burlingame Shore Land
Company acreage, adjacent to and southerly of the Broadway Overpass, and
access to Bayshore Highway, was scheduled for public hearing at this time.
Commissioner Cistulli, upon recognition by the Chair, suggested that the
public hearing be delayed to a future meeting to permit additional study
at the meeting of January 10, pointing out there are many aspects of
the development which warrant further study and analysis, including
existing traffic problems in the area and the city's plans for eventual
reconstruction of the overpass.
Chairman Pierce questioned the City Planner whether there was any addition
information available on the overpass resulting from the recent meeting
with representatives of the State Division of Highways.
The City Planner reported that there is no firm decision yet as to actual
location, but as recently as a week ago drawings prepared by the State
Highway ftineers indicate that an overpass structure at the location will
have to infringe on some of the property being proposed for the hotel.
Ile stated that the overpass project is of tremendous importance to the
city, but the owner may not be denied the privilege of attempting to
develop his property because the State at some unknown time may decide
to proceed with reconstruction.
Commissioner Brauner stated that the proposal is one of the most important
to come before the Commission --the size of the project and the impact
it has on the land east of the freeway add to the question of importance.
Noting that two members of the Commission were absent, Commissioner Braun(
stated that he would prefer the application held for further study and
the public hearing before a full Commission.
Commissioner Edwards, extending an apology to the applicants for his
absence from the study meeting}when the project was reviewed, stated that
there were phases of the development which he would like to explore, but,
since the hearing had been scheduled for this tune, absence of some
members should not deter the Commission from conducting its regular order
of business.

)Chairman Pierce stated that "it would be better to have full Board
consideration on this one" and,thereafter, requested the applicant's
comments on a continuance.
Mr. Donald H. Stoneson, Stoneson Development Corporation of Stonestown,
representing the applicants, stated that he would be agreeable to a con-
tinuance and to meet with the Commission in study session on the
assumption, however, that there would not be a series of delays due to
lack of a full Commission.
Vice -Chairman Pierce assured Mr. Stoneson that such a situation would be
highly improbable; there was no opposition voiced to the Chair's announce-
ment that the hearing would be continued to the regular meeting,
January 14, 1966, and the project studied further at the meeting of
January 10.
In reply to an inquiry from Mr. E.H. deWolf, project architect, for
information on matters which may be of concern to :staff members, the
City Planner reported -that there are technical questions which may be
answered by the architect or the engineer but there are also questions
of policy which should be discussed by the Commission at the time of
the hearing.
5, SPECIAL PERMIT APPROVED FOR PREFABRICATED HOMES SALES AND DISPLAY.
The application of Anza Pacific Corporation for a Special.Permit for the
use of Lot 1, Block l; Anza Airport Park No. 2 on a temporary basis for
the display of Lindal prefabricated cedar homes was scheduled for public
hearing at this time.
A letter from the applicant dated December 90 19650 a drawing of the
"proposed display village" and brochures describing the homes were filed.
Vice Chairman Pierce recognized Mr. David Keyston, representing the
applicants, and invited his comments.
Mr. Keyston stated that the prospective tenant would like to know if the
use is satisfactory with the city, or whether he should look elsewhere,
and the Commission's consideration of the application in its present
form would be appreciated -- any approval to be subject to the sub-
division public improvements being completed and accepted by the city.
The City Planner, in reply to the Chair, stated that Fire Chief Moorby
has refused fire department approval until water, fire hydrants and
some semblance of a street exist. Additionally, the Building Inspector
stated that the two houses to be used for sample purposes, and unoccupied,
may be placed on skids or temporary foundation; the third structure
which will serve as the sales room/office and personnel occupied must
meet all requirements of the city's building code.
The City Planner stated that conditioning the application upon a time when
the public improvements were completed and approved by the City Engineer
would be acceptable.
In reply to Commissioner Cistulli, Mr. Keyston advised that Anza Pacific
Corporation has agreed to enter into a three year lease with Lindal Homes,

with the provision that if the lessor wishes to sell the property or
construct a building

In reply to Commissioner Brauner, Mr. Keyston stated that it is his
understanding that the houses constitute the main advertising displays.
There were no comments from the audience in favor of -or protesting -the
application.
Commissioner Brauner introduced a motion approving the Special Permit
on the condition that the building to be used for office purposes
will be constructed to meet building code requirements and the permit
to become effective upon completion and acceptance by the City Engineer
of the public improvements. Motion seconded by Commissioner Cistulli
and carried unanimously on roil call.
CITY PLANNER REPORTS
1. Set Backs on Carolan Avenue.
The City Planner stated that the matter of establishing set backs on
Carolan Avenue, presented to the Commission at the last study meeting,
will be resubmitted for study in January in ordinance form.
2. General Plan.
The City Planner reported that he is hopeful that the actual work on
the General Plan can be started at least by the end of June; prelimin-
aries of preparing the application to the State are progressing but
processing at the State level requires approximately six months.
3,. Airport Studies.
The City Planner reported that on January 12 he will attend a meeting
at the airport with representatives of the cities of San Bruno and
!Millbrae and the airport management to discuss access roads and highways
generally in and around the airport; on December 28 a meeting with
a representative of a firm employed by the County of San Francisco for
a new airport study to discuss "Burlingame" and the airport.
